Question Submittal Sheet
#Reference/Page#QuestionAnswer
32Amendment 4In reference to Amendment 4, Question 7 Government Response states: “Government response: Three resumes that demonstrate the offerors’ ability to staff similar efforts, within the past three years, will be sufficient.” If resumes are only to be used demonstrate the offerors’ ability to staff similar efforts rather than Key Personnel will the Government waive the requirement for submitting transcripts and certifications with the proposal, and instead, only require them for new hires?NPS is okay with this. The awarded contractor will still retain the approving authority for new hires.
33Amendment 10Can the Govt. please clarify what is considered the six-page Technical Approach volume? Our understanding was we have six pages to address "description of methods and workflow demonstrate a thorough understanding of the process involved and expectations of the National Park Service IT support environment." We assumed the Resumes, Transcripts, Certifications, and Past Performance were all outside the six-page limit. However, the answer to Question 28 in Amendment 10 infers that the Resumes, Certifications, Transcripts and Past Performance are all included within the six-page limit, along with the technical approach.Technical approach limit 6-pages Each resume is limited to 4-pages, this to include certifications and transcripts Ability to meet SLA's and past performance limited to 4-pages SF1499, and ISBEE documentation, provisions, price schedule will not be included in the page limit
34Amendment 2Can the Govt. please confirm the Award Selection Process? The information in last sentence of paragraph one in Amendment 1 indicates a non-LPTA evaluation. The Amendment 2 RFQ states "Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications and prior experience.Award will be made in accordance with FAR Part 13.106-2(b)(3), based on direct comparisons of offers, to the quote/offer that provides the requirement determined to be most advantageous to the government. Comparative evaluation is determining whether one offer is acceptable (meets or exceeds the minimum requirements) and if so, comparing it to another offer. The offer that is most advantageous to the Government will be selected. The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. This may result in an award to a higher-priced offeror to make an award that will be most advantageous to the Government. Offerors are cautioned to submit sufficient information per FAR 52.212-1(e)(5), in the format specified, to substantiate the offeror’s demonstrated previous experience as follows. Offerors who do not demonstrate the ability to meet all the above criteria may be less favorably rated.

The government intends to award a contract without requesting additional details from respective offerors. The government, however, reserves the right to request further details from offerors if deemed in its best interest. The Government may choose to waive or correct informalities and minor irregularities in offers via informal methods (i.e. emails, phone calls, etc). The government reserves the right to award one or no contract at all, depending on the quality of proposals submitted.

35Amendment 101.Past Performance: 3-page limit (1 page each x 3 past performances)
2.Resumes: 3-page limit (1 page each x 3 resumes)
3.Technical Narrative: 2-page limit to respond to the requirements.
4.Transcripts: No page limit. We have no control over the number of pages in official college transcripts
5.Certifications: No Page limit. We have no control over the number of pages for professional certifications.Technical approach limit 6-pages Each resume is limited to 4-pages, this to include certifications and transcripts Ability to meet SLA's and past performance limited to 4-pages SF1499, and ISBEE documentation, provisions, price schedule will not be included in the page limit
36In response to Question #28 from Amendment 10 and the revised RFQ from Amendment 2, please confirm that the following required sections must all be addressed within the six page limit: Technical approach, three resumes with certifications and transcripts (unless substituting experience), ability to meet SLAs, three past performance examples with descriptions and contact information, signed SF1449, acknowledgement of amendments, ISBEE documentation, and completed provisions. Please exclude the SF1499, resumes, transcripts, and ISBEE documentation from the page count so that we can adequately address the technical approach, SLA approach, provisions, and past performance within the six pages allowed.Technical approach limit 6-pages Each resume is limited to 4-pages, this to include certifications and transcripts Ability to meet SLA's and past performance limited to 4-pages SF1499, and ISBEE documentation, provisions, price schedule will not be included in the page limit
