About this file
This is a Questions and Answers document providing site visit clarifications for a federal contract opportunity involving tank coating work at a park facility.
The project requires interior and exterior coating systems for a potable water tank. Interior coatings must meet NSF/ANSI 61 requirements and comply with AWWA D102 standards, consisting of a primer coat (2.5–3.5 mils DFT), intermediate coat (4.0–6.0 mils DFT), and finish coat (4.0–6.0 mils DFT). Exterior coatings shall be high-durability polyurethane or approved equivalent with a primer coat (2.5–3.5 mils DFT), intermediate coat (2.0–3.0 mils DFT), and finish coat (2.0–3.0 mils DFT). Exterior surfaces require abrasive blasting to SSPC-SP6 Commercial Blast standards, while interior surfaces require SSPC-SP10 Near White Metal Blast standards. Contractors must apply stripe coating to interior weld seams and difficult-to-coat areas prior to intermediate coat application. All coatings shall be applied per manufacturer specifications and AWWA D102 requirements.
The contractor must submit and obtain approval of a site-specific safety plan prior to award and field work commencement, including confined space entry, fall protection, environmental protection, and waste handling procedures. Interior coatings require a minimum seven-day cure period before disinfection and return to service. Electrical power is available on site through existing outlets. The park will provide past inspection reports and historical documentation. The contractor must participate in a one-year anniversary inspection per AWWA D102 requirements and correct any coating deficiencies attributed to workmanship or materials at no additional cost. All sediment, debris, and waste materials must be collected, transported off-site, and disposed of in compliance with federal, state, and local regulations. The tank manway opening measures approximately 24 inches in diameter, with estimated minimal sediment accumulation of less than 1/4 inch.

Q&A Site Visit clarifications– Amendment 2
1. Interior coating systems shall meet NSF/ANSI 61 requirements for potable water applications and comply with AWWA D102 requirements. Interior coating systems shall include, at minimum, a primer coat applied at 2.5–3.5 mils DFT, an intermediate coat applied at 4.0–6.0 mils DFT, and a finish coat applied at 4.0–6.0 mils DFT. Exterior coating systems shall consist of a high-durability polyurethane or approved equivalent system and shall include, at minimum, a primer coat applied at 2.5–3.5 mils DFT, an intermediate coat applied at 2.0–3.0 mils DFT, and a finish coat applied at 2.0–3.0 mils DFT. All coatings shall be applied in accordance with manufacturer specifications, the revised Statement of Work, and applicable AWWA D102 requirements.
2. Exterior surfaces requiring abrasive blasting shall be prepared to SSPC-SP6 Commercial Blast standards. Interior surfaces shall be prepared to SSPC-SP10 Near White Metal Blast standards.
3. Contractor shall apply stripe coating to interior weld seams, sharp edges, and other difficult-to-coat immersion areas prior to application of intermediate coats.
4. Electrical power is available on site. BISO Facilities Management has approved contractor use of existing electrical outlets and available power supply during project execution.
5. The park will provide available past inspection reports and related documentation to the contractor.
6. Based on available historical information, the park believes the existing coating system does not contain lead. However, contractors shall comply with all applicable OSHA, EPA, and State of Tennessee requirements should hazardous materials be encountered.
7. A site-specific safety plan shall be submitted and approved prior to award and prior to commencement of field activities. This includes confined space entry procedures, fall protection, environmental protection measures, and waste handling procedures.
8. Any sediment, sludge, debris, blasting media, or waste materials removed from the tank shall be collected, transported off park property, and disposed of in accordance with all applicable federal, state, and local regulations.
9. Based on previous inspection information and discussions with park staff familiar with the system, sediment accumulation within the tank is believed to be minimal and estimated at less than approximately 1/4 inch.
10. A new inspection of the tank is currently scheduled for 13 May 2026. The park will provide the inspection results once available.
11. The top tank manway opening measures approximately 24 inches in diameter.
12. Interior coatings shall cure a minimum of seven (7) days, or longer if required by manufacturer specifications, prior to disinfection and return to service.
13. Contractor shall participate in a one-year anniversary inspection in accordance with AWWA D102 requirements. Deficiencies in the coating system attributable to workmanship or materials identified during this inspection shall be corrected by the contractor at no additional cost to the Government.
