INTRODUCTION
This report was produced in support of the design for an onsite wastewater treatment facility and disposal works at Virgin River Campground in Mojave County, Arizona. The campground, owned by the Federal
Bureau of Land Management (BLM), has three restrooms that serve visitors year-round, every year. The scope of the work includes Title I and Title II services for the replacement of existing septic systems with new septic systems including new 2,500-gallon tanks for each restroom, new leach fields and related infrastructure.
PROJECT SITE DESCRIPTION
The campground is on 1934-acre federal land located in Mojave County, Arizona with a parcel number of
402-48-012. The property is framed on the Northwest by Interstate 15, which is the primary vehicle access. It is located approximately 20 miles southwest of St. George, Utah and comprises a portion of the southeast quarter of Section 15, Township 41 North, Range 14 West, Gila & Salt River Meridian.
EXISTING CONDITIONS
Land cover throughout the site is mostly desert valley vegetation. The site is relatively flat within a mountainous region and the property slopes from north to south. Along the southeast edge of the campground, the Virgin River flows to the southwest.
The Virgin River Canyon campground has three restroom facilities that serve campers year-round, every year. Each restroom facility is a 525 square foot brick, single story with 2 units per building and a janitorial closet. Restrooms 1 and 2 are located on the east side of the campground serving approximately 72 campsites. Restroom 3 is located on the west side of the campground serving approximately 38 campsites.
Campsites do not have power, water or sewer hookups, and amenities such as picnic tables and covered ramadas are shared.
Potable water for the restrooms comes from a well drilled and constructed in 1975, with Arizona Well
Registry number 55-637394. The well is drilled to a depth of 363 feet, and ground water is in the range of 250 feet to 270 feet below ground. The well yard is located in the northeast corner of the property close to
Interstate 15. Water is piped underground to the new tank yard next to the camp host site, near Restroom
1. The tank yard, constructed in 2021, consists of two water tanks, a meter and a new water chlorination treatment system.
Onsite Wastewater Treatment Page 4 of 11
Septic Design Report GLHN# 20049.20
Electrical power is provided by Dixie Escalante Power Cooperative. The onsite public transmission lines run underground to transformers located at the well yard, the tank yard and restroom 3. Private electrical services continue beyond the transformers for the host camp site and the restrooms. There is no site lighting and no other utilities at the campground.
EXISTING ONSITE SEWER
Each restroom is connected to one onsite sanitary treatment and disposal system. Each system consists of a
2000-gallon tank for waste collection and a leach field for wastewater disposals. The systems were installed in 1976 but have been intermittently inspected and serviced. The tanks have been pumped twice in the past 25 years, by Aardvark Waste Services, out of St. George, Utah. As they have exceeded their design service life, system replacement is recommended, and will be necessary due to the observed deterioration of the inner walls of the tanks. Existing concrete tanks shall be broken up, demolished in place, and completely removed. The removed concrete tank material can be temporarily stored on site with proper environmental mitigation before being hauled and disposed of at the St. George, Utah landfill.
PROPOSED CONDITIONS
The proposed improvements for each restroom will include a new 2500-gallon tank for wastewater treatment, installed in location of existing, and a traditional trench with gravel and perforated pipe leach field for wastewater disposal. A diversion valve will be installed just downstream of each tank to direct wastewater to the newly constructed or existing leach field to allow for intermittent field drying. The leach field will be sized according to the percolation rate of the native soils, using the guidance of Arizona
Administrative Code (AAC), Title 18, Chapter 9, Water Pollution Control. The leach fields shown on the 65%
Design Development plans herein attached are sized using the soil absorption rate (SAR) from the geotechnical investigation by Ninyo & Moore for this project. Please refer to the attached geotechnical report..
SEWER DESIGN FLOW
Estimated daily flows reflect the current Arizona Administrative Code (AAC), Title 18, Chapter 9, Arizona
Department of Environmental Quality (ADEQ), and Water Pollution Control. Portions of the code referenced will be shown by Section number, beginning with “R18-9-“.
Average Daily Flow (ADF) rates were derived using Table 1, Unit Design Flows from the AAC Flow rates were calculated based upon the number of camping units, and applying a maximum occupancy rate of 65% based on an evaluation of historical daily vehicle counts. ADF are given in gallons per day (gpd). Please refer to the appended sewer calculation sheets.
