About this file
This is a Questions and Answers document for solicitation 140P4226Q0047, addressing technical clarifications regarding fire and security alarm panel replacement at Valley Forge National Historical Park's Administration Building and HQ Train Station. The Q&A provides critical specifications and site condition information for offerors preparing bids.
Key clarifications include: the Administration Building currently transmits alerts to Federal Protective Service via Verizon fiber, which will continue as the communication pathway, with a new communicator to be included in contractor pricing due to the age of the existing unit; the existing fire alarm control panel is a Radionics Model D7212 with Class B wiring that will be reused; zone lists and panel programming records are unavailable, though an outside inspection report dated January 15, 2026 and wiring photos are provided; no device layout or riser diagrams exist for the Administration Building, requiring offerors to account for field verification costs; and no additional site visits beyond the non-mandatory August 24, 2026 visit can be arranged prior to the September 4, 2026 technical question deadline and September 11, 2026 bid deadline. Offerors should price accordingly for the unknowns related to existing Administration Building infrastructure, relying on the provided inspection report and photographs to assess conditions.

140P4226Q0047 – VAFO Security Upgrades Q & A
1. The Statement of Work requires the system to report all fire and security alerts to the Federal Protective Service, but the only communications equipment specified — the B444-V cellular module and MIMO antenna kit — is listed under the HQ Train Station. What communication path does the Administration Building currently use to transmit to FPS, and is that path being reused with the new panel, or is a new communicator to be included in the contractor's price?
This is through Verizon fiber and the new system would keep it the same pathway. Please include a new communicator as the exiting one is several years old.
2. The SOW directs that existing wiring at the Administration Building be left in place and reused. What is the make and model of the existing fire alarm control panel there, and is the existing initiating-device wiring Class A or Class B? This determines whether the existing loop is compatible with the new addressable Bosch SLC or requires replacement.
The FACP is a Radionics Model# D7212. The wiring is Class B.
3. Attachment 4 (Q&A 0001) indicated zone lists, panel programming records and previous inspection reports were "currently researching." Have those been located, and can they be released?
We don’t have a copy of the zone lists or programming records. We have an inspection report from an outside company on Jan 15, 2026 (see attachment 10).
4. Q&A 0001 confirmed that fire alarm and security device layouts and riser diagrams exist only for the Train Station. Please confirm no equivalent drawing exists for the Administration Building in any form, so offerors price field verification accordingly.
None are available for the Admin Building
5. Are there any photos of the existing wiring that you can provide?
See attachment 11 – Wiring Photos
6. Is it possible to arrange a walk-through of the Administration Building and Train Station to confirm existing conditions before the bid deadline?
Unfortunately, there is no staff available to conduct a second site visit at this time.
