Solicitation 140P2022R0072
Amendment 9
Schedule of Changes
a. Proposals remain due November 30, 2022, no later than 5:00 pm Mountain Time.
b. Question and Responses – Official Government responses to questions from potential offerors are incorporated and provided below.
42. Contractor Question: Per Solicitation Amendment 7 Question and Response #8, the AISC requirements for metal fabricators and erectors cannot be waived. We have been reaching out to the Bay
Area local AISC certified fabricators/erectors and since last week and all have declined to bid due to shortness of time. They are requesting an additional 2 weeks for quote creation. Alternately, would fabricators/erectors who are in progress of receiving certification, are committing to become certified prior to the work, or have extensive relevant experience in conducting the work be able to meet the requirement?
Government Response: AISC certifications must be obtained in accordance with Specification 05 12 00.
The steel fabricator must be certified prior to doing any submittals. The steel erecter must be certified prior to executing any onsite installation work.
43. Contractor Question: 28 31 00 Fire Detection & Alarm System - Section 1.3.C states “All equipment and accessories furnished…shall be compatible with the existing Olympic Park campus fire alarm system.” Please advise on the manufacturer from the existing Olympic Park campus fire alarm system to verify compatibility.
Government Response: Reference to Olympic Park is an error and should be replaced with Golden Gate
National Recreation Area. The manufacturer of the existing Bldg FM-201 fire alarm system is Bosch.
44. Contractor Question: Electrical - E1.00E: Drawing does not indicate the panel, circuit, or route of travel to draw power from for the new ACCU-01-01 Split System unit. Please provide panel, panel schedule, circuit, and route of travel for power for new ACCU unit.
Government Response: Refer to E0.10 Electrical Schedule sheet for Equipment Schedule that indicates equipment and circulating information. Reference ED1.00E Sheet Note C for coordination of route of travel. Please reference Amendment 009 attachment “As-Const GOGA Ft Mason Bldg 201 Elect Rehab” as-built drawings dated October 2018 for a record of existing electrical conditions and panel schedule for panel BA4.
45. Contractor Question: Can an alternate wood, such as sapele be used in lieu of redwood to construct the window sash? Kiln dried redwood is challenging to source and most redwood has not been dried to the point where it can be properly installed for window use. This often results in an unsatisfactory installation due to the wood warping. Sapele is consider a superior building material for this particular use.
Government Response: Contractors shall provide bids per the contract documents. Substitution requests may be submitted per Specification 01 33 23 post-award. As general guidance substitution requests shall consider high-quality material substitutions for sash replacements suitable for use in a marine environment. For Dutchman repairs, the expansion and contraction of the proposed repair material shall be compatible with that of the existing wood species.
46. Contractor Question: Plan Sheet E0.01, “General Notes,” No.1 indicates the following:
The electrical drawings do not provide a significant level of detail to assess existing conditions, resulting in the inability to compare adequacy of proposal scope content across offerors. Please quantify the limits of the scope or identify this item as an allowance to be quantified after award.
Government Response: Please reference Amendment 009 attachment “As-Const GOGA Ft Mason Bldg
201 Elect Rehab” as-built drawings dated October 2018 for a record of existing electrical conditions and recent rehabilitation improvements. The Contractor shall utilize the referenced document to establish a bid price for the work indicated on Sheet E0.01, General Note No. 1.
47. Contractor Question: Could you verify that the contractors, subcontractors, work personnel, etc.
will have full use and access of a fully functional elevator through the entire duration of the project? There are concerns that the elevator will be out of order, and/or can only be used at certain times.
Government Response: The primary purpose of the elevator is to provide access for park staff and visitors. The contractor may use the elevator provided they do not interfere with the elevator's primary purpose. The park cannot certify that the elevator will always be available to the contractor. Since the elevator is part of the accessible path, the park will make every effort to keep the elevator functional.
Review Contract Documents for required elevator protection. An approved work plan is required prior to any work.
48. Contractor Question: Could you verify that the contractors, subcontractors, work personnel, etc.
will have full use and access of fire escape stairs through the entire duration of the project?
Government Response: The Contractor will have access to the fire escape for use during construction.
However, all means and methods shall be meet all applicable codes and guidance including OSHA. An approved work plan is required prior to any work.
49. Contractor Question: The fire escapes stairs only open to about 4 feet. That means workers will have to duck in and out of the building. Given that we are authorized to use the fire escape for work access, can the fire escape entry and exit areas be modified or demolished to at least 7 feet (the entire height of the window).
Government Response: Removal of existing sashes for access of equipment and materials is considered
Contractor means and methods. An approved work plan is required prior to any work which should include but is not limited to process for ensuring the building is weathertight and calculations to determine construction loading limits of existing framing, including structural fire escapes. The process for removal, storage and reinstallation of the sashes falls shall be consistent with the Contract Documents, including
Specification Section 01 35 91 “Historic Preservation Treatment Procedures.”
Government Response: See response to question 43.
51. Contractor Question: Will there be areas reserved for equipment, and material unloading at the side(s) of the building? For example, will these cars be gone?
Government Response: See response to question 35 as previously answered in Amendment 008. Specific parking and access requests may be submitted to the Contracting Officer per the Contract Documents for consideration.
