About this file

This is a Justification & Approval for Other Than Full and Open Competition document for a simplified acquisition under the Simplified Acquisition Threshold (SAT). The Department of the Interior's Philadelphia Management Business Office is procuring fire and security alarm panel replacement services on behalf of Valley Forge National Historical Park (VAFO). The solicitation number is 140P4226Q0047, dated August 14, 2026, with contracting officer signature dated August 25, 2026.

The requirement encompasses removal and replacement of fire alarm and security system components at two park locations: the Administration Building and the HQ Train Station. Specifically, the work includes removing existing fire alarm panels, smoke, heat, and duct smoke detectors, then installing a new Bosch FPD-7024-LT fire alarm control panel. For the security system, existing panels, motion sensors, and door sensors will be removed and replaced with new security system components. The justification for sole-source procurement specifies Bosch brand products as the only viable option due to compatibility with the park's existing fire and security infrastructure, which relies on proprietary protocols and architectures incompatible with other manufacturers' equipment. The contracting officer conducted SBA market research identifying 588 small business contractors under NAICS Code 561210 (Facilities Support Services) in Pennsylvania but determined that brand compatibility, life-safety system reliability, staff training on existing systems, and established service contracts and spare parts availability justify the brand-name restriction. The contracting officer certified that fair and reasonable pricing will be determined using FAR Part 13 price analysis techniques.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See RFO FAR 12.102 (a))

Date: August 14, 2026 Solicitation Number: 140P4226Q0047

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Department of the Interior (DOI) – Philadelphia MABO on behalf of the Valley Forge National Historical Park (VAFO) has a requirement for the replacement of fire and security alarm panels at two locations within the park. The work includes:

Fire System

1. Remove the old panel, smoke, heat, and duct smoke detectors from the fire alarm system.

2. Install new fire alarm control panel (BOSCH FPD-7024-LT).

Security System

1. Remove the old panel, motion, and door sensors.

2. Replace existing security system components.

2. Sole Source Justification rationale (Check one and explain below):

☐ Only one responsible source.

☐ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

X Other: Brand Name Products

Explain:

In accordance with Revolutionary FAR Updates (RFO), which was implemented through DOI-AAAP- F012 and RFO FAR 6.103-1 (d) and RFO FAR 6.104. For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one brand name product can fulfill the requirement and the basis for the decision.

VAFO has a requirement to remove and replace the existing fire alarm panel at the Administration Building and remove and replace the existing security alarm panel and the HQ Train Station. The fire and security systems used throughout the park are Bosch brand. VAFO is requesting Bosch brand products for the required security upgrades.

The specification of a brand name is necessary to ensure compatibility with the park's existing fire alarm and security infrastructure. The current systems rely on proprietary protocols and architectures that are not fully interoperable with other manufacturers' equipment; introducing a different brand would require either replacing significantly more infrastructure than this project's scope intends or operating a mixed-brand system with integration risks, monitoring gaps, and added troubleshooting complexity.

Because these are life-safety systems, maintaining a single-brand platform ensures reliable integration, consistent performance, and straightforward compliance verification (NFPA, UL listings).

Additionally, facilities and security staff are trained on the current system. In emergencies, familiarity supports faster and more accurate response, and existing service contracts, spare parts, and technician certifications are already established around this brand—reducing long-term maintenance costs and downtime as well as risk.

As authorized by RFO 1.102 (b)(2) and (c), awarding a contract for the security upgrade using Bosch brand products is a good business decision, poses the least amount of risk, and is in the best interest of the Government.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

The CO conducted an SBA search for file purposes as the work needed to be completed, and the SBA search that revealed 588 small business contractors under the NAICS Code 561210 – Facilities Support Services in the Commonwealth of Pennsylvania (PA), which to this Contracting Officer (CO) reasonably concluded as the correct NAICS code to use.

Purchasing Bosch brand products for security upgrades avoids potential compatibility failures which is a threat to human life and safety. Ensuring that the parts are compatible with the existing system also saves taxpayer dollars and satisfies the VAFO Park Staff (RFO 1.102 (a)(2)).

Per RFO FAR 1.102 (a)(1) and EO 13834 on efficient federal operation, the Government is required to minimize administration operating costs and make the things more efficient. While full and open competition is preferred, only Bosch brand products are compatible with the existing fire and security systems throughout the park.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in original FAR Part 13.106-3(a), as authorized by RFO 1.102 (b)(4), because the RFO does not fully address construction under RFO Part 12 in this CO’s opinion, and creates inconsistencies, which can reasonably be eliminated by using the original FAR 13 fair and reasonable determinations for simplified acquisition procedures under the SAT.
