YOSE 229677: Solicitation 140P2021R0082, Rehabilitate Tuolumne Meadows to Enhance the Visitor Experience - Amendment 0002

1) The purpose of this Amendment is to provide the pre-proposal site visit attendance log held July 22, 2021 and provide responses to questions. (see attached attendance log).

2) An updated Wage Determination (Bacon-Davis) has been provided under this Amendment 02 (ref CA20210018 dated 20210723)

3) In addition, the proposal response date has been extended to August 17, 2021.

4) Responses to Questions:

QUESTION 1:

During the site visit it was mentioned that no local water source is available at this time. Is there a NPS form available for requesting a local water source? And if so, would time allow for it to be approved prior to bid date?

RESPONSE 1:

There is no specific form used to request a local water source. There are several options for drawing water within that region of the park.

Option 1 – Water vault in the old White Wolf water system. The water vault generally produces 8,000 gallons every other day and is a spring fed raw water source. To use this source backflow prevention and clean equipment are required. Additionally, a pump is required to fill the water tanker. Approval of this source may be possible prior to bid date.

Option 2 – Tenaya Lake. To draw from Tenaya Lake compliance is required from the resources staff and Park Hydrologist. This process would take time and approval is unlikely prior to bid date. To use this source backflow prevention and clean equipment are required. One additional note the tribes are not happy about the location where the current contractor is drawing their water. If the contractor wishes to use this source consultation with the tribes may be required.

Option 3 – Tuolumne River Surface Water. To draw from the Tuolumne River compliance is required from the resources staff and Park Hydrologist. Variable seasonal flow may limit the amount of water that can be drawn. This process would take time and approval is unlikely prior to bid date. To use this source backflow prevention and clean equipment are required. If this water source were selected additional approval may be required from San Francisco Public Utilities Commission.

QUESTION 2:

This project covers a large area with varying terrain requiring significant effort in estimating and takeoffs. Will NPS extend RFP due date 1 week to allow more time to accurately estimate this project?

RESPONSE 2:

Bid date is revised to 12:00 PM MDT, August 17, 2021.

QUESTION 3:

Can the Safety Officer position be dual hatted with another position?

RESPONSE 3:

Yes, as long as safety requirements are met.

QUESTION 4:

The solicitation states a July 7, 2023 project end date. Will the project allow two full summer construction seasons?

RESPONSE 4:

The period of performance is extended to NLT November 9, 2023. This assumes substantial completion NLT October and punch-list/closeout items to be completed 770 days after NTP (estimated to be September 30, 2021).

QUESTION 5:

For tree removal. If trees are found that are not in the contract, how quickly can NPS arborist come take a look at the marked trees and review/approve? What is the intention of the tree removal – to chip, dispose off-site, or keep on-site?

RESPONSE 5:

The contractor should flag all trees for removal. NPS/YOSE natural resource expert will be made available to review them. The intention is to use medium to large logs as part of the campsite delineation, refer to detail 3/C8.7 (18-36” dia. logs). Smaller logs can be used as litter and duff for revegetation/soil restoration areas. Excess and debris to be removed from the park as needed.

QUESTION 6:

Does the contractor need to fence off the entire campground with construction fencing? Where are key areas for hiker conflicts?

RESPONSE 6:

No, it is not necessary to fence the entire campground as it will be closed to the public and to all groups such as SARs (Search and Rescue). The contractor should fence areas where there is a possibility of pedestrian traffic to keep visitors safe and out of the construction site. The park can guide the team on signage to divert pedestrians to other trails, connections, crossings, etc. Hikers are anticipated to enter at the end of A loop, the top of B loop and the far side of the D loop (see attached map for reference).

QUESTION 7:

What are the requirements for Biofuel?

RESPONSE 7:

SECTION 01 42 00 covers the use and handling of biofuels.

QUESTION 8:

Can the contractor see the Tioga Road contract drawings and/or schedule to know what is anticipated for closures, waiting times, etc. and how the project will overlap with this one?

RESPONSE 8:

The following link shows the delays for the Tioga road project. The contract completion date is in the fall of 2022, until the road closes in the fall of 2022, estimated to be October 31, 2022. This could change due to a variety of unforeseen conditions, such as fire, snow, slides, flooding, etc.

QUESTION 9:

Will contracting be able to award this contract if there is only one bidder?

RESPONSE 9:

Prospective offerors familiar with the construction site may not have attended the site visit;

however, the government anticipates more than one offer in response to this competitive request for proposals. In the event a single offer is received, the contracting officer will determine if an award is in the best interest of the government. This determination would include a review of proposed technical and pricing volumes and the ability for the CO to determine the offered price is fair and reasonable.

QUESTION 10:

Generator hours for construction camp.

RESPONSE 10:

Weekdays 7:00 am to 7:00 pm; weekends 8:00 am to 5:00 pm.

QUESTION 11:

Can a map of the trails that lead to the backpackers camp be provided so a proper sequencing plan and schedule may be submitted?

RESPONSE 11:

See attached map for reference.

QUESTION 12:

Tree removal may only be conducted from 8/1 to 1/31. To what extend can this be extended given the narrow construction window for the 2021 season?

RESPONSE 12:

Tree removal cannot be done sooner than Notice to Proceed. The campground, and potential tree clearing, can occur in 2021 until the Tioga Road is closed for the season due to weather. Tree clearing can resume in the spring of 2022.

QUESTION 13:

Is it anticipated that a grading permit (obtained by the contractor) will be required from the county or parks department be required? It does not appear to be listed under section 01 31 00 1.8B or 1.8C

RESPONSE 13:

No grading permit is required to work within the campground since this is a Federal property and a county is not required.

QUESTION 14:

Where is the potable water source for the project?

RESPONSE 14:

Refer to response for Question 1.

QUESTION 15:

Proceed." Please advise on the correct performance period for the Tuolumne Meadows Campground project.

RESPONSE 19:

The performance period is 770 calendar days after notice to proceed, If the NTP is issued on 09/30/2021 the required completion date is 11/09/2023. The stated date is updated to reflect 770 days and is subject to recalculation at the time of NTP.

QUESTION 20:

Volume II – Business and Price Proposal requires submission of a Standard Form 24, Bid Bond duly executed between the offeror and the bonding company. Since this is an electronic proposal submission via email, do we need to submit the original bond in hard copy?
