About this file

This file is a Questions and Answers document for the Fire and Security Alarm Panel Replacement solicitation at Valley Forge National Historical Park. The Q&A document addresses clarifications submitted by potential contractors regarding the project requirements and specifications. Rather than providing specific substantive details about products, services, pricing, or key deadlines, this document serves as a clarification mechanism for respondents to understand project scope and requirements more clearly. The responses to submitted questions would typically cover technical specifications, compliance requirements, site conditions, and other factors relevant to bidders preparing their proposals for the alarm panel replacement work at the Pennsylvania facility. As a Q&A appendix document, it functions as supplementary guidance to the primary solicitation documents (RFP, SOW, or specifications) rather than establishing independent requirements or award criteria.

140P4226Q0047 – VAFO Security Upgrades Q & A

1. Bosch FPD-7024-LT Fire Panel We have been advised by an authorized Bosch distributor that the FPD-7024 series has been discontinued and that the specified FPD-7024-LT may no longer be available through normal U.S. distribution. Has NPS already acquired this panel for the project? If not, will NPS accept a current Bosch replacement or approved equivalent?

The NPS has not purchased a panel for this project. Please submit latest Bosch or equivalent panel for approval by AHJ. Bosch is required due to compatibility with other proprietary systems in the park.

2. Existing Plans and System Drawings Are existing floor plans, fire alarm device layouts, security system layouts, riser diagrams, as-built drawings, zone lists, panel programming records, or previous inspection reports available for either location?

The most recent drawings will be attached to solicitation amendment 0001.

3. Relevant Experience / Past Performance For the three similar projects required under Factor 1, Sub-Factor B, may the offeror use relevant project experience and past performance of its proposed specialized fire/security subcontractor, or must all three projects have been performed directly by the prime offeror?

The offeror may use relevant project experience of it’s proposed subcontractor

4. Factor 1 Page Limit Section L references a page limit associated with Factor 1, but we have not identified the actual number of pages permitted. Please confirm whether a page limit applies to Factor 1 and, if so, the maximum number of pages.

No page limit

5. Heat Detector Quantity The scope identifies seven heat detectors and also references attic/mechanical-room detection. Please confirm whether the attic and mechanical-room devices are included within the quantity of seven or are additional to that quantity.

These are in the quantity of seven (7)

6. Additional Code-Required Devices If final engineering, code review, or the Authority Having Jurisdiction determines that additional detection devices, notification appliances, modules, power supplies, or related components are necessary for compliance beyond the quantities listed in the solicitation, should those additional items be included in the contractor’s base firm-fixed price?

All devices, panels, etc will be reviewed by the NPS Regional AHJ. These additional items be included in the contractor’s base firm-fixed price.
