About this file

This is a Contractor Bid Questions and Answers document (Addendum 5) for federal contract DEWA-310424, 325752, and 324741 for Safety and Pavement Improvements to Route 209. The document addresses 25 contractor questions organized by category, covering slope stabilization design, pavement specifications, trail construction, detour operations, and material selections.

Key technical clarifications include: final design loads for earthen anchors securing footer logs shall be determined by the contractor's engineer per specification 31 51 15; a global stability analysis is required as part of geotechnical analysis; slope stabilization final design must match the proposed design characteristics with similar materials and natural appearance, subject to Contracting Officer (CO) approval. For pavement work, the trail width varies by type and surface, with tapers starting 10 feet from width changes; pavement extends to existing edge of pavement where guardrails remain; stress-absorbing membrane interlayer (SAMI) must be provided for the entire road width; and paved trail sections receive one 2-inch lift of 12.5 MM HMA over 6-inch aggregate base. The contract performance period is 544 days with detour operations limited to a maximum of 5 consecutive months for specific work stations (55+00 and 172+00 to 249+00), coordinated with surrounding communities, with additional time granted case-by-case by the CO. Crack sealing is estimated at 22,250 linear feet; pedestrian bridge foundation requirements are detailed on drawing C7.10; contractors may propose cut-and-cover methods for 36-inch culvert crossing near station 243+00 with CO approval, though no payment is guaranteed for shop drawings or permit modifications. McDade Trail Railing design loads must resist uniform loads of 50 lb/ft² or 200 lb concentrated load. Precast modular blocks shall feature rock-like texture in earth tones and multicolored finishes; reactive color finish (Natina coating per Section 06 90 01) is required for welded wire mesh, posts, bolts, nuts, and railing hardware but NOT for H-Piles or helical piles. Only completed projects qualify for evaluation Factor 1; partially complete projects at 75% are not acceptable.

SAFETY AND PAVEMENT IMPROVEMENTS TO ROUTE 209

Contractor Bid Questions – Addendum 5

1. What are the design loads for the earthen anchors securing footer logs in the slope stabilization? There is concern that the logs will not withstand the required torque on the anchors.

Response: Final design loads for earthen anchors to secure footer logs shall be determined by the Contractor’s engineer per specification 31 51 15 Permanent Slope Stabilization.

2. Has a global stability analysis been performed for the slope stabilization design?

Response: A global stability analysis shall be included as part of the Contractor’s Geotechnical analysis required per specification 31 51 15 Permanent Slope Stabilization.

3. If the contractor is responsible for the final design of the slope stabilization and the engineering does not support the type of design presented in the plans, what are the parameters for the contractor provided design. What methods/materials are acceptable/unacceptable?

Response: The basis of design for the slope is as shown in the construction drawings and specifications. Final design shall exhibit similar characteristics to the proposed design including, but not limited to, the use of similarly proposed materials that result in a natural appearance (i.e. no wire mesh). The final design must be approved by the CO.

1. Typical Section Rt 209-McDade Trail at Grade on C4.01 indicates a 6'-0" paved trail at grade with a 2' shoulder. However, the plans appear to indicate that the at grade trail HMA paving limits match the dimensions of the 6'-9" precast boardwalk in addition to scaling 6'-9". Could you please confirm the edge of pavement dimensions for the at grade trail paving? Is the intent 6'-0" or 6'-9"?

Response: The trail width varies with the trail type, surface, boardwalk, wall. Provide a taper from each trail type that starts 10 feet away from change in width.

2. Rt 209 - Typical Section Proposed on C4.00 indicates that the HMA pavement runs underneath the guiderail to the back of the guiderail post on the East Side of the road. This is not the typical existing condition as the existing face of pavement (with some minor exceptions) is even with the roadside face of guardrail with heavy vegetation below and beyond the existing guiderail. Is it the intent to pave underneath and to the back of the guiderail posts, or is it the intent to leave existing vegetation and only mill and pave to the face of guiderail?

Response: The pavement shall extend to the existing edge of pavement. Where the guardrail is to remain or be replaced at the same location, it does not extend under the guide rail.

3. Rt 209 - Typical Section Proposed on C4.00, note 1 indicates "PROVIDE STRESS

ABSORBING MEMBRANE INTERLAYER AT ALL TRANVERSE CRACKS

(APPROXIMATELY 100' ON CENTER ON AVERAGE" However the typical section appears to show the stress absorbing membrane interlayer running longitudinally, bridging the seam between the existing concrete road and the shoulder extension.

a. Please clarify the scope of the stress absorbing membrane interlayer.

b. For bidding purposes, is there an estimated quantity?

c. How far on either side of the crack shall the membrane run Response: Provide SAMI for the entire width of the road per the specification.

4. Rt 209 - Typical Section Proposed on C4.00, note 1 indicates "SHOULDER

DIMENSIONS VARY. CONTRACTOR SHALL FIELD VERIFY DIMENSIONS & PAVE

TO EDGE OF EXISTING PAVEMENT UNLESS OTHERWISE NOTED ON THE PLANS."

Please confirm that regardless of the dimensions shown in the typical cross section, it is the intent to match the existing edge of pavement in these areas.

Response: The pavement shall match the existing pavement widths.

