Solicitation 140P2022R0072
Amendment 7
Schedule of Changes
a. Proposals remain due November 10, 2022, no later than 5:00 pm Mountain Time.
b. Question and Responses – Official Government responses to questions from potential offerors are incorporated and provided below.
5. Contractor Question: To allow for greater participation, can the bid due date be extended at least a week, and due by close of business? Additionally, it would be helpful if the bid due date was extended no less than one week from RFI responses.
Government Response: The new bid due date is 10 November, no later than 5:00 pm Mountain Time.
Per the solicitation questions are due 7 days prior to bids and remain unchanged.
6. Contractor Question: Can project experience, as required under Volume I, Factor 1 be provided in an alternate format, provided it addresses the same content within the RFP form?
Government Response: Please use the forms provided in the solicitation.
7. Contractor Question: Can previously completed PPQs and/or CPARS be provided in lieu of completing the Past Performance Questionnaire required under Volume I, Factor 5?
Government Response: Please use the forms provided in the solicitation, if you do reuse information please make sure it is specific to this solicitation’s requirements.
8. Contractor Question: Please confirm that the Subcontracting Percentage Worksheet required under
Volume II needs to be provided prior to award, as this worksheet is typically more accurately populated post-award.?
Government Response: This is correct.
9. Contractor Question: Please confirm that a qualified Superintendent may fulfill more than one supervisory role (i.e., a qualified Superintendent may also act as the Quality Control Manager and Safety
Manager).
Government Response: The Contractor’s Quality Control Manager may perform other duties, but may not be the Superintendent or the Safety Manager. It is permissible for the Project Manager to be the Quality
Control Manager. The Quality Control Manager must be on site at all times that work is being performed. It is permissible for the Superintendent to also be the On-Site Safety Manager.
8. Contractor Question: Spec 051200 1.5 C & D, of this project requires AISC certified fabricators and erectors. Please advise if these requirements can be waived.
Government Response: No, these requirements cannot be waived.
9. On drawing S0.4 structural observation by E.O.R (engineer of record) is called out for structural observation. Is the E.O.R. contracted by NPS to conduct structural observation or is GC required to add pricing to cover structural observation?
Government Response: EOR or another designated engineer will be contracted by NPS to perform observation in accordance with “Structural Observation” on drawing S0.4. Please note that this does not include or waive the responsibility of the contractor for the special inspections required by CBC Section
1705, or other sections of the code as noted elsewhere in the Contract Documents.
10. Does City fire marshal need to inspect modifications to fire sprinkler system or does NPS have an in house fire marshal to sign off of fire sprinkler modification?
o If no, does GC need to obtain a permit to modify fire sprinkler system or has NPS acquired acceptance to modify fire sprinkler system?
Government Response: The park Fire Marshall will review the fire alarm, detection and sprinkler work.
Approved shop drawings and an approved work plan is required prior to any work. No additional permit is required, but coordination with the CO and the park in advance of any shutdowns is required.
11. Does City electrical inspector need to inspect modifications to building electrical or does NPS have an in house electrical inspector to sign off on electrical modifications.
o If no, does GC need to obtain a permit to modify building electrical or has NPS acquired acceptance to modify building electrical?
Government Response: No city or park inspector will review electrical work. The contractor is responsible for all inspections and all quality control for their work. Approved shop drawings and an approved work plan is required prior to any work. No additional permit is required, but coordination with the CO and the park in advance of any shutdowns is required.
12. Does the park have on site security? If so, what are going to be the requirements for closing up the exterior should doors and windows be removed?
o Is boarding up the building sufficient, or is GC going to be required to hire private security to watch building on nights that building may have openings?
Government Response: The contractor is required to keep the building secure at all times in the areas of their work. The method of securing the building is means and methods, subject to approval by the CO.
There is an alarm system monitored by the Park Dispatch overnight, but this does not relieve the contractor for using means and methods to secure their work areas.
