140P2022R0045 Questions and Answers – Amendment #0005 08/05/2022
The following is a consolidated list of current vendor questions. Responses in red shall address questions not previously responded or to provide updates to questions in which responses had been previously provided. Please note that responses in blue (other than email or web page links) are pending responses, which will be provided in a future amendment.
1. Will all six base bid prices be awarded as one package?
Response: Yes, base bid items shall be awarded as one package. Any or all options may be awarded in the original award.
2. Section H, in the solicitation mentions the Government may pick from the separate options and contractor will need to hold the price for 180 days after award. Most material suppliers are only holding pricing for 15 days or less at this time. We assume this would not apply if all six base bids are awarded as one?
Response: Bid proposals will need to hold prices as indicated in the solicitation, price proposals will reflect the risk.
3. Have any Geotechnical investigations been performed onsite? Would it be possible to have the reports issued?
Response: Final Geotechnical Report attached. See Attachment 01a-Q03-Geotech Report to Amendment 0003.
4. We recommend an allowance be carried in the bid for utility connections at the street. Often times the utilities companies will not give contractors a solid estimated cost.
Response: We did not include costs for utility connections, because water/sewer/telcom are all connecting to existing NPS systems on the site. A new electrical service connection is being made, with a new branch from the main power line along Rte 233 to our pole, but the connection cost is included in their service contract. This was confirmed again this week with the Versant representative.
5. Please provide Utility Company point of contact who is established for the project, so we can coordinate their scope with electrical subcontractor.
Response: The Versant Power representative is Robert Peaseley (robert.peaseley@versantpower.com; office: 207-973-2518; cell: 207-299-5834). This information is provided on drawing E12.
6. Could not find appendix with Geotechnical Report prepared by WSP, thanks.
Response: Response provided in Question 3.
7. Documents indicates polished concrete. The plans and specs do not indicate required aggregate sizes and the gloss(level, diamond grit, sheen & appearance, and gloss reading) finished. A/E please advise.
Response: Polished concrete finish to be Level 3, high sheen, 800 grit. Aggregate sizes as indicated in section 033000-Cast-in-place Concrete.
8. The plans show sealed concrete, there is no spec section for sealed concrete. A/E please provide sealed concrete specs.
mailto:ROBERT.PEASELEY@VERSANTPOWER.COM
Response: There is no separate concrete sealer section. Section 033000 – Cast-in-Place Concrete includes the liquid floor treatment, which is a combined densifier/sealer.
9. Specs section 028212 Asbestos Abatement states, “The specific ACM to be abated is identified in the reports titled “Final Environmental Services Report for Cuyahoga Park” for all properties in the scope of work prepared by WSP, dated June 9, 2020, as well as Abatement Drawings, provided in the specification appendices.” Documents did not include a specification appendix and/or “Final Environmental Services Report” A/E please provide.
Response: This section (attached) has been revised to delete the incorrect references and to add a schedule of abatement scope. See Attachment 01b-Q09, Revised asbestos Abatement specification, to Amendment 0003.
10. Spec section 11 11 00 – Part 2 – Product, 2.2, L. 1 references old for the 4 post SM30 part number two RJ150BK rolling jacks has been discounted. The new part number is RJ152BK. A/E please confirm this is acceptable.
Response: The updated parts # RJ152BK for the rolling jacks will work just fine.
11. Same Spec section L 2. It references Air Line Kit FC5760-14 part number is only for 18,000lb and lower 4 post lifts with rolling jacks. Rotary does not make an airline like for the SM30 30,000lb 4 post lift. Techs bring airline to the bridge jacks as needed from the hose on the wall or from GRACO air reel. A/E please advise.
Response: NPS can/will bring an air hose to the jacks.
12. In the air piping section 22 15 13 -3 allows for aluminum piping with push to connect fittings however we use Aircom piping on all our jobs (public works and new car dealerships) which is aluminum but has socket fittings. A/E please confirm this is acceptable.

