About this file
This document is a set of Request for Information (RFI) responses related to Amendment 0007 for the North East Regional Office (NERO) IT Helpdesk Service Contract (Solicitation Number 140P4324Q0035). The key details are:
The statement of work indicates the estimated number of hours per individual FTE is 2,000 hours per year, which includes mandatory federal holidays and sick leave. Overtime may be authorized in emergency situations, and the contract will be modified to accommodate additional funds for approved overtime. The contractor personnel must obtain a federal government-issued Personal Identity Verification (PIV) credential prior to starting work, and the government estimates this process will be completed once the candidate has passed the required background investigation. As the maximum contract value is expected to be within the simplified acquisition threshold, the government may consider procuring this contract under the simplified acquisition procedures.

Amendment 0007 RFIs 10-13
10. The “Scope of Work” section in the statement of work (A04-SOW-NERO_IT_Helpdesk-revised-amd4_0004.docx) indicates that “The estimated number of hours per individual FTE is 2,000 hours per year”. Can you clarify if the mandatory federal holidays (11 days) and sick leave (7 days) are accounted for in the estimated hours?
Government Response: Yes
11. The “Overtime” section in the statement of work (A04-SOW-NERO_IT_Helpdesk-revised-amd4_0004.docx) indicates that “Overtime will be authorized in emergency situations such as network failure and/or activation of the Northeast Region Continuity of Operations Plan (COOP). “Please clarify if modification to the existing contract will occur to accommodate additional funds needed to support government requested/approved overtime needs?
Government Response: If overtime is necessary due to exigent circumstances the contract will be modified.
12. The “Contractor Personnel Security and Suitability Requirements” section in the statement of work (A04-SOW-NERO_IT_Helpdesk-revised-amd4_0004.docx) indicates that the selected personnel (each FTE) “…to have a federal government-issued Personal Identity Verification (PIV) credential to perform certain duties, such as access to government buildings, and routine, unsupervised access to NPS networks.”. Please clarify if the performance of the contract for each FTE will initiate at the time of applying for the PIV card or after obtaining the PIV card. If after, does the government have an idea of how long this process will take? This question arises from our understanding that the PIV card is a dependency for the FTEs to start work thus the contractor’s need to align the FTE’s start date with either the expected start date of the project (aka 8/31/2024) or the date the PIV is secured.
Government response: Once a candidate has passed the required background investigation, has acquired a PIV card, and reported for work to their assigned location they will be considered an FTE.
13. Since the maximum value of the contract is expected to be within the simplified acquisition threshold (SAT), will the government be considering procuring this contract under the simplified acquisition procedures?
Government Response: Refer to the RFQ.
