About this file
This document is a Contractor Bid Questions and Answers addendum for a federal contract related to Safety and Pavement Improvements to Route 209 at Delaware Water Gap (DEWA). The project involves road pavement work, slope stabilization, boardwalk installation, and trail restoration activities.
Key project details include: anticipated onsite work starting tentatively Fall 2026; a one-time maximum road closure period of 5 consecutive months with all other traffic management utilizing rolling single-tracking with maximum 3-minute wait times; no project tax exemption applies; and third-party inspections are required per specifications. Government-provided environmental permits include PAD520062 Individual NPDES Permit and PASPGP-6 (GP085200126-001); the contractor is responsible for coordinating with power and telecom companies and PennDot. Site personnel requirements allow the safety and QC manager to be the same qualified individual, and the Environmental Manager and Site Safety Supervisor may have additional duties if position requirements are met. Period of performance begins upon issuance of notice to proceed and cannot be extended based on material lead times. The contractor must rely on contract drawings as the basis of design for permanent slope stabilization, though geotechnical analysis and shop drawings are required, with additional costs covered if quantities change. Specific clarifications address signage details and locations in Amendment 3 C-10 series drawings, CAD staking data provision to the selected offeror, existing on-site pine logs acceptable for use, road re-profiling limited to minor wedge and level sections in the northbound lane between stations 241+25 to 247+00, one self-closing gate at station 222+50, utility coordination responsibilities regarding overhead power lines (Met Edison–First Energy Corp.), and restoration of abandoned McDade Trail requiring hand raking and seeding per specifications.