Please clarify Response: Detail 8 is for the water main entrance only. The Civil water pipe material can be brought through the foundation wall into the building below slab and terminate once above slab. The max distance from foundation wall to final civil pipe material termination shall be 5 feet. All other interior underground distribution water piping shall be Type K soft copper and follow CDA website guidelines and current plumbing code water pipe material.
81. Section 221116-10: 3.12 D states that under slab domestic water pipe to be solder joints. Is brazed connections acceptable? Is HDPE acceptable alternative?
Response: Per to CDA website guidelines; underground copper joining methods should be compression, flared, or packed joints. Solder and brazing should not be used on underground copper piping. HDPE is not an approved material for any water distribution piping within a building per current plumbing code.
82. The Grading Plan is very busy and is not legible as is. We will need a “cleaned-up” Grading Plan if we have to digitize.
83. The new maintenance building wash bay 134 calls for trusscore PVC wall panels. Spec 06 64 00 indicates PVC wall and ceiling panels. Wash bay includes high bay pendant lights and detail 3 on A24 indicates no PVC ceiling. 3/A24 also indicates wall panels stop at 14’ above the floor.
Please confirm 14’ high PVC walls and no PVC ceiling in the wash bay.
84. 061000: 2.3 E. Fire Retardant Treatment. Treat all rough carpentry unless otherwise noted.
Does all framing of out buildings need to be treated? Not sure we can get TJI joists and PSL beams in fire treated.
85. Drawing A5 and A39: Exterior wall type EW4 shows 1x4 wood strapping. All details on A39 show 7/8” hat channel. If hat channel is desired what gauge/galvanizing is required?
86. Drawing A30: Detail 2 shows a wall type EW1-C which is 10” thick and has gypsum, mineral wool insulation with z girts, and batt insulation. All other walls in the building are type EW4. Is the EW1-C correct?
87. Drawing A36: Keynote 14 says to refer to drawing A5 R1 for roof assembly It seems R2 would match the construction of the barricade, plow, trails storage building. Is R2 correct?
88. Drawing C13: Site Utilities Plan does not show underground electric to the Plow, Barricade, storage building or the Hazmat/Battery Storage Building.
89. Civil Drawings: Drawings show PVC pipe on the sanitary profile and HDPE on the plan view.
Which is required?
90. Wage Scale: Is this project considered Industrial Work? Or is any part of the work considered
Industrial Work? See Laborer.
91. Ledge Removal: If ledge is encountered how will it be paid for? Can an allowance be established by the Government and carried by the contractor?
92. Drawing C22: Storm drain structure table has a heading with structure diameter but shows no information, profile view of storm drains seems to indicate different size structures and there is a detail 2 on drawing C36 for a Type F catch basin, we can’t seem to find any, and we are assuming the 3” sump on detail is supposed to be 3’, Our site work contractor needs structure sizing in order to get accurate pricing.
93. 333945: 2.2 Precast Settling Tank. Where is this located on the drawings?
94. Light Pole Bases: Drawing C44 shows 7” light pole base going down into a 30” light pole base concrete base. There are typical light pole bases also shown on detail 2 of drawing E20. Which one of these is correct or to be used? How is the electrical conduit to be run into the bases?
95. Section 233113: Antimicrobial Coating – Part 2.4:C calls for antimicrobial coating on the inside and outside of all ductwork. Is this correct?
96. HVAC Ducts: Duct Liner – The specifications do not specify where to use duct liner. On the drawings I do not see it indicated anywhere. On drawing M11 detail 3 it shows liner 10 feet from exhaust/return grilles above a finished ceiling. Is this detail only applicable for return ducts above a finished ceiling? Or is it applicable to all return & exhaust grilles?
97. HVAC Ducts: Duct Liner – Closed cell liner has been specified in Section 233113 Part 2.5 A. In
Part 2.5 B:9 is it calling for a perforated inner wall. Is the inner wall required on lined ductwork when using the specified closed cell liner?
98. Section 233112: Sawdust Collection Ductwork – In Part 3.2: F through J mentions VMC multiple times. Can you indicate what VMC and direct us to where we can find the information.
99. Section 233113: Duct Cleaning – 3.9 it calls for all new ductwork to be cleaned. Since this is an entirely new system that will be protected during the construction process will duct cleaning be required?
100. Drawing C44: Note 6 guardrail embedded in 24”dia. concrete anchor 2.5’ depth, sheet C34 detail 1 shows guardrail post 4’-8” embedment below finish grade. Another detail on C34 shows a 24” depth concrete anchor on solid rock for short posts please clarify which method should be used.
101. Drawing A44: Detail 3 shows a whiteboard to be furnished and installed by the contractor.
There is no spec provided for this, please provide information.
102. Spec section 13 34 19 paragraph 2.1 indicates “one of the following” metal building system.
Chief is not listed. Can Chief Buildings be used in the new building for structure and panels?

103. Septic System: Supplier Comments. Documents are showing a single 30/24 Bioclere which is larger than needed but given it’s already on the plans and there is no flow equalization, I assume stay with the Model 30/24 which will handle any seasonal surge loads.
104. Drawing C41: Supplier Comments. Page 46 references an old castle primary settling tank CST-
2500 which I suspect is 2,500 gallons. This septic tank is way too small. We will require a minimum 5,000-gallon, 2-compartment tank but prefer 7,500 gal primary settling tank. How would you like to proceed?
105. 062023: Section 2.1 Red cedar comes from the west coast and does not meet the 100 mile harvested or manufactured spec. Eastern cedar is cut in this area but probably is not going to be FSC. Do these requirements apply to the cedar?
106. 062023: Does the cedar have to meet flame spread and smoked developed spec? Will it need to have a fire retardant COATING APPLIED??

107: 221626: Is it acceptable to run a higher pressure from the propane tank farm to the building/generator pad to decrease the pipe size? Pressure would then be brought down at the building. This seems to be a common practice.
