Solicitation 140P2022R0072

Amendment 8

Schedule of Changes

a. Proposals remain due November 22, 2022, no later than 5:00 pm Mountain Time.

b. Question and Responses – Official Government responses to questions from potential offerors are incorporated and provided below.

22. Contractor Question: On drawing S0.4 structural observation by E.O.R (engineer of record) is called out for structural observation. Is the E.O.R. contracted by NPS to conduct structural observation or is GC required to add pricing to cover structural observation?

Government Response: EOR or another designated engineer will be contracted by NPS to perform observation in accordance with “Structural Observation” on drawing S0.4. Please note that this does not include or waive the responsibility of the contractor for the special inspections required by CBC Section

1705, or other sections of the code as noted elsewhere in the Contract Documents. (This was also answered in question 9 on Amendment 7)

23. Contractor Question: Does City fire marshal need to inspect modifications to fire sprinkler system or does NPS have an in house fire marshal to sign off of fire sprinkler modification?

If no, does GC need to obtain a permit to modify fire sprinkler system or has NPS acquired acceptance to modify fire sprinkler system?

Government Response: The park Fire Marshall will review the fire alarm, detection and sprinkler work.

Approved shop drawings and an approved work plan is required prior to any work. No additional permit is required, but coordination with the CO and the park in advance of any shutdowns is required. (This was also answered in question 10 on Amendment 7)

24. Contractor Question: Does City electrical inspector need to inspect modifications to building electrical or does NPS have an in house electrical inspector to sign off on electrical modifications.

If no, does GC need to obtain a permit to modify building electrical or has NPS acquired acceptance to modify building electrical?

Government Response: No city or park inspector will review electrical work. The contractor is responsible for all inspections and all quality control for their work. Approved shop drawings and an approved work plan is required prior to any work. No additional permit is required, but coordination with the CO and the park in advance of any shutdowns is required. (This was also answered in question 11 on

Amendment 7)

25. Contractor Question: Does the park have on site security? If so, what are going to be the requirements for closing up the exterior should doors and windows be removed?

Is boarding up the building sufficient, or is GC going to be required to hire private security to watch building on nights that building may have openings?

Government Response: The contractor is required to keep the building secure at all times in the areas of their work. The method of securing the building is means and methods, subject to approval by the CO.

There is an alarm system monitored by the Park Dispatch overnight, but this does not relieve the contractor for using means and methods to secure their work areas. (This was also answered in question 12 on

Amendment 7)

26. Contractor Question: EAST, Option F - "Rehabilitate 31 window units, and replace 22 unit sashes on the east wing." The second column of the window schedule uses the words "Repair" and "Rehab". Is this how we are to determine which windows get replaced, where it says "Repair" it means replace the sash but restore the frame?

Government Response: “Repair” and “Rehab” refer to all window frames and to the historic windows.

There are separate specifications with descriptions of the scope for each type of work:

1. Specification section 08 01 52 – Wood Window Rehabilitation

2. Specification section 08 01 52.61 – Wood Window Repairs

Option F includes the replacement of sashes in the 22 non-historic windows.

(This was also answered in question 13 on Amendment 7)

27. Contractor Question: WEST, Option H - Rehabilitate 37 window units, and repair of 123 window unit sashes. But the narrative, section 12700-4, states to replace 124 existing window unit sashes.

Government Response: There was a typo in the title of this option - it should read: “Rehabilitate 37 window units, and replace 124 window unit sashes.” The narrative is correct. (This was also answered in question 14 on Amendment 7)

28. Contractor Question: How are we to determine from the window schedule which openings get new sash? Both Category 1 and Category 2 windows state: Windows in this category will receive sash replacements and be repaired. We are just looking for a quick way to be able to tell our fabricator which windows they need to bid for fabrication.

Government Response: The “Treatment Class” listed for each window on the window schedule is listed in the matching specification section:

1. Specification section 08 01 52 – Wood Window Rehabilitation

2. Specification section 08 01 52.61 – Wood Window Repairs

“Repair” and “Rehab” refer to all window frames and to all historic windows. Replace sashes on all non-historic windows. (This was also answered in question 15 on Amendment 7)

29. Contractor Question: On the elevations, there are 4 windows we cannot locate. B19C, B21C, 115A, 201D.

Government Response: Windows B19C and B21C have been replaced with new exterior doors. Window

115A in located in an interior lightwell and is being replaced with a new custom wood window. Window

201D exists but is incorrectly missing from the plans, it should be shown on the west wall of Room 201 on the Second Floor Plan. (This was also answered in question 16 on Amendment 7)

30. Contractor Question: On the window schedule, windows 210 and 212A are on the elevations, but not on the window schedule.

