About this file

This is a Tank Inspection Report prepared by Southeastern Tank, Inc. for the Bandy Creek water storage facility operated by Big South Fork NRRA TN in Oneida, Tennessee.

The inspection was conducted on May 13, 2026, by Inspector Maxwell Plank on a 75,000-gallon welded ground-level steel tank (Serial Number 9770) measuring 23.6 feet in diameter and 25 feet in height. The exterior assessment identified good overall condition for the roof, roof vent, and roof manway, though the panel coating was rated fair with significant mildew growth and faded, chalking paint on the sidewalls. A recently welded patch was noted on the exterior sidewall. The tank shell exhibited good vertical and horizontal welds with good sidewall panels, but the overall condition was rated fair due to missing coating and minor corrosion. The concrete foundation curb is in good condition with no erosion, cracking, or settlement. The exterior ladder/cage assembly is in good condition with no damage or corrosion, the level indicator is operational with readable marks, and the grounds and perimeter include a gated, locked fence in good condition.

Interior inspection revealed fair condition overall with good welded seams but fair panel condition, missing coating, and minor corrosion on the tank shell and floor. The interior roof exhibited moderate corrosion on structural support beams with fair panel and welded seam conditions. The fixed steel inside ladder is in fair condition with safety climb installed. The floor contains less than one inch of silt with corrosion spots partially blocked by sediment at the critical floor-to-wall joint. The tank is equipped with cathodic protection using five magnesium anode blocks. Water temperatures ranged from 64.6°F to 65.8°F. Piping components including overflow (4-inch ductile iron with screen and flapper), inlet (4-inch), and outlet (6-inch) are in fair condition with a silt stop present. Maintenance recommendations include exterior pressure washing and repainting, inspecting and coating the exterior patch, removing floor silt, inspecting floor-to-wall joints with ultrasonic thickness testing, remediating interior patch corrosion, servicing cathodic protection anodes, and repairing roof structural supports. Evidence of vandalism (graffiti) was documented near the overflow piping.

2. The area where the floor meets the sidewall has some corroded spots that are partially blocked by silt preventing a clear view for examination of the corrosion.

3. The patch plate that was welded to the exterior of the tank's sidewall has created corrosion on the interior side.

4. The tank is equipped with cathodic protection around 10' off the floor in the form of 5 blocks of metal. (most likely magnesium)

5. The underside of the roof has moderate corrosion to its structural support beams.

RECOMMENDED MAINTENANCE

Detailed Maintenance Recommendations

Exterior Work

Pressure wash/Soft wash exterior sidewalls: to remove mildew growth to prevent surface degradation.

Repaint exterior surfaces: to address chalking and restore UV protection.

Inspect and coat exterior patch: to verify weld integrity of the new patch and apply a protective coating to prevent rust.

Interior Work

Remove floor silt: Clean out the silt to allow for a comprehensive inspection of the floor and joints.

Inspect floor-to-wall joint: Once silt is removed, perform a detailed visual and ultrasonic thickness (UT) inspection of the corroded spots at the critical joint.

Remediate interior patch corrosion: Clean, blast, and apply an internal coating to the interior side of the patch plate to arrest localized corrosion.

Service cathodic protection: Inspect the five magnesium anode blocks for depletion and replace them if they are no longer providing adequate protection.

Repair roof structural supports: Abrasive blast and recoat the underside structural beams to halt corrosion and maintain structural integrity.

ROV Sterilization Method – Southeastern Tank Inc.

Prior to all tank inspections, the ROV is spray disinfected with a 200ppm chlorine solution per AWWA C652, 4.3.2 Chlorination Method 2, prior to tank entry. Chlorine dosage was per C652, Table 8.2.

All inspections are in accordance with the Tennessee Division of Water Supply Rule 0400-45-01-.17(33) and American Water Works Association standards for inspections of potable water storage facilities.