52. Contractor Question: Per SD 1.0W can you confirm the location of access ramps for the work?
I.e. where can we drive a mini excavator in, and where can we haul the dirt out?
Government Response: The Contractor may propose an area for access and extent of removal of existing
/ historic finishes for review by the Contracting Officer. An approved work plan is required prior to any work. The Contractor shall salvage and reuse existing / historic fabric to the greatest extent possible.
53. Contractor Question: Per S1.0W there are 2 sets of stairs inside the building and 1 set of stairs at the
B-11 line. These narrow stairs will make it difficult to bring in any type of equipment. Will those be the only nonmechanical entry and exit locations?
/ historic finishes for review by the Contracting Officer. An approved work plan is required prior to any work. The Contractor shall salvage and reuse existing / historic fabric to the greatest extent possible.
54. Contractor Question: Can one or two 10’x 10’ openings be created at the basement level to be repaired later to give access for materials, equipment, etc.?
/ historic finishes for review by the Contracting Officer. An approved work plan is required prior to any work. The Contractor shall salvage and reuse existing / historic fabric to the greatest extent possible.
55. Contractor Question: Per S1.3W the level 3 floor only has 1 stairwell, and 1 elevator for access.
Please confirm that there are no entry/exit areas to bring in men, equipment and/or materials beyond those that are inside the building.
/ historic finishes for review by the Contracting Officer. An approved work plan is required prior to any work. Scaffolding access may be proposed and submitted as part of the Contractor’s means and methods.
The Contractor shall salvage and reuse existing / historic fabric to the greatest extent possible.
56. Contractor Question: Per S1.3W where are the outside fire escape stairs?
Government Response: The outside fire escape stairs are not indicated on S1.3W. The location may be coordinated with the Architectural Drawings A1.02W, A1.03W, A2.01, A2.02 and A2.03 for exterior Fire
Escapes. Please note that only the south elevation fire escape has a true “stair”. Fire escapes on the north and west elevations have accordion ladders.
57. Contractor Question: Can we use those fire escape areas for access?
Government Response: Please see response to Question 48.
58. Contractor Question: Are there noise limitations for the project?
Government Response: Please reference the Contract Document specification sections including but not limited to 01 50 02, 01 57 19.12, and 01 73 40.
59. Contractor Question: Are there close parking locations reserved around the perimeter of the building for short term rentals? I.e. hoisting crane?
Government Response: No, see response to question 35 as previously answered in Amendment 008 and
Question 51 above.
60. Contractor Question: What scope of work is responsible for clearing furniture, fixtures, etc.? I.e. if we need to install a wall, and there are desks, or chairs, or some sort of furniture in the way, is that our responsibility?
Government Response: See response to question 38 as previously answered in Amendment 008.
61. Contractor Question: Should we budget manpower for the above situation?
Government Response: See response as provided above for question 60.
62. Contractor Question: What scope of work is responsible for moving the weights and workout equipment?
Government Response: The Government will remove the weights and workout equipment.
63. Contractor Question: Where is existing furniture, weights, fixtures that is moved expected to be stored?
Government Response: See response as provided above for question 60.
64. Contractor Question: Please reference General Note 1 on Sheet E0.01. This note is a vague/open ended general note which requires clarification to quantify scope.
a. If we discover that the electrical work to be removed and reinstalled in kind up to current code has deficiencies, to what extent are we to bring that relocated work up to current code?
b. If we discover that the circuit serving the reinstalled devices are not properly grounded, will this require the installation of a new grounded circuit back to the panel serving that branch circuit?
c. If we discover that the circuit is ran using MC Cable which is not permitted on this project, will this require the installation of the reinstalled device to be ran in conduit back to the panel serving that branch circuit?
Government Response: Please reference Amendment 009 attachment “As-Const GOGA Ft Mason Bldg
201 Elect Rehab” as-built drawings dated October 2018 for a record of existing electrical conditions and recent rehabilitation improvements. The Government does not anticipate elements being out of alignment with applicable codes. Where code deficiencies are noted, the Contractor shall notify the Contracting
Officer for review. Any difference between the contract documents and field-verified condition shall be addressed via the contract as appropriate.
65. Contractor Question: Panel BA2 in the basement West wing is to be relocated;
a. Can you confirm this panel meets current code and does not need to be replaced with a new panel to meet current code?
b. If this panel was not properly ground, are we required to run a new ground back to the distribution panel feeding this sub panel?
c. Can we install a splice box with access cover at the old panel location or are we to run new branch circuits for all circuits fed from this panel?
Government Response: See response provided above for question 64. Splicing at the existing panel location is acceptable provided the connection is aesthetically appropriate and that the re-fed/new routing path does not impact the existing appearances of the walls/spaces. Panel BA2 relocation is incorrectly shown at Gridline 3/C.4. The panel shall be relocated to a new wall at Gridline 3/D.7.
66. Contractor Question: Are you considering the solution of retrofitting all the circuit breakers in the existing switchboard MDP with newer technology breakers instead of demolishing the whole switchboard and replacing with an entirely new one? Who is the existing manufacturer of the switchboard?
Government Response: No, per responses provided to questions 46 and 64, the Government completed an electrical upgrade of the building in 2016/2017. An update is not requested. The one-line diagram within the
Contract Documents is shown for reference only. Refer to the Contract Documents electrical floor plans for scope of work.
