RFP

QUESTIONS & ANSWERS REGARDING:

SOLICITATION/REQUEST FOR PROPOSALS NO. 120P3022R0028

Amendment 0001

George Washington Memorial Parkway – Turkey Run Loop Road and Parking Lot Paving Project

(AMENDMENT 0001)

QUESTIONS RECEIVED AS OF 8/11/2022:

1. Question: “Is the existing stone subbase being removed for the full depth roadway and parking lots?

Prints indicate new 8” GAB with Geotech fabric under the new asphalt.”

ANSWER: Only the Turkey Run Loop Road (Schedule A), and Parking Lots C-2 (Schedule C) and D2

(Schedule F) are intended for full depth roadway construction.

2. Question: “How much of roadway will they allow us to mill/excavate at one time. Will the road be shut down or we need to maintain access for vehicles?”

ANSWER: The road must be shut down in segments to prohibit vehicular traffic during construction.

Any road closures shall utilize compliant traffic controls per Specification FP-14, Section 635 (not included with solicitation) and Attachment 4 – Paving Special Contract Requirements – Updated

7.14.2022 (included with solicitation).

As the GWMP is a publicly accessed location, the contractor must coordinate in advance all road closures, prior to any closures taking place with the GWMP Contracting Officers Representative (COR) and GWMP Staff. This is required so GWMP can communicate these closures with the general public.

3. Question: “There is a traffic control plan, but we need to know what is needed traffic control wise if we have an area that is open overnight after asphalt and subbase removal if the road is not shut down..”

ANSWER: Please see response to question #2. Additionally, the contractor must utilize compliant traffic controls per Specification FP-14, Section 635 (not included with solicitation but available publicly) and Attachment 4 – Paving Special Contract Requirements – Updated 7.14.2022 (included with solicitation).

4. Question: “Will we need a pilot vehicle as shown on the traffic control plan?”

ANSWER: A pilot vehicle is not required. Additionally, the contractor must utilize compliant traffic controls per Specification FP-14, Section 635 (not included with solicitation but available publicly) and

Attachment 4 – Paving Special Contract Requirements – Updated 7.14.2022 (included with solicitation).

5. Question: “Does NPS expect this work to be commence this fall or will this be a project for Spring

2023?”

ANSWER: The intent is to award in FY22, and the awarded contractor must start the submittal process within ten (10) days after award. Delays in the submittal process because of contractor delays will not warrant contract extension requests, so contractors are expected to begin the submittal process and follow through with all the required documents. The fall and winter months will be used for the submittal process, with mobilization and expected to begin in the Spring of 2023. The Notice to Proceed (NTP) will be based on actual construction time, not submittal time, so everything must be in order before work is to begin.

6. Question: “Please advise if NPS will provide permits to Contractor for trucks to haul construction materials/spoils along GWMP.”

ANSWER: A separate permit will not be required for contractors performing work on a NPS contract to haul materials along GWMP.

7. Question: “Please advise if the Contracting Officer will adhere to the load restrictions stipulated in

Table 104-1. This load restriction won’t allow Contractors to mobiles the necessary equipment (i.e.

asphalt pavers and rollers) to the job site. A 10-wheel tri-axle dump truck with a full load of asphalt well exceeds the Gross Vehicle Weight of 48,000 pounds.”

ANSWER: The contractor must adhere to the load restrictions stipulated in Table 104-1, and the

Contracting Officer will not wave this requirement.

8. Question: “Does NPS intend on having Turkey Run Park open to the public vehicular traffic during construction operations?”

9. Question: “Note 6 on C-101 indicates applying a double solid yellow striping for centerline. Please clarify if Item No. 63401 on the bid schedule is only for the yellow striping and does not include the raised pavement markeers.”

ANSWER: Only yellow striping is required per Note 6 on C-101, and raised pavement markings are not included in Bid Item No. 63401.

10. Question: “Note 8 indicates “Contractor must use Type H Permanent Pavement Markings at all location…” Please advise if this also applies for the parking lots on Schedule B, C, D, E, and F.”

ANSWER: Type H Permanent Pavement Marking shall be used for all Bid Schedules included with this requirement.

11. Question: “Please advise which pay item is to be utilized for the parking lot pavement striping, symbol markings, concrete wheel stops, and sign mounting.”

ANSWER: All pavement markings and symbols shall be included in Bid Item 63401. Removing and resetting of wheel stops shall be included in Bid Item 15101.

12. Question: “For the key personnel, could a qualified person serve as the superintendent, quality control manager and safety manager? Or would this have to be performed by sperate people?”

ANSWER: A single qualified person can serve in multiple positions; however, the contractor is advised that they must ensure that whether a single qualified individual or multiple individuals are submitted in their response as required by Subfactor 1c, they must be responsible for adhering to C.23 and C.24. For clarification a Construction Manager is considered the same as the C.23 Project Manager. The difference in titles was not caught before solicitation was posted.

