Factor 7: PAST PERFORMANCE - Contents

Submit Past Performance information for the same projects submitted under Project Experience (Factor 3) using the attached Past Performance Questionnaire. Information may be regarding the offeror's firm and/or its proposed major subcontractors performing key trades and/or other construction activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If Contract Performance Assessment Reporting System (www.cpars.gov) evaluation reports exist for projects submitted under Project Experience (Factor 3) offerors are to include these in their past performance section of their Technical Proposal instead of obtaining Past Performance Questionnaire responses from customers. Submittal process for the Past Performance Questionnaire is as follows:

1. Complete Section A (Contractor Information) and B (Contract Information) only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and submit the survey to the email addresses and point of contacts noted in Section E. of the questionnaire by the due date and time for proposal receipt.

2. Submit copies of the questionnaire that you forwarded to your references with their questionnaire Section C (Reference) point of contact information in Technical Proposal Volume I.

3. Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record.

The offeror shall be responsible for any follow-up communication required to ensure that all the forms are completed by the reference and are emailed to the NPS point of contacts no later than the date and time proposals are due.

Fill out only Sections A & B of the Past Performance Questionnaire and forward to your reference for completion. Your reference must complete the form and submit to the Contracting Officer and the Contract Specialist, not the offeror to receive credit for this requirement. Please ensure that a copy of the form you provided your reference is included in your proposal and the CO/CS will replace with the filled form once received by your reference. A Past Performance Questionnaire is not required if a CPARS is provided in your proposal submission package; however, the CO/CS will verify that the CPARS action is completed in the Past Performance Information Retrieval System (PPIRS).

Factor 7: PAST PERFORMANCE – Evaluation Factor The TEP will evaluate past performance of offerors on projects provided in the Project Experience section (FACTOR 3) and on contracts with the Federal Government, other public agencies, or private organizations. Past performance demonstrating higher levels of success and quality on more relevant projects similar in scope and magnitude to this solicitation present lower levels of risk and will be more favorably rated. Projects that are more relevant to the requirements of this solicitation will be given more weight in the overall past performance rating. Project Experience ratings (Factor 3) will be considered in determining relevancy for projects submitted under this factor. If an offeror has no past performance on similar work relevant to this solicitation, they will be evaluated neither favorably nor unfavorably. All submitted references may not be contacted.

Sources other than submitted references may be contacted.

Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered. All submitted references may not be contacted. Sources other than submitted references may be contacted.

During proposal evaluations, exchanges between the Government and offerors may occur to clarify the relevance of past performance information and/or address adverse past performance information which an offeror has not yet had an opportunity to respond to.

The Government will evaluate the proposal to determine which offeror proposes the best value in terms of Small Business Participation. Offers submitted by a small business prime offeror will also be evaluated and will receive the maximum score for this evaluation criteria.

• SF1442: Standard Form 1442, Solicitation, Offer, and Award, (Construction, Alteration, or Repair): Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror’s company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102. The SF-1442 will be reviewed for completeness.

• AMENDMENTS: DO NOT acknowledge amendments through FedConnect. Acknowledge all solicitation amendments using one of the methods set forth in Block 11 of Standard Form 30. Amendment acknowledgements will be reviewed for timely and proper acknowledgement.

• SECTION B CONTRACT PRICE SCHEDULE: Enter the proposed dollar amount for each line item in the Price Schedule, including any optional items, if applicable. Also provide a separate Schedule of Values (SOV) for each line item in the Section B Contract Price Schedule. Each SOV shall show the line item price broken down by major work components. Proposed pricing will be evaluated for fair and reasonableness.

Reasonableness will be determined considering comparisons to competitive pricing and to the independent Government estimate (IGE). Proposed pricing that differs significantly from the competition or IGE may be reviewed to assess potential performance risk and the offeror’s understanding of contract requirements. If multiple contract line items are included in the price schedule, prices will be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

NPS does not have access to FedConnect.

Ensure that the line item values provided in your Schedule of Values match those proposed in your Contract Price Schedule.

• SF 24 BID BOND: Submit Standard Form 24, Bid Bond duly executed between the offeror and the bonding company. Refer to clause 52.228-1. The SF24 Bid Bond will be reviewed for completeness and acceptability.

Complete all required representations and certifications if they are not available at www.SAM.gov. Your firm must maintain current, active registration at www.SAM.gov to be eligible for award and you are encouraged to complete SAM registration before submitting your offer. Information will be reviewed for completeness and award eligibility.

• GENERAL REFERENCES: Complete and submit the attached “General References,” form. Information will be used in determining Responsibility pursuant to FAR 9.103. Points of contact will be queried to determine Responsibility pursuant to FAR 9.103.

Bid Bond: Ensure that your bid bond is filled out completely and that the date of the bid is correct and that the date of bond execution is not later than the bid opening date. Ensure that that the name of your organization on the bond matches the name that is entered on the SF‐1442. Since your proposal will provide an electronic copy of the bid bond, please ensure that the seals on your electronic copy are visible. There are other criteria that must be followed; however, please be aware that bonds without these issues addressed will be rejected.

Section K – Representations and Certifications: Please review highlighted check areas in the Section K document provided in the proposal submission package attachments and ensure that you provide a check in all areas that require an “either/or” certification.

• SMALL BUSINESS SUBCONTRACTING PLAN: Small business offerors are not required to submit a subcontracting plan; however, large business offerors shall complete and submit the attached Subcontracting Plan Form in response to the requirements of clause 52.219-9.

Subcontracting plans that contain goals less than the NPS goals shall include rationale as to why the above goals cannot be met.

Large businesses will only be considered for award if they submit an acceptable Small Business Subcontracting Plan. Plans that meet or exceed the NPS small business subcontracting goals and are otherwise compliant with FAR Part 19.705 shall be considered acceptable Plans that indicate goals less than the NPS small business subcontracting goals but are otherwise compliant with FAR Part 19.705 shall be considered acceptable if the Contracting Officer determines the offeror’s submitted rationale for not meeting the NPS goals are reasonable.