13. EAST, Option F - "Rehabilitate 31 window units, and replace 22 unit sashes on the east wing." The second column of the window schedule uses the words "Repair" and "Rehab". Is this how we are to determine which windows get replaced, where it says "Repair" it means replace the sash but restore the frame?
Government Response: “Repair” and “Rehab” refer to all window frames and to the historic windows.
There are separate specifications with descriptions of the scope for each type of work:
1. Specification section 08 01 52 – Wood Window Rehabilitation
2. Specification section 08 01 52.61 – Wood Window Repairs
Option F includes the replacement of sashes in the 22 non-historic windows.
14. WEST, Option H - Rehabilitate 37 window units, and repair of 123 window unit sashes. But the narrative, section 12700-4, states to replace 124 existing window unit sashes.
Government Response: There was a typo in the title of this option - it should read: “Rehabilitate 37 window units, and replace 124 window unit sashes.” The narrative is correct.
15. How are we to determine from the window schedule which openings get new sash? Both Category
1 and Category 2 windows state: Windows in this category will receive sash replacements and be repaired. We are just looking for a quick way to be able to tell our fabricator which windows they need to bid for fabrication.
Government Response: The “Treatment Class” listed for each window on the window schedule is listed in the matching specification section:
1. Specification section 08 01 52 – Wood Window Rehabilitation
2. Specification section 08 01 52.61 – Wood Window Repairs
“Repair” and “Rehab” refer to all window frames and to all historic windows. Replace sashes on all non-historic windows.
16. On the elevations, there are 4 windows we cannot locate. B19C, B21C, 115A, 201D.
Government Response: Windows B19C and B21C have been replaced with new exterior doors. Window
115A in located in an interior lightwell and is being replaced with a new custom wood window. Window
201D exists but is incorrectly missing from the plans, it should be shown on the west wall of Room 201 on the Second Floor Plan.
17. On the window schedule, windows 210 and 212A are on the elevations, but not on the window schedule.
Government Response: Window 210A was missing from the Window Schedule, see below:
Windows 212A and 212B were mis-labeled as 211A, 211B windows on drawing A2.01, see below for corrected exterior north elevation:
Windows 212C and 212D were mis-labeled as 211C, 211D windows on drawing A2.03, see below for corrected exterior east elevation:
18. There are duplicate windows numbers 211A, 211B.
Government Response: See answer to question 17 above.
19. 211C and 211D do not appear on the schedule.
Government Response: See answer to question 17 above. Windows 211C and 211D do not exist and were incorrectly shown on the elevations.
20. The schedule shows 212A through 212D, but they are not on the elevations.
Government Response: See answer to questions 17 and 19 above.
21. Looking down the columns on the window schedule, they have nomenclature without explanation. For instance:
o Operation Type, there is no "A" definition. Is this an awning?
o What is the purpose of "New lite Configuration". We some windows at the jobsite that were
DH, single pane. The schedule calls for these to be 2/2 (two over two). Are these to be new sash with a different lite pattern?
o Should an allowance be carried for hardware, since the schedule does not have a column addressing the condition or if the hardware is missing?
Government Response:
o Operation Type, there is no "A" definition. Is this an awning? Yes, "A" represents Awning
Function.
o What is the purpose of "New lite Configuration". We some windows at the jobsite that were
DH, single pane. The schedule calls for these to be 2/2 (two over two). Are these to be new sash with a different lite pattern? Yes, These windows were originally 2 over and have been replaced with a different configuration.
o Should an allowance be carried for hardware, since the schedule does not have a column addressing the condition or if the hardware is missing? No, please review the “Treatment Class” listed for each window on the window schedule is listed in the matching specification section:
Specification section 08 01 52 – Wood Window Rehabilitation
Specification section 08 01 52.61 – Wood Window Repairs
Hardware that needs to be replaced at each window is noted in these sections of the specifications.
