Dear Ms. Anderson:
In accordance with our proposal of November 21, 2016, Landmark Environmental, Inc.
(Landmark) has completed a renovation-specific, asbestos containing materials (ACM), lead-based paint (LBP) and other regulated materials (ORM) survey for Anderson Hallas Architects, PC (AHA) at the Scotts Bluff National Monument (SCBL) Visitor Center and 1938 Restroom Building in Gering, Nebraska. It is our understanding that this project is in the Design Development (DD) stage. Accordingly, our renovation specific level survey was designed to provide appropriate information to support design and construction. Landmark previously conducted a screening-level hazardous materials survey of the greater SCBL Headquarters under contract to Mundus Bishop1. Data developed as part of this earlier investigation, specific to the Visitor Center and 1938 Restroom Building, were incorporated in this report. Additional ACM analytical data, developed by Panhandle Geotechnical and Environmental, Inc. and provided to Landmark by SCBL personnel, has also been cited in this report.
Scope of Work
On May 26 and 27, 2016, Landmark’s Nebraska-certified asbestos building inspector surveyed for the following materials, features and/or conditions at various locations across the SCBL Headquarters site:
1. Asbestos containing materials (ACM)
2. Lead-based paint (LBP) in buildings and soil
3. Other Regulated Materials (ORMs)
4. Moisture Intrusion and Microbial Activity

6. Biological Hazards
On December 5, 2016, Landmark returned to the SCBL to survey planned renovation areas of the Visitor Center and 1938 Restroom Building for suspect ACM and LBP expected to be impacted during renovation activities. The field and laboratory methods described below are applicable to both survey events.
Asbestos Containing Materials (ACM) Survey
Sampling was conducted in accordance with U.S. Environmental Protection Agency (EPA) Asbestos Hazard and Emergency Response Act (AHERA) and U.S. Occupational Safety and Health Administration (OSHA) Chapter 29 Code of Federal Regulations (CFR) 1926.1101 requirements, as well as generally accepted industry standards. Asbestos inspection activities were conducted by AHERA and State of Nebraska Department of Health and Human Services accredited personnel. Bulk samples of accessible suspect ACMs were collected in a representative manner as determined by the inspector. Bulk material samples were collected by taking a composite core that included all layers within the suspect ACM. Sampling was limited to materials that were visible and readily accessible to the inspector.
The bulk suspect ACM samples were submitted to Reservoirs Environmental, Inc. (REI), located in Denver, Colorado. REI is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory, which is also accredited by the American Industrial Hygiene Association (AIHA). The samples were analyzed using Polarized Light Microscopy (PLM) to determine asbestos type and percent using progressive analysis.
Applicable asbestos regulations define ACM as material containing greater than one percent asbestos by weight, volume or surface area; and distinguish between friable and non-friable forms of ACM. Friable ACMs can be crumbled or reduced to powder by hand pressure when dry, while non-friable materials cannot. Regulations stipulate that if any one sample of a homogenous material contains greater than one percent asbestos, the entire homogenous area is considered asbestos-containing.
Lead Based Paint (LBP) Survey
Paint samples were collected from discrete, representative locations selected by the inspector.
The inspector identified individual testing combinations based on substrate type, component and color.
Areas of exposed soil adjacent to typical painted external building surfaces (e.g., window frames, trim and siding, soffits and fascia boards, etc.) were visually inspected for paint chips. In addition, representative composited soil samples were collected from the perimeter of the
Landmark Environmental Inc. Page 3 of 6 structure and analyzed for total lead content. The sampling strategy consisted of collecting a composite sample from the drip line of the structure, with an additional composite sample 3 feet out from the drip line. Analytical results for soils were compared to the EPA screening level for lead in residential soils, which is 400 milligrams per kilogram (mg/kg).
The paint chip and soil samples were submitted to REI, which is an Environmental Lead Laboratory Accreditation Program (ELLAP) accredited laboratory that uses procedures developed in compliance with the guidelines established by the National Institute of Occupational Safety and Health (NIOSH) Method 7420.
The EPA and Department of Housing and Urban Development (HUD) regulate LBP abatement activities in target housing and child occupied facilities. Childcare facilities fall under this definition. OSHA regulates worker exposure to lead for coatings with any detectable lead. The EPA and HUD regulations related to LBP abatement do not apply to the project site unless abatement activities occur (specifically designed to permanently remove LBP/LBP hazards).
LBP is defined as paint containing 0.5 percent lead by weight or 1.0 milligram per cubic centimeter by both the EPA and HUD. Lead containing paint (LCP) is paint containing any detectable concentrations of lead.
The EPA also developed a program for renovation activities in child-occupied/target housing and child-care facilities called the Lead Renovation, Repair, and Paint Rule (RRP Rule). This rule requires that firms performing renovation, repair, and painting projects that disturb lead-based paint in homes, child care facilities and pre-schools built before 1978 have their firm certified by EPA (or an EPA authorized state), use certified renovators who are trained by EPA-approved training providers and follow lead-safe work practices. The surveyed buildings are not considered child-occupied facilities.
Other Regulated Materials
In conjunction with the survey for ACM and LBP, Landmark developed an inventory of Other Regulated Materials (ORMs). These included building materials that when discarded would be classified as universal wastes, such as fluorescent lighting fixtures, polychlorinated biphenyls (PCB) ballasts, mercury switches, smoke detectors, refrigerants, and stored chemicals.
Radon Survey
During the May 26 – 27, 2016 survey, Landmark placed four radon sample canisters in the Visitor Center/Museum basement to sample radon gas over a 48-hour period. Canisters were provided and analyzed by EMSL Analytical, Inc., a National Radon Proficiency Program (NRPP) certified laboratory.
