About this file
This is a Question and Answer document (Amendment 3) for federal contract 140P5326R0016, issued by BISO for cyclic maintenance services to the Bandy Creek Main Water Tank.
The Q&A clarifies the scope and requirements for exterior surface preparation and coating work. The project constitutes cyclic maintenance of the existing potable water tank coating system rather than a complete rehabilitation. Work is limited to addressing mildew growth, chalking, localized coating deterioration, and isolated corrosion through cleaning, surface preparation, spot repair, and recoating activities. SSPC-SP6 Commercial Blast Cleaning is required only for localized areas with corrosion, coating failure, or deteriorated surfaces; full abrasive blasting of all exterior tank surfaces is not required. The exterior coating system must consist of a high-durability aliphatic polyurethane coating system or approved equivalent, compliant with the Statement of Work, manufacturer recommendations, and AWWA D102 requirements. Contractors may propose alternative coating systems meeting or exceeding these requirements and must provide a complete compatible coating system including any necessary primer, intermediate, stripe, or finish coats. The Government does not prescribe a specific coating manufacturer or system configuration.

140P5326R0016 – Amendment 3 Q&A
BISO - Conduct Cyclic Maintenance to Bandy Creek Main Water Tank
Question 1: I have some confusion on the exterior surface prep and coating system, as Q&A site visit clarifications question 2 (SP-6 blast) contradicts Amendment 2 question 5 stating full abrasive blasting of the exterior surfaces is not required and is to be treated as a maintenance overcoat.
o In follow up to that question, the SOW states just a polyurethane topcoat to be applied to the exterior? Can you confirm this?
Answer 1: The intent of this project is cyclic maintenance of the existing potable water tank coating systems and not a complete full-strip rehabilitation of the exterior coating system.
Based on the current tank condition assessment and inspection findings, the exterior work is intended to address existing mildew growth, chalking, localized coating deterioration, and isolated corrosion areas through appropriate cleaning, surface preparation, spot repair, and recoating activities.
The requirement for SSPC-SP6 Commercial Blast Cleaning applies to localized areas requiring abrasive blasting to properly address corrosion, coating failure, or deteriorated surfaces. Full abrasive blasting of all exterior tank surfaces is not required under the current scope.
The exterior coating system shall consist of a high-durability aliphatic polyurethane coating system or approved equivalent in accordance with the Statement of Work, applicable manufacturer recommendations, and AWWA D102 requirements.
Offerors may propose any coating system meeting or exceeding the requirements of the Statement of Work and applicable industry standards. The contractor shall provide a complete compatible coating system, including any required primer, intermediate, stripe, or finish coats necessary for the proposed coating system and existing field conditions.
The Government is not prescribing a proprietary coating manufacturer or a specific coating system configuration.