5. Note 1 on sheet C3.02 indicates "DETOUR OPERATIONS SHALL BE LIMITED TO A

MAXIMUM OF 5 CONSECUTIVE MONTHS AND SHALL BE LIMITED TO

CONSTRUCTION OF CULVERTS, SLOPE STABILIZATIONS, AND MCDADE TRAIL AT

APPROXIMATE STATION 55+00 AND FROM APPROXIMATE STATION 172+00 TO

249+00. ADDITIONAL TIME OR SHORT DURATIONS MAY BE GRANTED WITH

PRIOR APPROVAL BY CO." The contract performance period is 544 and the vast majority of the time-consuming work of this contract is within the above referenced stations. It is not feasible that construction in this area can be accomplished within 5 consecutive months:

a. What factors are driving the 5-month restriction on detours?

b. The contractor's reliance on this detour will significantly impact cost associated with this work. What factors would affect the decision of the CO to allow additional detour time?

Response a: This is how much time that has been coordinated with the surrounding communities to work on this section of the road with it being 100% closed.

Response b: The CO will decide on a case-by-case scenario.

6. What are the foundation requirements for the pedestrian bridges at STA 55+00 and 243+00 Response: Please see the details on C7.10.

7. Would it be acceptable for the contractor to trench the 36" culvert crossing near station 243+00 in lieu of jack and bore?

Response: The Contractor may cut and cover by providing the following: Work cannot exceed the area that is currently allowed via permit. The road cannot be shut down longer than noted in the construction drawings. The Contractor shall submit a clear means and methods and shop drawings showing the proposed work and the limits of construction for approval by the CO. Any changes to the permits are the responsibility of the Contractor. The shop drawings, changes to the permits and the means-and-methods shall not be paid by the government. There is no guarantee that the CO will approve the trenching solution.

8. For paved trail sections at grade and with wall, typical cross sections on C4.01 indicate a 2" overlay on 6" aggregate base. Please confirm paved sections of trail will only receive (1) 2" lift of 12.5 MM HMA.

Response: This is correct.

9. Please clarify depth of bases course aggregate for the McDade Offroad Trail.

Typical detail on C4.02 indicates 2" minimum base course.

Response: The depth is correct.

10. Geotechnical Engineering Report DEWA 310424 Route 109 Potential Slope Failure Delaware and Dingman Twps, Pennsylvania, prepared by Terracon is referenced as provided with the specification. Please provide.

Response: Provided in addendum 3.

11. Delaware Water Gap National Recreation Area Wetlands/Waters Delineation Report dated September 2024 prepared by Environmental Systems Analysis, Inc. is referenced as provided with the specification. Please provide.

Response: Included in addendum 4.

12. CLIN 5 indicates crack sealing MM 0-7. There is no information provided for this scope of work conducive to quantifying linear footage required. Please provide a quantity for crack sealing and crack filling.

Response: The estimate is 22,250 LF.

13. Is crack sealing/filling expected between MM 13.7 and 20.3 after milling prior to paving? If so, please provide expected quantities of each.

Response: Crack sealing is required. The estimate is 22,250 LF.

14. CLINs 9 and 10 indicate Wayfinding Signage. Please provide information on wayfinding signage for bidding purposes.

Response: The wayfinding signs can be found in the addendum 3 construction drawings on the C10 drawings.

15. Please provide specification for Natina coating Response: The reactive color finish requirements are in Section 06 90 01.

16. Please clarify if Welded Wire Mesh for railings will also require Natina coating in addition to posts, bolts, nuts and nails.

Response: The welded wire mesh, posts, bolts, and nuts shall have reactive color finish. The nails shall be removed from the project and replaced with ACQ-compatible deck screws. Provide a full range of colors from the manufacturer for selection by the CO.

17. Please clarify if thru bolt and hardware securing railing post to precast boardwalk plank requires Natina coating.

Response: The reactive color finish is required.

18. Please confirm galvanized H-Piles and/or Helical piles supporting the boardwalk do not require Natina coating.

Response: The reactive color finish is NOT required for H-Piles or Helical Piles.

19. Please confirm CLIN 0011 is relative to coating of the w-beam guide rail, post and hardware only and the Natina coating of the McDade Trail Railing components is required in the Base Bid.

Response: The CLIN for 0011, reactive color finish, is only for the w-beam guide rail.

20. Would the government consider a corten steel w-beam guide rail and post in lieu of the Natina coating as shipping to and from Arizona for treatment may be cost prohibitive.

Response: NO.

21. Precast modular blocks are available in several textures and colors. The texture and/or color selected could significantly impact the cost of the material. For bidding purposes, what texture and color should be utilized?

Response: The blocks shall have a rock-like texture, and the colors shall be in earth tones and multicolored.

22. What brand/model of precast modular block was used as the basis of design?

a. Is it acceptable to the manufacturer to run block courses out of level in order to follow the profile grade of the road (up to 5%) as shown on typical block wall elevation on C8.04

b. Is it acceptable to the wall manufacturer to utilize a 10" diameter hole (as shown in detail 1/C8.09) at a 9" edge distance from face of block (1'-2" to center as shown n C8.04) for railing post installation?

Response: This cannot be provided. The design was vetted with the manufacturer.

The design must follow the grade profiles. Coordinate with the shop drawings.

23. Please provide the design load for the McDade Trail Railing in PSF.

Response: Design loads: Must resist a uniform load of 50 lb/ft² or a concentrated 200 lb load.

24. Please confirm there are no railings required for the McDade Trail at Grade except where specifically called out on the plans such as 209+80 to 210+88.

Response: The railing locations are only as shown in the drawings.

25. Can offerors include projects that are at least 75% complete for Factor 1?

Response: Must be completed projects.
