About this file
This is a Questions and Answers document (Amendment 2) for federal contract 140P5326R0016 addressing a potable water tank rehabilitation and monitoring project at Big South Fork National River and Recreation Area.
The project involves a water storage tank measuring approximately 23 feet 6 inches in diameter and 25 feet in height. An inspection report from Southeastern Tank, Inc. dated August 23, 2021, is available for reference. The existing interior coating system consists of Tnemec 20/FC20 Pota-Pox applied over SSPC-SP10 surface preparation, while the exterior uses Tnemec 161 Tneme-Fascure and Tnemec 1075 Endura-Shield coatings applied in 2006. The exterior coating work is intended as an overcoat and maintenance application using pressure washing and preparation rather than full abrasive blasting, unless localized conditions require additional preparation for proper adhesion. The tank features two 24-inch sidewall manways with roof access available through an existing exterior ladder and roof access manway.
The project includes installation of a telemetry and SCADA monitoring system for remote tank level monitoring and alarm functionality. The Mission SCADA system has been preliminarily approved as an "or equal" commercial solution, provided it meets all contract performance requirements. Contractors must identify all recurring costs including subscription fees, cloud hosting, cellular service, licensing, and maintenance in their proposals for Government approval. The contractor is responsible for verifying adequate cellular signal strength at the tank location and providing any necessary signal amplification equipment, as coverage in the area is variable. No existing enterprise-wide SCADA platform integration is required. The contractor must comply with all applicable federal, state, and local electrical and communications code requirements. The SCADA system has been added as an optional task in the revised Statement of Work.

Questions and Answers – Amendment 2
140P5326R0016
1. Question: What is the tank diameter and height?
Answer: The tank dimensions are approximately 23’6” in diameter and 25’ height.
2. Question: Are there any as-built or inspection reports on this tank?
Answer: An inspection report prepared by Southeastern Tank, Inc. dated August 23, 2021, is attached to the email for reference. The report includes exterior, interior, roof, piping, and overall condition observations for the tank.
3. Question: Are the existing coatings hazardous?
Answer: Based on the last rehabilitation records, the interior coating system consisted of SSPC-SP10 Near White Metal Blast surface preparation followed by two coats of Tnemec 20/FC20 Pota-Pox applied at 4.0–6.0 mils DFT. The exterior coating system consisted of SSPC-SP6 Commercial Blast Cleaning with a first coat of Tnemec 161 Tneme-Fascure at 5.0–6.0 mils DFT and a second coat of Tnemec 1075 Endura-Shield applied at 2.0–3.0 mils
DFT.
4. Question: What are the last records for the previous interior and exterior coating system?
Answer: The last rehabilitation occurred in approximately 2006.
5. Question: Is the exterior coating system intended to be an overcoat or full existing coating system removal and re-coat?
Answer: The intent of the project is for the exterior coating system to generally be treated as an overcoat and maintenance coating application rather than full removal of the existing exterior coating system. Exterior surfaces are intended to be pressure washed and prepared for coating application. Full abrasive blasting of exterior surfaces is not anticipated unless localized conditions require additional preparation to achieve proper coating adhesion or specified surface preparation standards. Referenced in SOW page 9 and 10.
6. Question: What is the manway diameter and is there access from the tank roof?
Answer: The tank has two 24-inch sidewall manways. Roof access is available through the existing exterior ladder and roof access manway.
7. Question: Does the owner/operator have anyone providing SCADA on any other tanks or items in the park?
Answer: At this time, Big South Fork National River and Recreation Area does not currently operate any active SCADA systems associated with potable water infrastructure. As such, the Government is not requiring integration into an existing enterprise-wide SCADA platform. However, any proposed monitoring and telemetry system must fully meet all functional requirements identified within the Statement of Work.
8. Question: is there cell service at the tank location?
Answer: Cellular coverage throughout Bandy Creek can be variable; however, the area surrounding the water tank generally experiences some of the strongest and most reliable signal availability within the developed area across both AT&T and Verizon providers.
Regardless, the contractor shall remain responsible for verifying adequate cellular signal strength at the tank location and shall provide any required signal amplification equipment or alternate communication method necessary to maintain reliable telemetry communications.
9. Question: Also wondering about any licensing or permitting required for this project?
Answer: The Government is not currently aware of any special licensing or permitting requirements associated with this type of low-voltage telemetry installation beyond standard applicable electrical and communications code compliance requirements. The contractor shall remain responsible for compliance with all applicable federal, state, and local requirements.
10. Question: Would the Mission SCADA system attached be acceptable to use?
Answer: Based on preliminary review, the proposed Mission SCADA system appears capable of meeting the majority of the project requirements as an “or equal” commercial telemetry solution, provided the final installed system fully complies with all contract requirements and performance expectations.
The Government understands that many modern telemetry and cloud-based SCADA platforms require recurring service or subscription costs. Any recurring subscription fees, cloud hosting fees, cellular service costs, licensing fees, or ongoing maintenance costs associated with the proposed system shall be clearly identified within the contractor’s proposal for Government review and approval prior to installation.
Final system acceptance will remain contingent upon the installed system meeting all Statement of Work requirements, including remote monitoring capability, alarm functionality, historical data logging, secure user accessibility, and successful operational demonstration and training.
The statement of work has been revised to add the SCADA system as an option.
