Questions and Answers (Amendment 0001)

Q1. Please provide updated deadline for questions as the date listed, July 9th, seems to be a typo based on the release date of the RFP.

A1. Deadline for Questions is August 20, 2018 @ 1:00pm (MT).

Q2. Please confirm the proposal submission deadline is August 27, 2018 as show on the SF 1442 as this contradicts with the due date listed under item B. Submission Instructions.

A2. As of issuance of this amendment 0001 the proposal due date is August 27, 2018 @ 2:30pm (MT).

Q3. It is our understanding that we are to “provide resumes of key personnel.” The listing of key personnel includes Project managers, Superintendents, Quality control managers, Safety managers, and Key trades. During the bidding phase it is especially difficult to know which subcontractor personnel will be supporting this project until we have pricing data back and a firm NTP. Would the government consider changing the requirement from submitting resumes from key subcontractor trade personnel and instead we identify key subcontractor firms (ie name mechanical company but not specific personnel and resumes)?

A3. Yes it is acceptable to identify key subcontracting firms but not specific subcontractor personnel. Demonstrated experience for each subcontracting firm related to Sub-factor 1 may be rated more favorably.

Q4. Please confirm that item a. Technical Evaluation Factor 1: Experience (Key Personnel & Project Team) and b. Technical Evaluation Factor 2: Proposed Construction Schedule listed on page 139 are indeed Sub-factors to Technical Factor 1 – Technical Capability as shown in Section M on page 153.

A4. This is correct. Technical Factor 1 has two sub-factors: Sub-factor 1 Experience (Key Personnel & Project Team); Sub-factor 2 Proposed Construction Schedule. Note that for Sub-factor 1, offeror’s Key Personnel experience demonstrating as many of the following items described below may be rated more favorably:

a. Demonstrate experience managing and constructing projects of similar scope and size.

b. Demonstrated experience working on historic building projects.

c. Project management experience including client reporting, SharePoint systems, CPM scheduling, implementing and maintaining a Quality Control Program.

d. Clear and complete organization chart.

Q5. Sub-Contractor Reference, Proposed Equals, and Hazardous Materials are listed in Section L but it is difficult to see if they are associated with a specific Factor. In addition there is no reference to them in Section M. Can you confirm whether they are to be included in our proposal submission? If so, where should we include them?

A5. These three forms are utilized on an as needed basis based on the project specifications and based on each offeror’s individual proposal.

The Sub-Contractor reference form provides offerors with a sample format to provide information on the Key Sub-Contractors proposed.

The proposed equals form is used if an offeror wants to propose a different product/material that is specified as “or equal” in the specifications. So this will be used on an as needed basis.

The Hazardous Materials Listing is also used on an as needed basis, and provides offerors the opportunity to submit any materials that will be used during construction that are hazardous. If there are none or if you are not sure during the time an offeror is creating their proposal it is acceptable to put “None”, this form also helps ensure your proposal is in accordance with solicitation clause 52.223-3 - Hazardous Materials Identification and Material Safety Data, which follows through as a final contract award clause.

These forms if/when used will be located as part of the “Volume I – Technical Proposal”, which is specified in Section L of the solicitation. These forms (except the Sub-Contractor Reference) form are NOT part of the evaluation criteria but are used to further help determine an offeror’s proposal is “Technically Acceptable”.

Q6. Will the building be closed to visitors during construction?

A6. Yes – the entire building will be turned over to the successful offeror during construction.

Q7. Will the General Contractor have to provide accommodation for the Construction Management Representative (CMR)?

A7. No, the NPS will provide accommodations for the selected CMR.

Q8. Will the General Contractor be responsible to pay for utilities to the site during construction?

A8. No, see specification section 01 11 00 – 1.10 “Existing Utilities”.

Q9. What parking will be available to the Construction crews during the project?

A9. The visitor parking lot will not be available for construction crew parking.

Approximately 10 spaces in the staff parking lot north-west of the facility will be made available for construction crew parking. The staging areas shown on sheet G0.4 are available for construction crew parking.