PROPOSED SANITARY SEWER DRAIN LINES
New PVC gravity sewer lines will connect to each building sewer drain line, flowing to the new septic tank by gravity at a minimum slope of ¼ inch per foot (2%) and maximum slope of 3%. Sewer lines will have two feet of cover at a minimum, and cleanouts installed in maximum 100-foot intervals and at each change in direction. Each cleanout will have a threaded plug and lid that is traffic-rated and water-tight.
PROPOSED SEPTIC TANKS
Per AAC requirement, each septic tank will have a liquid capacity of 2500 gallons, with a baffle wall inside so that two-thirds of the volume is at the inlet side, and one-third at the outlet end. Tank material will be either concrete or fiberglass. Each tank will have a traffic-rated lid and an opening near each end for inspection and cleaning. The openings will be a minimum of 20 inches in diameter and will include risers to final grade, with water-tight metal lids.
ONSITE WASTEWATER DISPOSAL
Wastewater disposal trenches are designed per AAC R18-9-E302. The disposal (leach) fields are designed per AAC R18-9-E302.C.2.a using an absorption rate of 0.60 gpm/sf. This rate is derived from the included geotechnical report at the design depths of the percolated pipes.

SEPTIC SYSTEM OPERATION AND MAINTENANCE
The onsite gravity flow sewer lines, septic tanks, and disposal (leach) fields will be maintained by BLM facilities staff or contracted services.
Regularly scheduled maintenance will be performed as outlined below. Inspections will be documented below and on additional forms as needed.
Annual inspections of septic tank. Pump out the tank as required, based on the inspection results.
Pump out the tank as required, based on the inspection results.
Routine monitoring of the private water meters at each building, monthly at a minimum. Immediately investigate building water systems for leaks in the event of an unusually high meter reading.
Twice annual inspections of the leach field. Evaluate condition of surface, measure liquid level at pump out ports.
Cleaning as needed to clear blockages will be performed by BLM facilities staff or contracted services, by snaking and flushing lines as required.

DO’S AND DO NOT’S
This section covers general items that will greatly increase the effectiveness and life of the system.
DO
• Landscaping or permanent structures should be planned prior to installation to ensure that the integrity of the system and access to its components are not jeoperdized.
• Keep accurate records of maintenance and service calls. The results will be valuable if system problems occur. Ensure that whoever services the system keaps a complete record with this ranual.
Warranty information on system companents should also be kept with these records.
• Practice water conservation. Reducing the amount of water use increases the life of the system and lowers power consumption. Take short showers and do not let water run unnecessarily while washing hands, food, teeth, dishes, etc.
• Be aware that a simple toilet float can hang up and result in over 2,000 gallons per day of wasted water. Use water-saving devices in the toilet tank and don’t flush unnecessarily.
• Be very careful about disposing of disinfectants in the system. These chemicals, will inhibit biological activity and can cause the septic tank and/or filter to fail. Additionally, disinfectants such as chlorine can degrade chemicals impregnated into the drip emitters to prevent slime buildups Digging up and replacing clogged drip line is time consuming and very costly. If using a disinfectant becomes unavoidable, use as little as possible. Borax (1/ cup/gallon water) is a good substitute. Antibiotics should never be disposed of in a septic system.
• Make this manual a living document. If maintenance items are routinely performed that are not covered in this manual, write them down and attach them. Photographs can provide added value. Additional instruction will be especially helpful if the property is sold and another owner takes over operation of the system.
DO NOT
• Do not connect storm drains to the septic system or allow surface water to drain into it. This will cause overloading of the system.
• Do not use excessive quantities of water. Repair leaky toilets, faucets, or plumbing fixtures. For a comprehensive list of interior water savings tips, contact the Arizona Department of Water
Resources.
• Do not flush undesirable substances into the septic tank. Flushing flammable or toxic products may be dangerous. Other materials such as paper towels, rags, newspaper, cigarettes, coffee grounds, sanitary napkins, large amounts of hair and cooking grease are a maintenance nuisance. These materials will also increase the frequency of septic tank pumping and may damage the filter.
• Minimize driving over any of the items in this system. If the septic tank is in an area subject to possible traffic, consider placing a barricade or row of shrubs to discourage traffic unless the tank has been equipped with a special traffic lid.
• Do not enter the septic tank. Work on the tank should be done from the outside. Gases generated in the tank or the lack of oxygen can be fatal.
• Do not dispose of antibiotics in the septic system.
• Do not use concentrated chlorine tablets or other chlorine products.
Onsite Wastewater Treatment Page 7 of 11
