REHABILITATE AND EXPAND HISTORIC VISITOR CENTER

Prebid Meeting Notes

Date: 08/07/2018

When: 9:00 am MT

Where: Meet at main entrance of the Scotts Bluff National Monument Visitor Center, 190276 Old Oregon Trail Road Gering, NE

Attendees:

SCBL: See attendance list

DSC: Brian Heitman – Project Manager (720) 951-7292

Mike Camacho – Contracting Officer (720) 822-1517

Contractors: See attendance list

AGENDA ITEMS:

1. Sign in sheet – to be issued along with the pre-bid meeting minutes as an amendment to the solicitation.

2. Introductions for NPS staff present

3. Thank you all for taking the time to meet with us today. The project is extremely important to the Park and has been a long time coming. The last major addition and rehabilitation effort was in 1949. The existing facility is in very good condition considering it’s age.

Some of the issues we are going to address with this project:

• The facility size and layout is not conducive to serving current visitation and the existing exhibits are outdated. The project includes a fairly large addition which includes a new lobby. A related but separate project will replace the existing exhibits.

• The project will address life safety concerns by providing fire protection and code compliant egress.

• We will also be upgrading the mechanical systems and replacing the electrical system.

4. Today we will review a number of agenda items to familiarize you with the selection process and the project. Following the meeting here this morning we walk the facility and site. We plan to only take a few hours of your time.

5. We would prefer that question be sent to the CO in writing. Any questions and answers today will need to be recorded and issued in an amendment to the solicitation.

6. Source selection:

• Section L outlines the information the NPS would like to see in the technical proposals.

• Section M describes how the technical proposals will be evaluated.

• Source selection will be best value - see section M Part B.3. In making the selection, technical criteria is approximately equal to price.

• It is imperative that the offerors address the evaluation factors listed in L specifically.

We are primarily interested in the capabilities and experience of key personnel as it relates to the scope and conditions of this project.

• Note that a proposed construction schedule is part of the RFP source selection criteria.

7. Project milestone dates:

• Cut-off date for questions08/20/2018 @ 1:00pm (MDT)

• Proposals due 8/27/2018

• Contractor selection by mid to late September

• Construction contract award in early October

• Precon meeting held/NTP issued once the DIV I submittal requirements are complete – refer to spec section 01 31 00 Part 1.4D for the submittal requirements.
