Cover/transmittal letters, title pages, tables of contents, End User Agreements, glossaries of acronyms, past performance evaluation forms, the technology checklist, and any system requirements and guides, AND TECHNICAL ASSUMPTIONS (See Section L.10 below) are excluded from/do not count against the page limitations.

L.6.2 Written Technical Proposal

The written Technical Proposal shall address the following:

L.6.2.1 FACTOR A: Technical Capability

(a) The Offeror shall provide sufficient information for the Government to evaluate the Offeror’s experience and technical capability as it aligns to the requirements of the RFP.

(b) The Offeror shall describe its ability to meet the objectives of the requirement as described in Section C, including furnishing Commercial Off-The-Shelf (COTS) Geological Interpretive Tools (GIT) Technology Software Applications, maintenance, technical support, consulting services, and training. The Proposal shall clearly demonstrate a technical solution for the requirement stated in Section C of the RFP defining all necessary personnel, materials, resources and other supplies/services as may be required to perform the work set forth.

(c) The Offeror shall describe how their proposed COTS software applications utilize data. Details must be provided on how the Offeror’s proposed application import, export, transfer and access data. Details must be provided by the Offeror regarding data formats that can be converted to the proposed solution.

(d) The Offeror shall identify the benefits of their proposed COTS Geological Interpretive Tools (GIT) Technology. The Offeror shall identify the improved or increased functionality that BOEM will see from using the Offeror’s proposed software solution.

(e) The Offeror shall any identify potential difficulties in performance and or meeting the requirements stated in Section C of the RFP and their plan to mitigate those concerns. Evaluation of the Offeror’s strategy for managing BOEM data from external sources and their solution to integrate within the proposed Geological Interpretive Tools (GIT) Technology.

(f) The Offeror shall complete the Proposal Technology Summary included in Attachment 3.

L.6.2.2 FACTOR B: Customer Support/ Technical Requirements of Proposed Geological Interpretive Tools (GIT) Technology

(a) The Offeror shall discuss if their proposed solution meets the Section C.5 systems requirements highlighted by BOEM. The Offeror must include system requirements documentation that discusses System Configurations (minimum and recommended configurations), Workstation requirements (Memory, Processor, Hard Disk, Video