13. Question: “Do all key personnel need to be in direct employment of the GC or can they be composed in part from subcontractor personnel?”

ANSWER: Key personnel can be employed by the Prime Contractor or from a Sub-Contractor; however, the Prime Contractor is hereby advised per G.9 – Notification of Subcontracting – “Subcontracting any portion of the contract shall not relieve the Prime Contractor of any responsibility under this contract.

Any subcontract agreement shall contain all terms and conditions of the prime contract, including any included through contract modification, if applicable.” If you are wanting to include a Sub-Contractor in those positions, there is no contract privity in that relationship between the National Park Service and the proposed Sub-Contractor, so the Prime Contractor is ultimately responsible for performance.

14. Question: “Parking lot C1 shows to add a new curb surrounding the arcs per note 3. During the site visit it appeared that the current width of the road could not be expanded to allow for larger vehicles to make the turn. Do we anticipate widening the lanes to make it more accessible?”

ANSWER: There is no widening proposed at this time.

15. Question: “Parking D2 has gate access from GWMP. Will that gate be accessible throughout the project or only during the work on parking area D2?”

ANSWER: The gate will only be accessible during different times of construction. There may be times the Prime Contractor will not be allowed to use the gate for access and will need to access the site from

Turkey Run Loop Road. Coordination with Park staff shall be required during construction for access when needed.

16. Question: “Parking D2 at the gate appears to be built up over the years with pavement built up over the concrete gutter. Is the intent to return the area to the correct grade for proper drainage?”

ANSWER: Parking D2 is being reconstructed for full depth repair. The contractor shall match existing grade adjacent to existing concrete gutter to ensure proper drainage.

17. Question: “Parking D2 has several storage sheds on site. Note 2 says to remove and reset the ramps.

Please confirm that the sheds will not need to be removed but only the ramps? The asphalt will be replaced up to the shed as close as possible.”

ANSWER: The contractor shall include the removal and resetting of the ramps and sheds as part of Bid

Item No. 15101.

18. Question: “If sheds on D2 are to be relocated and repaired below the shed who is responsible for the relocation of the shed and will they be cleaned out?”

ANSWER: The contractor shall include the removal and resetting of the ramps and sheds as part of Bid

Item No. 15101. NPS personnel will be responsible for cleaning out the sheds, not the contractor.

19. Question: “Is there going to be a penalty for roughness?”

ANSWER: Yes, the contractor shall adhere to specification FP-14 in Section 401 – Asphalt Pavement

Concrete.

20. Question: “Is the asphalt for the project DC mixes or Virginia mixes?

ANSWER: The contractor shall use the asphalt mix per FP-14 section 401 for this project.

21. Question: “Will the work strictly adhere to the Special Requirements such as weight restrictions and non-tracking tack?

ANSWER: The contractor shall adhere to the weight restrictions and non-tracking tack per Attachment

4 – Paving Special Contract Requirement – Updated 7.14.2022 and FP-14.

22. Question: “Will the contractor be responsible for moving the small sheds in the police parking lot or will the NPS have them moved?”

ANSWER: The contractor shall include the removal and resetting of the ramps and sheds as part of Bid

Item No. 15101. NPS personnel will be responsible for cleaning out the sheds, not the contractor.

23. Question: “Steel back timber replacement, do the posts need to be replaced also?

ANSWER: It is the Government intent to not replace the posts.

24. Question: “Low hanging trees, will the contractor be allowed to trim them or will the NPS have them trimmed?

ANSWER: The NPS will trim any low hanging trees; however, the contractor must coordinate what branches need to be trimmed in advance, preferably at least seven (7) days before work is to begin.

25. Question: “Could you be so kind as to forward the site visit attendees list?”

ANSWER: Per FAR 36.210 the Government is required to keep a record “of the identity and affiliation of all offerors’ representatives who inspect the site or examine the data.” The FAR regulations are absent of direction in regard to its disclosure one way or the other. FAR 36.210 does also state “(s)ignificant site information and the data should be made available to all offerors in the same manner…” Absent of any other guidance, both the Attachment 2 – Pre-Bid Meeting Notes and Attachment 3 – Turkey Run Paving

Sign-In Sheet is included with this Amendment, as it is information that was provided or deemed available during site visit that should be made available to all offerors.

The inclusion of the site visit sheet shall not be construed and/or interpreted as preferential treatment towards anyone contractor that is listed in the attachment. Any contractor is welcome to provide a response to this requirement. If a contractor attempts to reach out to any of the contractors identified on the sign-in sheet for a potential sub-contracting opportunities or other arrangement, that is between the contractor attempting to make contact and the contractor that was asked to provide a response, and not the responsibility of the Government.
