About this file

This is a Contractor Bid Questions and Answers document (Addendum 4) for a federal construction project at Delaware Water Gap (DEWA) involving safety and pavement improvements to Route 209.

The document addresses seven technical questions submitted by bidders regarding slope stabilization design, guide rail installation, and material specifications. Key responses clarify that the contractor's engineer must determine final design loads for earthen anchors securing footer logs and conduct a global stability analysis per specification 31 51 15 Permanent Slope Stabilization. The contractor has discretion in selecting slope stabilization methods and materials provided they exhibit similar characteristics to the proposed design and maintain a natural appearance (excluding wire mesh). For guide rail installation along the McDade Trail, the contractor may choose installation means at their discretion, subject to Contracting Officer approval, with the final product required to be durable and resilient for both pavement surface and guard rail. The soil mixture for coir-wrapped soil lifts shall consist of soil and rock per Drawing C7.24, with contractor submission required for approval. The 36-inch welded steel pipe for jack and bore operations must have a wall thickness of 0.469 inches. Water for construction site use must be provided by the contractor and cannot be drafted from the Delaware River. The document is dated 14 July 2026 and references contract numbers 310424, 325752, and 324741.

SAFETY AND PAVEMENT IMPROVEMENTS TO ROUTE 209

Contractor Bid Questions – Addendum 4

14 July 2026

1. What are the design loads for the earthen anchors securing footer logs in the slope stabilization? There is concern that the logs will not withstand the required torque on the anchors.

RESPONSE: Final design loads for earthen anchors to secure footer logs shall be determined by the Contractor’s engineer per specification 31 51 15 Permanent Slope Stabilization.

2. Has a global stability analysis been performed for the slope stabilization design?

RESPONSE: A global stability analysis shall be included as part of the Contractor’s Geotechnical analysis required per specification 31 51 15 Permanent Slope Stabilization.

3. If the contractor is responsible for the final design of the slope stabilization and the engineering does not support the type of design presented in the plans, what are the parameters for the contractor provided design. What methods/materials are acceptable/unacceptable?

RESPONSE: Final design shall exhibit similar characteristics to the proposed design including, but not limited to, the use of similarly proposed materials that result in a natural appearance (i.e. no wire mesh). The basis of design is as shown in the drawings.

4. New guide rail along the McDade Trail portion of the project will be installed in the existing roadbed. Is it acceptable to drive posts through existing roadbed or will asphalt at each post require cutting and removal?

RESPONSE: Means of guide rail installation will be at the contractor’s discretion and shall be submitted for approval by the Contracting O icer. The final product shall be durable and resilient for the pavement surface and for the guard rail.

5. Please provide specification for the soil contained within the coir wrapped soil lifts.

RESPONSE: In accordance with Note 8 on Drawing C7.24, the soil shall be a mixture of soil and rock. Contractor shall submit mixture for approval consistent with required Geotechnical analysis per specification 31 51 15 Permanent Slope Stabilization.

6. Please clarify required gauge/thickness of the steel pipe for the jack and bore.

RESPONSE: The 36" welded steel wall thickness shall be 0.469 in.

7. Can the contractor draft water from the Delaware River for use on the construction site?

RESPONSE: No. Water must be provided by the contractor as specified.