Landmark Environmental Inc. Page 4 of 6
Moisture and Microbial Evaluation
During the May 26 – 27, 2016 survey Landmark performed a visual assessment for microbial growth and conducted a moisture survey of suspect porous building materials utilizing a moisture meter. The inspector interviewed the appropriate on-site representative regarding existing knowledge of such conditions.
Biological Hazards Survey
During the May 26 – 27, 2016 survey Landmark’s inspector performed a visual survey for indications of potential biological hazards such as those associated with rodent infestation, pigeons, and/or bats. The inspector also interviewed appropriate on-site representatives regarding existing knowledge of such conditions.
Findings
A summary of the findings of both the May and December 2016 site surveys is provided below.
Asbestos Containing Materials
Landmark collected 29 bulk samples from a total of 14 different types of suspect ACMs. Samples from two materials had an asbestos content of greater than one percent (positive for asbestos). All asbestos sampling results are presented in Attachment A. The following materials were confirmed to be asbestos containing:
1. Sheet vinyl flooring (friable) – Located in rooms 101, 102, 104, 106, 107, 108, and room 111 under carpet, 2,150 square feet (ft2).
2. Acoustical surface (popcorn) texture (friable) – Located on the ceiling in the William H.
Jackson Room in the Visitors Center hidden above newer wood panels, 600 ft2. (This material was sampled by Panhandle Geotechnical & Environmental, Inc. in February 2015. Laboratory report provided to Landmark by SCBL staff.)
No accessible suspect window putty was observed by the inspector; however, it is possible that this material may be present beneath interior finishes in some locations. Therefore, if window replacement or refurbishment takes place, or interior finishes are altered so as to expose suspect putty, the material should be sampled by the third party asbestos inspector on-site during abatement. A place holder for component removal of 30 windows has been included in the cost estimate below.
Lead Based Paint
Sampling results for lead in paint and soil are presented in Attachment B. None of the lead samples collected from the building components are considered to contain lead as defined by EPA and HUD. Lead concentrations in composite soil samples collected from the perimeter of
Landmark Environmental Inc. Page 5 of 6 the building ranged from 50.8 to 54.6 mg/kg. None of the samples approached the EPA Residential Screening Level of 400 mg/kg.
Other Regulated Materials
An inventory of observed ORMs, which included smoke detectors, emergency lighting and fluorescent light bulbs, is presented in Attachment C.
Radon
Radon sampling results for the Visitor Center/Museum basement are presented in Attachment D.
Two samples were collected using two side-by-side sample canisters per sample to ensure sample precision. Analytical results for the two samples ranged from 4.6 picocuries per liter (pCi/L) to 7.2 pCi/L. These results are higher than the EPA residential recommended limit of 4 pCi/L. As radon mitigation devices are already located in the basement, an evaluation and adjustment to the mitigation devices by a Radon Professional may be warranted. The National Park Services (NPS) should contact the company that installed the equipment for more information.
Moisture and Microbial Evaluation
Landmark’s inspector did not observe visual indications of water intrusion and/or damage, and no visual evidence of microbial growth was noted within the Visitor Center building or 1938 Restroom structure.
Biological Hazards
On-site personnel were not aware of any significant signs of pest intrusion of animal droppings.
Landmark’s inspector did observe some apparent mouse droppings behind a cellar access door in the Visitors Center basement. No other indications of accumulated rodent or bird feces were observed.
Estimate of Abatement and Remediation Costs
Estimated costs for abatement of identified ACM and removal of ORMs are presented below.
These estimates are preliminary in nature, are based on Landmark’s industry experience, and were not obtained through the solicitation of written bids.
• Abate 2,150 ft2 sheet vinyl flooring: $38,000 - $48,000
• Abate 600 ft2 Acoustical texture/popcorn ceiling: $10,000 - $13,000
• Component removal of 30 windows (6 ft. by 2.5 ft.) with ACM putty: $7,500
• ORM Removal: $1,500
Landmark Environmental Inc. Page 6 of 6
• Oversight and clearance (full time): $19,500
Limitations
It should be noted that limited destructive investigation of wall interiors was performed and no investigation of below grade structures was performed. In the event of demolition or renovation, asbestos could be discovered that was not identified during this investigation.
This document is not intended to be used as a bid document for the removal, repair, encapsulation, enclosure, or Operations and Maintenance (O&M) of asbestos-containing materials. Quantities of identified asbestos-containing materials should be field verified by the contractor prior to bidding on any and all work associated with this inspection report. Any estimated costs for future abatement provided in this report are solely for financial planning purposes. Such estimates are preliminary in nature, based on Landmark’s industry experience, and were not obtained through the solicitation of written bids. Preliminary estimates do not constitute a proposal to perform the work.
Landmark performed asbestos response services in a manner consistent with the level of care and expertise exercised by members of the asbestos inspection and assessment profession. Landmark does not imply or guarantee that every suspect ACM/LCP on or in the building has been identified or sampled.
Landmark appreciates the opportunity to provide our services on this important project. Please feel free to contact us if you have any questions or if we can provide any additional assistance.
Respectfully, Landmark Environmental, Inc.

Report Note
The radon test was performed using a liquid scintillation radon detector/s and counted on a liquid scintillation counter using approved EPA testing protocols for Radon in Air testing. The EPA recommends fixing your home if the average of two short-term tests taken in the lowest lived-in level of the home show radon levels that are equal to or greater than 4.0pCi/L.
The EPA recommends retesting your home every two years.
Please contact EMSL Analytical, Inc. or your State Health Department for further information.
All procedures used for generating this report are in complete accordance with the current EPA protocols for the analysis of Radon in Air.
