· Complete all performance objectives outlined in the SOW.

· Provide a plan to plug in accordance with 43 CFR 3172:

· Confirm cement to surface

· Install marker plate

· Remove any remaining wellhead and cellar components

Surface Requirements:

Suggested site access for Cape Halkett will be provided, similar access routes may be found on the ePlanning website.

A summer site visit shall be conducted to confirm a full debris inventory, conduct debris clean-up and stage debris in super sacks or similar (if needed) for removal during winter work season. A recent BLM Inspection report or similar may be provided upon request.

The Contractor shall provide a Surface Cleanup Plan meeting section 3.6 of the SOW, specifically sections 3.6.1 A & C. Additionally any pilons safely accessible shall be cut at or below ground level. The extent of clean-up will be a minimum of seventy-five (75) feet and a maximum of one hundred-fifty (150) feet radial circumference from the well head, except for on water/ice. The perimeter of clean-up should extend to cover debris within the Cape Halkett area.

3. Legacy Well Site Description and History A general site description and history for the well identified in this Task Order can be found in the BLM Legacy Wells Summary Report, 2013. Site location coordinates provided in the Summary Report are approximate. Updated coordinates from are provided in the Wellbore diagram.

The U.S. Navy drilled Cape Halkett #1 in 1975. No drilling pad appears to have been established. Instead, wooden pilings supported an elevated platform above the water for camp and overall support for drilling operations. There are an extensive number of pilings at Cape Halkett #1 extending west from the well. An open casing extends 2 feet above ground level. It is located inside a steel framed and sheeted cellar that has been sheared on the east side and is completely rusted at the base. The cellar contains minor amounts of metal debris inside and broken cement blocks outside. There is no reserve pit present. However, two low gravel bermed areas were constructed, one around the fuel area and the other for discharge of drilling waste. The Cape Halkett #1 well was plugged back with three cement plugs set at 8,800 feet, 8,200 feet, and 7,830 feet. The final plug was set with a mix of ArcticSet and Class G cement from 1,425 feet to the surface of the well.

4. Well Bore Diagrams The graphic provided representation of the “current state” based upon the known well history. Documentation may not be complete and subsurface conditions may have changed in the time that has elapsed since the well was shut-in/plugged. The government makes no guarantees about the condition of the wells.
