About this file
This is a Specification Section (34 01 00) for Maintenance of Traffic work under federal contract DEWA - 310424.
The work consists of controlling and protecting public traffic adjacent to and within a construction project in accordance with the Manual of Uniform Traffic Control Devices (MUTCD). All materials must be commercial grade with high intensity reflectivity where applicable. Measurement and payment are structured as a lump sum, with the contract bid price including all materials, labor, and equipment required to maintain traffic. The contractor must accommodate public traffic on roads adjacent to and within the project until final acceptance and must maintain roadways by constructing and removing roads as required, maintaining intersections with all adjacent features, removing snow for construction purposes, maintaining dust-free traveled ways, removing soil accumulations, preventing water ponding, and maintaining safe conditions. Noncompliance results in unrecoverable payment reductions deducted from progress payments.
Operational restrictions include: minimum lane widths of 10 feet with proper delineation; staging areas and equipment parking located at least 30 feet from traveled ways or behind traffic barriers; shoulder drop-offs of 3 inches or less requiring "Low Shoulder" warning signs, with larger drop-offs requiring 1V:3H fillets and "Shoulder Drop-Off" signs (completed within 14 days); construction-caused traffic delays limited to 30 minutes maximum per passage; only one lane restricted per direction at any time; and maintaining existing guardrails and barriers until removal is necessary. The contractor must provide a traffic control supervisor with 24-hour contact information at the preconstruction conference who is responsible for implementing the traffic control plan, coordinating operations, conducting weekly safety meetings, and submitting weekly certifications and inspection reports. Nighttime operations are permitted only with prior-approved lighting systems using independent sources (no incandescent lights or vehicle headlights), positioned to avoid shining directly at motorists. Daylight operations are the standard (one-half hour after sunrise to one-half hour before sunset). Final acceptance of traffic control work is evaluated under Section 01 90 00.

B. This work consists of controlling and protecting public traffic adjacent to and within the project. See FAR Clause 52.236-13 Accident Prevention.
C. Measurement Procedures
1. Maintenance of traffic measures will be measured by lump sum. The lump sum contract bid price for maintenance of traffic will include all materials, labor and equipment required to maintain traffic.
D. Payment Procedures
1. The accepted work will be paid at the contract lump sum price for all work.
PART 2 - PRODUCTS
2.1 MATERIALS
A. All requirements for maintenance of traffic shall be in accordance with the latest edition of the Manual of Uniform Traffic Control Devices and all reference documents.
Commercial grade, and high intensity reflectivity, where applicable.
PART 3 - EXECUTION
3.1 Accommodating Traffic During Work. Accommodate traffic according to the MUTCD, contract traffic control plan, Section 34 01 00, and this Section. An alternate traffic control plan may be submitted for approval Submit alternate traffic control plans at least 30 days before intended use. Perform work in a manner that ensures the safety and convenience of the public and protects the residents and property adjacent to the project.
Accommodate public traffic on roads adjacent to and within the project until the project is accepted according to Section 01 90 00. For temporary pavement markings and markers, see Section 32 17 23.13
Noncompliance will result in a reduction in payment to the Contractor. This reduction in payment will be subtracted from the Contractor’s progress payments and will be unrecoverable.
3.2 MAINTAINING ROADWAYS DURING WORK.
A. Maintain roadways as follows:
DEWA - 310424 34 01 00 - 2
1. Construct and remove roads as required by the traffic control plan;
2. Maintain intersections with trails, roads, streets, businesses, parking lots, residences, garages, farms, and other features;
3. Snow removal to facilitate the work is the Contractor’s responsibility. Snow removal to provide public access is the responsibility of the maintaining agency and will be performed at the maintaining agency’s discretion. Allow the maintaining agency access to perform snow removal;
4. Maintain a dust-free traveled way such that visibility and air quality are not affected and a hazardous condition is not created;
5. Remove accumulations of soil and other material from traveled way;
6. Do not allow water to pond on the traveled way; and
7. Maintain the roadway, detours, and diversions in a safe and acceptable condition.
If corrective action is requested and the corrective action is not taken immediately, the condition may be corrected and the cost of the corrective action deducted from monies due the Contractor.
3.3 MAINTAINING ROADWAYS DURING NON-WORK PERIODS.
A. Maintain roadways and traffic control for public traffic during periods when work is not in progress. Snow removal to provide public access is the responsibility of the maintaining agency.
3.4. LIMITATIONS ON CONSTRUCTION OPERATIONS.
A. When the roadway is open to public traffic, restrict operations as follows:
1. Operate equipment in the direction of traffic, where practical;
2. For shoulder drop-offs of 3 inches (75 millimeters) or less, provide "Low
Shoulder" warning signs. For shoulder drop-offs in excess of 3 inches (75 millimeters), provide a 1V:3H fillet with "Shoulder Drop-Off" warning signs.
Complete the construction of shoulders adjacent to traffic lanes to the same elevation within 14 days;
3. Provide minimum lane widths of 10 feet (3 meters). Use barricades, drums, or other acceptable devices to delineate traffic lanes through areas where the edge of pavement or intended path has been obliterated by construction operations;
4. Locate staging areas at least 30 feet (9 meters) from the traveled way or behind acceptable traffic barriers. Obtain approval of the location and access to staging areas. Store unused traffic control devices at staging areas;
5. Park equipment at least 30 feet (9 meters) from the traveled way or behind acceptable traffic barriers;
6. Provide parking areas for employee’s personal vehicles in approved areas;
7. Provide uninterrupted two-way communications between flaggers and also between flaggers and pilot cars unless flaggers are able to see each other and communicate. Use communications devices approved by the CO. Citizen band radios are unacceptable. Make communication devices available to the CO as necessary;
DEWA - 310424 34 01 00 - 3
8. Where switching traffic to a completed lane, provide adequate personnel and equipment to set or relocate traffic control devices;
9. Limit construction-caused delays to public traffic to a maximum of 30 minutes per passage through the project; and
10. Maintain existing guardrails, barriers, and bridge railings until removal is necessary for construction. Use a temporary barrier or appropriate channelizing devices while the guardrails and bridge rails are absent. Install permanent barriers, guardrails, and bridge rails as soon as possible to minimize risk to the public.
11. Perform work such that no more than one lane in either direction is restricted at any time.
3.5. NIGHTTIME OPERATIONS.
Perform construction operations during the hours of daylight (one-half hour after sunrise to one-half hour before sunset). Where night operations are permitted, submit a night lighting system for approval. Include the light types, locations, and the manner in which the lights will be moved. Submit the proposed system at least 14 days before use. Use an independent source other than vehicle headlights. Do not use incandescent lights. Furnish and install the approved system to illuminate the entire work area. Position the lights so they do not shine directly at motorists traveling from any direction. If the operation is moving, move the lighting with the operation. Provide lighting at each flagger location.
Equip vehicles with an exterior flashing yellow dome light.
3.6. TRAFFIC CONTROL SUPERVISOR.
A. Provide a traffic control supervisor Furnish the traffic control supervisor's name, address, and 24-hour telephone numbers at the preconstruction conference. During the contract, including periods of suspensions and work stoppages, perform the following:
