8 Spec 01 11 00, 1.2.C.2 requires drawings indicating the condition and location of the existing primary cable.

Does the government have background drawings for this entire route which the contractor can mark up, or are these required to be generated? The spec mentions that PDF markup is acceptable instead of CAD, please confirm that CAD is not required. Please confirm that surveying is not required to provide exact locations for these items.

Outages will be required to develop this documentation. Please indicate whether outages must take place outside normal working hours.

Hurricane Ridge Road as-builts from 2007 project attached. Most applicable sheets are pdf pages: 26- 48 and 149-150. Page 149 has the tabulation of utility vaults.

Use type written overlay to avoid hand sketched comments. CAD is not a requirement on this item.

Surveying is not a requirement on this item. Approximate locations are adequate.

Refer to Specification Sections 01 11 00 and 26 00 00 for outage requirements. Potential outages occurring prior to mobilization to be coordinated with the Contracting Officer.

9 The construction schedule narrative in the appendix has a gap between November 23rd to April 24th. Are we to assume that we cannot perform work during December 23rd to March 24th?

Award is forecasted for Fall 2022.

NTP is forecasted Spring 2023 for an expected duration of eighteen months.

10 Please provide the size of required fueling station and how much anticipated use is there for diesel?

The intent of the fueling station on the staging plan is a designated location to refuel the contractor’s equipment that is min 50’ from the building. The size and amount of diesel use will depend on their equipment and their means and methods.

12 We would like to be added as an approved manufacturer for this project currently bidding on 7/18. Taylor Metal Products.

All substitution requests / proposed equals shall be evaluated during the Material Submittal Process after Contract Award. See attached doc, titled, "Amd2 Contractor Guide - IVL in SAM (July 2021).pdf" for instructions; or recommend contacting the SAM.gov Helpdesk for assistance.

13 For Tile - The finish schedule calls for tile up to 60”, but the elevations show tile to full wall height (8’). May you please confirm we are tiling to full height at the Men’s Restrooms?

Tile to be installed per interior elevations. Full height octagonal tile in gang restrooms 002 and 007.

14 Can the Government clarify if there is a minimum size and a preferred font face for use in the formatting of the proposal?

No less than 11-point; and there is no font face preference.

15 Is the Gantt Chart/Schedule included in the 5-page limit for Factor 2?

No, the Gantt Chart/Schedule does not count towards the page limitation for Factor 2.

16 What is the preferred format for the electronic submission of the Gantt Chart?

17 Is there an opportunity for dual roles for site personnel? i.e.

Superintendent/Safety Officer or Quality Control/Safety Officer?

Quality Control and the Superintendent cannot be dual hatted. Other combinations are fine.

18 Does the NPS have access to additional land/lay down area for construction materials available? Preferably near the site or near the park entrance at the lower elevation.

Yes, areas can be identified.

19 Are there any restrictions on vehicle or trailer weights, heights or lengths?

Load restrictions on park roads are identical to the state load restrictions.

The three (3) tunnels on the Hurricane Ridge Rd. are a 17’ radius from centerline.

20 Cellular phone coverage is minimal at the site, will the park service be able to provide a landline, and/or radio communication capable of reaching the vicinity of the park entrance or beyond?

Yes, there is a landline available.

21 How many days of winds above 20 mph does the site experience each year?

Recommended to check online and determine historic weather patterns.

22 What are the response procedures, capabilities, and time frame for medical emergencies? Will the government require an onsite medic?

It is 18-mile drive from services.

23 Is the park service willing to expand the boundaries of the contractor office spaces and parking allotment?

Yes, but only when access to the top is cleared.

24 Will the ski area be open during the winter portion of the first year of construction?

Winter 2022/23: Yes, Winter 2023/24:

To be discussed at Kick-Off.

25 Will contractors/site personnel be allowed through the access gate before the public during winter hours?

To be discussed at Kick-Off. Plowing will be performed by NPS from 6am – 4:30pm. During winter weather with substantial accumulation, 9am-3pm of actual time onsite should be assumed.

26 What is the load capacity of the concrete patio on the southern face of the lodge?

Based on spec section 32 13 20 Site Concrete 2.8.A.2., the concrete used in the new south patio area needs to have an ultimate strength of at least 4000 psi. If they are asking the capacity of the existing patio, that is not information we have.

27 Is the NPS open to allowing use of both Phase One and Phase Two contractor storage and stockpiling areas concurrently?

Yes, to be discussed at Kick-Off.

28 Is the park service willing to extend working hours beyond the stated 9am to 3pm during the winter? Is 9am to 3pm when the gate will be open or when we will be able to be on site at 9am and depart the site at 3pm?

Hours can be extended; however, snowplow operation is only from 9-3.

29 Spec 01 11 00, 1.2.C.2 requires drawings indicating the condition and location of the existing primary cable.

30 Hydraulic Elevators 14 24 00 3.10 states :

“The Elevator Contractor shall notify Contracting Officer of any changes to the hoistways and/or machine room, which are necessary to accommodate the Elevator Contractor’s equipment or to comply with Code prior to the submission of the bid for the elevator modernization."

During our brief survey while on site the following code discrepancies were discovered:

• Sump Pump in pit with Oil Sensing Switch and supporting electrical circuit.

• Canting of ledges in hoistway at 75 degrees and repair damaged hoistway walls to obtain proper fire rating.

• Remove HVAC Vent in Hoistway and install independent climate control unit.

• Remove Plumbing and Drain in machine room. Reroute if necessary

• Add sufficient pit lighting and power outlets to meet code.

This is not an exhaustive list as we were not able to perform a detailed survey of the equipment and hoistway.

Bid only on the stated work of the specifications and address any changes at a later date (i.e. after Contract Award).

Please advise if the Government would be willing to issue an amendment to address our concerns or would you prefer that we bid only on the stated work of the specification and address any changes at a later date?

31 Are past performance projects from teaming partners and/or subcontractors eligible for submission?

Past Performance Information may be provided for proposed Subcontractors performing key trades and other construction activities. Past Performance Information from Teaming Partners will only be accepted if the Teaming Partnership is the Prime Contractor Offeror.

32 Factor 5 requires completion of an Attachment 6, Past Performance Questionnaire. Further, the sector states that an existing CPARS maybe provided in lieu of a PPQ. Will the government also accept a previously completed PPQ in lieu of Attachment 6 to minimize the burden placed on references to complete a separate PPQ for each procurement?"

In accordance with the submittal process for Attachment 6 - "Past Performance Questionnaire," Sections A and B shall be completed by the Contractor, ONLY; and Customer References instructed to send the completed PPQ via email to the NPS- DSC points-of-contact indicated in Section E. Offerors may submit CPARS evaluation reports in lieu of PPQs;

however, previously completed PPQs from separate procurements will not be accepted.

33 Specification Section 08.36.13 – Finish and Operation Clarification Model 470 does not allow for RAL powder coat to try and match to custom color. Would need to go to model 426 to quote w/ RAL powder coat and hope there is a RAL number to match the custom color or would need to be field painted by others.

Also, with low headroom cannot have chain hoist operation, would need to be push up operation. With the size of doors in question should not be an issue to raise or lower manually.

Contractor is able to provide "or equal" for suggestions on providing custom match as well as other solutions. Push up operation is acceptable.

34 Drawing E5.1, Detail 2 shows a new electronic trip breaker between the generator and ATS-SITE with two taps for downstream loads. Can the contractor provide a panel with breakers for these connections instead? Enclosed circuit breakers are not designed for multiple taps. This would allow for a cleaner installation.

Yes, a small panel is acceptable.

35 Please confirm that no modifications to the telecom/telephone cabling or systems is required.

Only modifications are as indicated with two new data outlets shown on E1.2 and radio communication line shown on E1.0.

36 Is the current fire alarm system required to remain operational during construction?

No exception taken to disabling the fire alarm system during remodel if acceptable to the AHJ except for off premises notification on waterflow (if applicable).

37 Please confirm that ATS-SITE in Detail 2, E5.1 is new.

Yes, this docking station is new. Note the name should read MTS-SITE as the switch mechanism is manual.