Government Response: Window 210A was missing from the Window Schedule, see response to question

17 on Amendment 7. Window 212A is shown in the window schedule on drawing A7.01.

31. Contractor Question: There are duplicate windows numbers 211A, 211B.

211C and 211D do not appear on the schedule.

The schedule shows 212A through 212D, but they are not on the elevations.

Looking down the columns on the window schedule, they have nomenclature without explanation. For instance:

1. Operation Type, there is no "A" definition. Is this an awning?

2. What is the purpose of "New lite Configuration". We some windows at the jobsite that were DH, single pane. The schedule calls for these to be 2/2 (two over two). Are these to be new sash with a different lite pattern?

3. Should an allowance be carried for hardware, since the schedule does not have a column addressing the condition or if the hardware is missing?

Government Response: Please see the response to questions 17, 18, 19, 20, and 21 on Amendment 7.

32. Contractor Question: Volume I, Factor 4 – Schedule, notes that a date of December 1, 2022 is to be assumed for the Notice to Proceed. While this date is for evaluation purposes, this date would require nearly an immediate award to maintain a reasonable expectation of preconstruction submittals in order to meet the program timeline for the pre-construction conference. Can a revised date be provided to allow for a more accurate reflection of execution of administration items (i.e, award, division 1 submittals, pre-construction conference, etc.)?

Government Response: Please assume a contract award date of April 13, 2023. This is an anticipated date to be used for scheduling only.

33. Contractor Question: The existing wall substrates as observed on-site are not representative of those depicted on Sheets A8.01W & A8.02W. The plans indicate that floors 2 through 4 are mostly gypsum, however these were observed to be panel/batten strip, with the exception of the restroom and break areas.

Current conditions observed also have glue on tile for the majority of the ceilings, but no substrate is noted on the plans for repair. Can you please advise on the disparity between noted items observed on-site and represented on the plans? This will ensure that all potential bidders are capturing accurate scope and that the government’s expectations are being met.

Government Response: Please refer to Sheets AD1.52W and AD1.53W which correctly indicate the existing and new ceiling finishes. This series of sheets should be named “Reflected Ceiling Plans” rather than “Demo/Salvage RCP.”

34. Contractor Question: Will there be an extension to the bid due date?

Government Response: Yes, 22 November is the new bid due date.

35. Contractor Question: The parking lots will need to be closed off during certain phases of construction. Will closing off parking spaces and the access road behind the building be allowed.

Government Response: Closing off some parking spaces will be allowed, but circulation around the building must be maintained for maintenance and emergency vehicle access. See 011100 1.5 Public Use of the Site:

“1.5 PUBLIC USE OF SITE

A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.

Building or Road closures may be permitted, when required, upon specific approval of Contracting

Officer. Submit closure request to Contracting Officer at least 7 calendar days in advance of requested closure date. Closure may be permitted for a maximum of 3 calendar days at a time.

B. Emergency Vehicle Access: Contractor must maintain access for emergency vehicles at all times unless specifically exempted as a condition within the project contract. Any exemption should be limited to minimal temporary delays and include notification to park dispatch. Contractor will stop all work as necessary to allow passage of emergency vehicles and direct traffic flow to accommodate immediate passage of these vehicles. For those projects in which trenching is required, the

Contractor shall have a sufficient number of steel plates on hand to bridge any gap necessary for emergency vehicle access.

Note: The parking spaces directly adjacent to the building on the north side are closed off for the contractor’s use. The parking area on the east side of the building is available for contractor use provided access for pedestrians and emergency vehicles need to be maintained. The parking spaces along the Community Gardens are only for Government vehicles especially those that need to charge. See G1.00 of the drawing set.”

36. Contractor Question: Access to the front of the building will possibly require heavy equipment (man-lift/boom-lift/etc.) Will equipment be allowed to travel on the lawn/grass?.

Government Response: Equipment will be allowed to travel on lawn/grass with an approved work plan.

Contractor will be required to provide appropriate matting/dunnage to properly support their equipment, calculations, and to rehabilitate/repair any damaged landscaping, parking areas, or sidewalks to its original condition at the completion of their work. See also Specification Section 011100 Summary of Work 1.4

Contractor Use of Site D. Preservation of Historic Features (This is a Cultural Landscape) and E.

