No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will successfully perform the required effort.

The Government reserves the right to obtain and utilize information from sources other than those identified by the Offeror, such as Contractor past performance information that is collected and reported in the Government’s specified automated past performance information collection systems.

Lack of relevant past performance, or lack of sufficient past performance information, will result in the assignment of a neutral rating. A neutral rating indicates neither a favorable nor an unfavorable evaluation for this factor.

The Government does not assume the duty to cure any problems it finds in the information provided by the Offeror – the burden of providing thorough and/or complete past performance information remains with the Offeror.

M.4.2.5 Factor E: Software Functionality

Through the Software Demonstration, the Government will assess the functionality of the software to address the requirements in Section C, its level of confidence in the software’s capabilities, and its level of confidence in the software’s ability to deliver the software successfully to perform the required work.

M.4.2.6 Factor F: Software Performance

Through the testing of the software and use of the guides, the Government will assess the performance of the software including its ability to meet BOEM’s GIT needs, compatibility with Government IT systems, environment, configuration, ease of installation and quality of support.

M.5 PRICE EVALUATION (Factor G)

The Government will evaluate the price proposal to verify the following:

(a) The Contractor is registered in the System for Award Management (SAM) at www.sam.gov, and that the registration is up to date.

(b) That the proposal includes a statement that the Offeror has read and agrees to comply with all the conditions and instructions provided in the solicitation and any and all amendments.

Additionally, the Government will evaluate the Offeror’s business/cost proposal to determine if pricing is fair and reasonable. This will include determining if the IDIQ rates proposed under Section B.2.2 are reasonable, including any proposed escalation for each contract year, and that the pricing indicates a good understanding of the work, and supports an achievable strategy for execution of the work.

A price reasonableness determination will be conducted to determine the prices are fair and reasonable. Since this is a COTS purchase, the Government understands that Offerors may have specific purchase pricing models and/or subscription pricing models. Offerors may price out either or both models. The price evaluation will focus on the individual technology unit
