Questions and Answers #1
1)Q: How big are the current septic tanks?
1)A: 2,000 Gallons.
2)Q: Survey specifications state, “Engage a professional engineer to survey adjacent existing buildings, structures, and site improvements; establish exact elevations at fixed points to act as benchmarks. Clearly identify benchmarks and record existing elevations. Are CAD drawings available?
2)A: Yes, CAD drawings are available and will be provided after award.
3)Q: This project will have open trenches and pits with excavation. Is there a security/safety fence requirement? Will fencing be required for staging area(s)?
3)A: Yes, fencing will be required as a safety measure to protect people and adjacent structures/assets as necessary.
4)Q: The septic tanks need to be filled with water (Section 333133 – 3.7B Testing). Will water be available onsite for: a. dust control; b. compaction; c. testing?
4)A: The water is limited to standard hose bib on site. It is the responsibility of the contractor to secure and/or provide adequate water for the project’s needs.
5)Q: Is a fire plan required? If so, what are the requirements?
5)A: A site specific safety plan submittal is required that contains a section on fire prevention and protection.
6)Q: The specifications call out for a Fugitive Dust Control Construction Permit from Arizona Environment Department. Is this the only permit required or will we need to pull State Permits for the installation of new septic tanks?
6)A: It is the responsibility of the contractor to secure all permits require for the completion of work associated with this project, including those required by ADEQ, and any local, state, and government requirements.
7)Q: It appears that some septic tanks may be collapsed (in particular, BR #2). What is the procedure/expectations for soil contamination?
7)A: The current condition is unknown at this time; if soil contamination is discovered during construction, please notify the CO immediately.

8)Q: Staging – where are the proposed staging areas? And will these need to be fenced?
8)A: The staging area will be identified by the local field office personal; it is the responsibility of the contractor to protect, secure, and maintain safety for the visiting public. (The campground will be open during construction).
9)Q: On the plans, keynote 2 is connecting to the existing. Please confirm that this connection would be outside of the Bathroom Chase (stubbed out of building).
9)A: The connection is expected to be outside of the building but may require minor concrete chipping, fitting, and repair not to exceed one foot of building exterior. Inform CO if that is not the case.
10)Q: Please confirm if any cultural monitors or training will be needed during excavation.
10)A: No.
11)Q: Regarding the SWPPP Permit, all weekly monitoring will be needed by a certified person, or can the contractor perform these inspections?
11)A: Yes, the contractor can perform these inspections, with the proper certifications.
12)Q: Regarding surveying, what exactly is required to turn over? As-builts? What CLIN would this work be included in?
12)A: As-built drawings will be required at the completion of the project. The associated costs can be added to Item No. 3, New Septic Tank, Installed.
13)Q: What permits will be required through AZ DEQ or other entities?
13)A: It is the responsibility of the contractor to secure all permits associated with the completion of this project, with ADEQ, and local, state governments as required.
14)Q: What type of safety fencing is required? Is a standard 4-foot plastic construction fencing adequate?
14)A: Yes, standard 4-foot construction fencing is adequate, if it meets industry standards as required for this project.
15)Q: Can the superintendent wear multiple hats? For example, can the supervisor also serve as the quality control and safety manager?
15)A: FAR 52.236-6 Superintendence by the Contractor is listed in Section I: Clauses Incorporated by Reference (p.18). This clause requires the contractor to provide a superintendent on-site to direct and oversee the work site. The contractor shall have a qualified individual who has authority and is accountable for superintendence, safety, and quality control at any given time. However, qualified individuals may serve multiple roles.
16)Q: What is the age of the existing septic tanks?
16)A: Approximately 45 Years.
17)Q: What is the spacing between leach lines? (Not shown on plans) 17)A: Install per plans and specifications. See detail 4 on Sheet CS501.
18)Q: Air Quality – is a SWPP required?
18)A: See 3.2 (A) and (B) Fugitive Dust Control Construction Permit from ADEQ (p. 34 of Specifications).
19)Q: Can we use domed chambers in lieu of leach rock and pipe?
19)A: No. Installation of leach lines to be installed per plan and specifications.
20)Q: Is a topographical map of the area available to determine if the leach fields are designed correctly?
20)A: A CAD drawing can be provided containing elevation information after contract award.
21)Q: The site plan shows existing trees in the leach field area. The SOW did not mention anything about tree removal and haul off. Can you clarify?
21)A: Removal of vegetation is to be minimized. Contractor to identify vegetation that absolutely cannot remain in place to complete construction of this project before removal for government approval. All vegetation approved for removal is to be hauled of and disposed of by contractor.
*22)Q: The SOW does not mention anything about excess dirt. It calls for importing 330 cubic yards of rock. This means there will be 330 yards of excess dirt. Is this to be spread around the excavation site or does it need to be hauled off site?
*22)A: *Answer will be posted in a separate amendment*
23)Q: Is there a perc test?
23)A: Yes, the perc test was performed in compliance with ADEQ and can be made available after award.
24)Q: Where does this facility get its water from? If it is a well, Arizona State mandates that EVERY part of the septic system must be at least 100’ away from the wellhead. There are other areas of the septic regulations that can be pushed, but not this. They are steadfast on the 100’ setback.
24)A: Water is pumped from an onsite well that is over 100 feet away from septic tanks and leach lines.
25)Q: Who will be doing the inspection and what kind of lead time will they need?
25)A: Regular inspections will be performed by local BLM staff working out of St. George, UT, and will require a 3-day lead time. Milestone inspection will be performed by non-local staff and will require a 7-day notice.
26)Q: Has a signed permit been issued for this project, or is this the requirement of the Contractor?
26)A: It is the responsibility of the contractor to secure all permits as it pertains to the projects, with ADEQ, and local, state and government requirements.
27)Q: If the contractor is required to submit permit, who is responsible for changes issued by Mohave County during the review of plans?
27)A: If it is discovered that changes from the specifications are necessary, the CO shall be notified immediately.
28)Q: On page 11 of the specification document, it states to engage a consultant to provide planning, evaluating, and reporting using CPM scheduling. Does your office have a list of companies that you can refer to that provide these services?
28)A: The awarded contractor is expected to provide a construction schedule that shows all project task start and completion dates, task dependencies, and project milestones. There is not a list of recommended companies that perform scheduling.
29)Q: What is the flow rate for each system? (Information needed to receive quote from ADEQ for permit.)
29)A: Flow rates for each system are found in Appendix C Disposal Field Calculations of Attachment 7 - Design Report including GeoTech Rept.
