L.4 SUBMISSION OF QUESTIONS
Any questions regarding the RFP must be emailed to Caroline Laikin-Credno at caroline.laikin-credno@bsee.gov not later than 12:00 p.m. Eastern Time, September 23, 2024. Offerors must include “Questions for RFP 140M0124R0006” in the subject line of the email. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors. Questions will not be answered via telephone.
L.5 DEADLINE FOR SUBMISSION OF PROPOSALS
Proposals for Phase 1 must be submitted via email to caroline.laikin-credno@bsee.gov no later than 12:00 p.m. Eastern Time, October 10 October 23, 2024. The Offeror shall include the RFP number, 140M0124R0006 in the subject line of the email. Please note it is the Offeror’s responsibility to ensure/verify that BSEE receives their submissions on or before the date and time specified in the RFP. If the proposal is not received by BSEE on or before the date and time specified, the Offeror’s submission will be considered late and will be rejected. NOTE: Failure to participate in Phase 1 of the procurement precludes further consideration of an Offeror.
The due dates for Phase 2, Software Demonstrations, and Phase 3, Testing of the Software and Pricing, will be established after the down select notifications of each phase and will be provided to all offerors submitting proposals for Phase 1 and each subsequent phase.
PLEASE NOTE: Offerors MUST be registered and active in the System for Award Management (SAM) at the time a proposal is submitted in order to comply with the annual representations and certifications requirements. If an Offeror is not registered and active in SAM at time of proposal submission it will be rejected and not considered for award: https://sam.gov/SAM/
L.6 PHASE 1: - Written Technical Proposal
L.6.1 Phase 1 Submission Instructions
The Offeror’s response shall not contain any cost or pricing information and is limited to no more than 50 pages and must be submitted electronically in Microsoft Word, and/or Adobe PDF format.
Failure to submit any of the information requested in the RFP may lead to the rejection of an offeror’s quotation without further discussion. Any quotation that offers less than the total required effort will not be considered.
All submitted documents shall comply with the instructions as follows:
Your Adobe PDF and/or Microsoft Word formatted submissions must use an easily readable font with no less than pitch size twelve (12) point, except for diagrams and drawings where impractical. Fonts in graphics, tables, and charts shall be no smaller than eight (8) point and each page within each attachment shall be numbered consecutively.
Files shall be submitted in Adobe PDF and/or Microsoft Word formats, margins shall be set at 1” at the top and bottom and .75” at the left and right, and the documents shall be
