(b) The general business portion of the Business/Cost Proposal Shall include the following:

1. The offeror’s UEI and a statement affirming that the Contractor is registered in the System for Award Management (SAM) at www.sam.gov, and that the registration is up to date.

2. A statement to show that the Offeror has read and agrees to comply with all the requirements, conditions and instructions provided in the solicitation and any and all amendments.

3. A statement that the proposals are valid for 120 calendar days from the date designated for the receipt of offers.

4. A completed Offeror Representations and Certifications (FAR 52.212-3 Offeror Representations and Certification – Commercial Products and Commercial Services (Feb 2024)) located in Attachment 3.

5. Any PRICE ASSUMPTIONS (See Section L.10 below)

6. Signed Amendments or a statement stating that you acknowledge all Amendments.

(c) The price/business/cost proposal must be clear, accurate, complete, and reflect a reasonable approach.

The Offeror shall propose a pricing structure consistent with the proposed technical solution.

Pricing must be clearly identified as based on the Contractor’s Commercial Price List (CPL) less any discounts. It is the Government’s intention to incorporate the proposed CPL and associated discounts into the resultant IDIQ as a basis for any and all resultant Task Orders issued from this

IDIQ.

The Government’s pricing goal is to obtain equal to, or better than, the Offeror’s Most Favored Customer (MC) pricing under the same or similar terms and conditions. BOEM seeks to obtain the Offeror’s best price based on its evaluation of discounts, terms, conditions, and concessions offered to commercial customers. The Government will conduct a price analysis to determine whether the proposed prices are fair and reasonable.

The Offeror must submit the following as part of the business/cost proposal.

IDIQ Pricing Proposal:

1. Completed Section B.2.2 of the RFP detailing the offeror’s proposed IDIQ fixed fully burdened rates for each contract period for each proposed software/technology and services. These rates will be utilized to develop task order pricing and should include any known labor, materials, equipment, and any other costs that are applicable to accomplish the work described in the tasks detailed in Section C of this RFP.

2. Explain the offeror’s proposed escalation rate, if applicable, for each contract period which will be evaluated for reasonableness.

3. Include any known subcontractor labor, materials, equipment, and any other costs in your price proposal.
