About this file
This document contains minutes from a pre-solicitation conference for solicitation number 140P2021R0158 to rehabilitate the Salt River Visitor Contact Station. The National Park Service is seeking to demolish and renovate the existing visitor contact station and lower level, including new waterproofing and mechanical systems for the water cisterns. Offerors must obtain all necessary USVI permits with the exception of the coastal zone consistency determination and TPDES permit, which will be acquired by NPS. The pre-bid conference included questions from attendees regarding requirements for a mockup panel, the potential to push back the NTP date, the scope of work for the lower level and cisterns, permit requirements, and demolition of the observation tower. Offerors may propose a schedule longer than 365 days if an explanation is provided. The total small business set-aside requires the prime contractor to complete 51% of work.

Subject: Presolicitation Conference Minutes
The following are meeting minutes taken at the presolicitation conference for the above referenced project, held on October 21, 2021 at 1pm AST at the Salt River Contact Station. Attached is the sign-in sheet from the meeting, as well as handouts that were distributed to the attendees.
A presentation was given by representatives from the NPS Denver Service Center Tony Jasper (Contracting Officer), Marcello Arroio Bebianno Simoes (Project Specialist), and Doug Denk (Project Manager). The following questions were asked by the attendees present:
1. What exactly is the mockup panel and what are the Government’s expectations for this?
Govt Response: Refer to Contract Drawings, Sheet A0.02 and associated sections of the Contract Specifications. The location of the mockup panel is shown on Contract Drawings, Sheet A1.01.
2. An NTP date of 1/17/22 is likely not realistic, can that be pushed back to accommodate for long lead items and permits?
Govt. Response: Yes. Section L has been revised under Amendment 001 to change this date.
3. Does the tile on the floor stay or does it get demolished?
Govt. Response: The tile will be demolished; at first floor slabs, all existing tile and setting bed are to be removed down to sound concrete; refer to the architectural and demolition sections of the Contract Drawings.
4. Can the requirement for 51% self performance be reduced or changed?
Govt. Response: This is the NPS requirement for total small business set-asides so unfortunately it can not be reduced.
5. Can a schedule longer than 365 days be submitted as part of the proposal?
Govt. Response: Please see the revised language under Section L showing dates for administrative NTP and construction NTP. NPS’s position is that the project can be completed within the specified timeframe once the construction NTP is issued after all contractor provided permits have been acquired. Offerors can submit a schedule longer than a 365 day construction period, and provide an explanation within their schedule narrative. Although, schedules longer than 365 days may be less favorably rated than offerors who show a schedule that meets the criteria in the solicitation.
6. Are contractors doing anything to the rooms underneath?
Govt Response: Yes, the rooms and water cisterns on the lower level will be rehabilitated as part of this contract; refer to applicable sections of the Contract Drawings which refer to the “Lower Level”.
7. Do contractors have to obtain the usual USVI permits since it's a Federal project?
Govt. Response: Yes, contractors have to obtain all necessary permits, with the exception of the USVI DPNR Coastal Zone Management Consistency Determination, which NPS has already received, and the Territorial Pollutant Discharge Elimination System (TPDES) permit, which NPS will acquire prior to construction NTP. Refer to Contract Specifications Section 013100 1.9.
8. Is the tower getting demolished too?
Govt Response: The tower (Observation Plaza in the drawings) will be demolished to the first floor slab level, the lower level will remain and becomes the electrical room; refer to applicable sections of the Contract Drawings.
9. What work will be done to the existing cisterns?
Govt. Response: The existing water cisterns will be rehabilitated as part of this contract, to include but not necessarily be limited to new waterproofing coatings, new mechanical systems, relocation of hatches, etc.; refer to applicable sections of the Contract Drawings.
Sincerely, Tony Jasper Contracting Officer
