1849 C Street NW Washington, DC 20240

Badlands National Park Conata Road and Picnic Area Rehab

Solicitation # 140P6324B0007

# Question Response

1 Is this project tax exempt? No, Contractors required to pay applicable taxes in the State of South Dakota for materials, use, and excise taxes. Contractor should review South Dakota State tax statues for more information.

2 Is there specific fencing for wildlife and/or visitors to be used during the entirety of construction?

Recommend 4 ft tall orange “snow” fence attached to a 2x4 frame. Such as the example photograph attached below.

3 Please confirm Paleontologist / Archaeologist requirements for the earthwork scope of work.

Please see SOW:

01 35 13.49 SPECIAL PROJECT PROCEDURES – PALEONTOLOGICAL

PROTECTION

01 35 91 HISTORIC PRESERVATION TREATMENT PROCEDURES

4 Please confirm the first culvert (at intersection of Conata Picnic Area rd. and Conata Basin rd.) is not included in the scope of work

The Very first culvert directly off of the Conata Road on the Conata Picnic Road is not included in the scope or in the Drawings.

5 Please clarify all 4 signs located at the west end of Conata Picnic Area rd. are to be remain as existing

The trail marker signs on the far western part of the Conata Picnic Road (turn around area) are not part of the SOW, these signs, posts, and displays are to remain as they are part of a different project.

6 Please confirm concrete pad for trash to be placed per drawings. It was discussed during the site walk that this may be moved closer to the restrooms.

Please bid according to drawings and plans. We are not going to move the pad closer.

7 Please confirm existing pavement thickness is 4 inches total and to replace in kind.

See addendum 1 for the pavement section to be constructed.

8 Where is the water source for compaction be located and available?

SOW States:

Water Service: No water is available onsite.

There are a couple of fast fill stations at the local community of Wall (approximately 12 miles), if the contractor would prefer, they could provide a metering system and use the Maintenance (approximately 20-22 miles) filling station at a charge.

9 There are some places where we would be widening the road. Will the NPS going to require geo grid or fabric?

Please see addendum 1 for all clarification and updates on Geo grid.

10 The 4’ yellow pavement markings they are called out on a couple of the bumpout’s but are not called out on the centerline/ edge lines. Will there need to be pavement markings on the centerline or edge line?

Yellow centerline markings are not part of this project.

11 It was mentioned at the Prebid that the NPS personnel will be removing the picnic

Yes the on-site picnic tables/shelters will be removed by park staff. They will be stored and rehabilitated off site for the time of construction. Park staff will also transport and reinstall the picnic tables.

tables. Please clarify that the picnic table/shelters will be removed and set by the NPS personnel.

12 The plans do not show using fabric beneath the gravel. Will fabric be required below the gravel?

Please see addendum 1 for all clarification and updates on Geo grid.

13 The 4-stall toilet listed in the plans are no longer made to that style due to the plant production and capabilities. The company now has a new model. Can the new model be used? (See attachment)

Please seek other vendor(s) who can manufacture to that style. Please bid to the style in the drawn plans and SOW. See addendum 1—it has been confirmed that the manufacturer still provides the facility identified in the construction drawings.

(Will we take or equal would be acceptable.

14 For the Prime Coat to be shot on the Base Course prior to paving, the typical detail shows 0.20 Gal/SY but the specs say 0.33 Gal/SY. If they do want Prime Oil, 0.30 Gal/SY is the standard rate of application. (FYI – We use MC-70 Prime Oil for the product in South Dakota but generally we don’t see Prime required for roads like this…). The DOT will sometimes require it on Shoulders for example, like on the Interstate where there is an asphalt shoulder next to PCC. Please confirm what application rate they want if they are going to require Prime. Also, MC-70 Prime Oil needs to sit for 72 Hours before paving. The specs say to pave within 24 hours. Please advise…

See solicitation addendum 1 for revised application rates. Any material selected for construction shall meet specified requirements. If manufacturer requires more time than is specified, and the material is approved, follow the manufacturer’s guidance.

15 The Specs and Typical refer to paving 2 lifts – “2” Base Course & 2” Surface Course. What type of mixes are they wanting? I see where it references a SDDOT E mix. Are they wanting a Type E1 mix on bottom lift and an E2 mix on the top lift?

Please see addendum 1. Specific mixes are identified therein.

16 A true SDDOT E mix is a virgin mix unless they specify RAP is allowed. Do we need to figure a virgin mix or can we use RAP?

Virgin mix

17 What type of AC Binder Oil do they want in the asphalt?

Please See addendum 1: The allowable performance grade binders have also been added to the special provision.

18 At the bottom of the asphalt specs, it talks about placing the “wearing course”, which must be the surface course, 2 hours after the binder course…Not sure why this is stating that, I’ve never seen a spec like that. On this project we would attempt to get a 2” bottom lift on the first day and then most likely the next day tack the bottom lift and pave the 2” top lift. Please advise…

2 hours between layers with binder is the minimum time frame allowable, please follow manufactures recommended specs.

19 Are the existing wood bollard timbers to be re-used?

No. Wood Bollards are to be replaced with new.

20 Is 4” of new imported base coarse for under pavement (not shoulders) qty all that is required?

See construction drawing sheets C9-C15, C20-C21, C23 and any other pertinent construction documents for quantity takeoff.

21 How many inches of existing base coarse under existing pavement?

See geotechnical report boring logs B-2 through B-4 to identify base course depths at those locations.

22 How many inches of base-coarse is required under new pavement? We assume 8” but some cross sections look like they show a greater depth?

See construction drawing sheets C9-C15, C20-C21, C23 and any other pertinent construction documents for quantity takeoff. And reference addendum 1 with any further questions

23 Is overlapping the geogrid acceptable or does it need to be seemed?

See specification 31 05 19, manufacturer’s recommendations, and all other pertinent construction documents for geotextile fabric guidance. With respect to geogrid requirements, and addendum 1 to construction documents.

24 Is clean rock (3/4” or 1”) clean acceptable for (engineered backfill)?

See page 5 of 11 of the geotechnical report, second paragraph, for granular engineered fill requirements.

25 Are there any known underground utilities in or along the project site? (communications)

See sheet C2. In particular, see notes 4-5—the contractor is responsible for locating utilities prior to commencement of work.

^^^See reference photo for construction fencing.
