About this file
This is a Questions and Answers (Q&A) document from Amendment 0002 to Solicitation 140P4326R0014 for bathroom renovations at the Morgan Cultural Center of Lowell National Historical Park in Lowell, Massachusetts. The amendment addresses six clarification inquiries submitted by potential contractors regarding specifications, product equivalencies, design details, and project administration.
The government responses clarify that Specification Section 102113 for solid plastic toilet compartments is now attached to the solicitation; contractors may propose equal products or alternatives to the discontinued Bradley Series 400 Sentinel partitions, subject to Contracting Officer (COR/CO) approval. The government provided detailed information on the existing 4-inch CMU wall construction comprising two 4-inch nominal CMU walls with a chase totaling 1 foot 10 inches thick per Partition Type 12 from the 1985 addition contract documents, and referenced Specification Section 04 20 00 for masonry work requirements. The government declined to clarify the "existing controls vendor" question due to insufficient specificity and requested resubmission with explicit references to contract documents. The government confirmed there are no liquidated damages associated with the project and declined to release site visit sign-in sheets from the May 20, 2026 site visit.