Preservation of Natural Features. Also, there are utilities in the area, primarily Irrigation, that will need to be located and protected by the contractor.

37. Contractor Question: The spec book notes for an on-site job trailer to be provided for the

Contractor and for the Contracting Officer. Is this a requirement that will need to be met?

Government Response: Yes.

38. Contractor Question: During renovations are we to assume all facility and/or personal property, furnishings, equipment, furniture, etc. be removed, staged, and protected by facility personnel? Or will the contractor be responsible for this?

Government Response: The government is responsible to remove all personal property. The government will remove/relocate all facility property to the extent possible from work areas. The contractor will be responsible for protecting any remaining furnishings, equipment, or furniture left in the building.

Furnishings and equipment are expected to remain in the East Wing for the duration of the project (all rooms East of grid line 9). Furnishings and equipment are also expected to be stored in Mail Room B16 and Locker Room B15 for the duration of the project.

39. Contractor Question: The plans call for GYM B19 flooring to be salvaged for reinstallation. If this proves to be too time consuming to the contractor, will it be acceptable to replace the flooring with new materials?

Government Response: The flooring in Room B19 is not historic. The contractor at their option may replace the flooring in kind.

40. Contractor Question: The plans do not specifically state to paint all the interior walls. Please confirm that the contractor will only be responsible for painting removed/replaced sections of walls as well as specific rooms that have been called out in the plans.

Government Response: Assuming an exact color match with existing painted surfaces will be difficult to achieve, Ppr Article 09 9123, 3.4, F.,1 the entire surface receiving new paint is the entire wall affected to inside corners.

41. Contractor Question: Window Related

• A7.01 Window Schedule shows window 201D, however this window is not shown on the plans.

Please verify this window location. Window 201D exists but is incorrectly missing from the plans, it should be shown on the west wall of Room 201 on the Second Floor Plan. (This was also answered in question 16 on Amendment 7)

• A7.00 Window Schedule shows window 105B, however the treatment just says repair. Please clarify the window treatment required for this location. Window 105B should receive “Repair

Treatment 1.”

• A2.03 Elevation / Detail 4 shows window 121A, however this window is not listed on the Window

Schedule. Please confirm if this window will require treatment and to what extent. Window 121A is incorrectly missing from the Window Schedule. Window 121A should receive “Repair

Treatment 1” and should have identical Window Schedule characteristics as Window 201D.

• A7.01 Window Schedule shows window 146C, however the treatment just says repair. Please clarify the window treatment required for this location. Window 146B should receive “Repair

Treatment 2.”

• A2.02 Elevation / Detail 1 shows widow 210, however this window is not listed on the Window

Schedule. Please confirm is this window will require treatment and to what extent. This window should be labeled 210A. Please see the response to question 17 on Amendment 7 for window schedule information.

• A2.03 Elevation / Detail 3 shows windows 211A, 211B, 211C and 211D. I believe this is a typo and those should be windows 212A, 212B, 212C and 212D. Please confirm or clarify. Please see the response to questions 17, 18, 19, 20 on Amendment 7.

• A2.03 Elevation / Detail 3 shows window 236C with window 235B connected to it. I believe this is a typo and that window 235B should be 236B. Please confirm or clarify. The Contractor is correct. The center window should be labeled 236B.

• A7.00 shows window 115A to be a new window. However, that window is not shown on the

Elevation pages. Please clarify. Window 115A in located in an interior lightwell and is being replaced with a new custom wood window. See Window Schedule on drawing A7.00 for window information.

• A7.00 shows windows B19C and B21C to receive treatment. The elevations do not show these windows. Please clarify. Windows B19C and B21C have been replaced with new exterior doors.

(This was also answered in question 16 on Amendment 7)

• A7.03 shows window 314B to receive Treatment 2 but does not specify if this is to be Rehab or

Repair. Please clarify. Window 314B should receive “Repair Treatment 2.”

• A2.02 shows window 307A as the middle window in a bank of 3 connected windows. Please clarify if only the center window will require Repair Treatment 1 per A7.03 window schedule or if all windows in this bank will require this treatment. Window 307A is shown incorrectly on A2.02 and is a single horizontal window unit with three lights separated by mullions. Repair Treatment 1 is required on the entire window.

Government Responses: Listed in red above.
