About this file
This task order statement of work and related federal contract opportunity outline requirements for plugging and abandoning an orphaned well located in Alaska, along with associated site remediation and cleanup activities. The task order seeks performance of remediation services in accordance with the Indefinite Delivery Indefinite Quantity contract's statement of work, including plugging the Fish Creek #1 well per regulatory requirements and plans addressing collapsed casing. Surface cleanup must encompass a minimum 75-foot radius from the wellhead. The federal contract is a multiple award IDIQ reserved for Indian Small Business Economic Enterprises up to $47 million in size. It has a guaranteed $25,000 minimum and $200 million ceiling per awardee. Bonds will be required on task orders.

SAMPLE TASK ORDER #1
Fish Creek #1
Type of Contract: Firm Fixed Priced (FFP), Single Award Task Order Place of Performance: National Petroleum Reserve-Alaska (NPR-A), Fish Creek #1 well site is located 24 miles west of Nuiqsut, 129 miles east of Atqasuk, and 130 miles southeast of Utqiaġvik. Nearby sites include Atigaru Point 17 miles north and Camp Lonely 49 miles northwest.
Anticipated Period of Performance: August 2024-December 2025 Order of Magnitude: Over $10,000,000
1. Background The BLM anticipates awarding a Task Order for Plug and Abandonment of Fish Creek#1 with clean-up/remediation of surrounding area.
2. Task Order Basic Requirements Perform remediation services in accordance with the IDIQ Alaska Legacy and Orphaned Wells Statement of Work (SOW) (Contract Attachment 1) for one legacy well. In accordance with the SOW Section 3.8, alternate equipment will be considered for all wells listed in this task order.
Fish Creek #1:
· Complete all performance objectives outlined in the SOW and this TO. As outlined in the SOW 3.8.2 a rig capable of drilling to proposed bottom plug depth, milling and capacity to cut/pull tubing is required.
· Provide a plan to plug in accordance with 43 CFR 3172 as reference in the SOW 3.8.1 addressing the collapsed casing. This shall be presented as the primary plan and include an engineering review.
· Provide a plan to meet requirements of SOW 3.8.1 if unable to get past the casing. This shall be presented as the secondary plan and include an engineering review.
Surface Requirements:
Suggested site access for the Fish Creek #1 will be provided, similar access routes may be found on the ePlanning website.
A summer site visit shall be conducted to confirm a full debris inventory, conduct debris clean-up and staging of debris in super sacks or similar (if needed) for removal during winter work season. A recent BLM Inspection report or similar may be provided upon request.
The Contractor shall provide a Surface Cleanup Plan meeting section 3.6 of the SOW, specifically section 3.6.1 A. Additional soil removal may be required nearby the wellsite. The extent of clean-up will be a minimum of seventy-five (75) feet and maximum one hundred-fifty (150) feet radial circumference from the well head.
3. Legacy Well Site Description and History A general site description and history for the well identified in this Task Order can be found in the BLM Legacy Wells Summary Report, 2013. Site location coordinates provided in the Summary Report are approximate. Updated coordinates from 2021 are provided in the Wellbore Diagrams and Subsequent Report
Fish Creek #1: In 1949 the U.S. Navy drilled the Fish Creek #1 well to a total depth of 7,020 feet and cased it at 1,046 feet. There is a natural oil seep 1 ½ miles southwest of the test well. The Fish Creek #1 well site has a concrete platform (pad) underlain by an aircraft landing mat built on pilings. The concrete cellar is also reinforced with steel matting and houses the wellhead. Upon completion, the deep well was plugged back and then a second hole was sidetracked from 2,552 to 3,018 feet and cased at 2,915 feet. Cement plugs were set in the initial hole, there are no cement plugs present in the sidetracked hole above the shows.
An attempt to P&A Fish Creek in 2021 found unexpected collapsed casing/obstructions in the well. It was concluded that the project would have to be returned to another season with different equipment. A wellhead was installed to prevent hydrocarbons from reaching the surface. There is currently no pressure at the surface and no indication of hydrocarbon escapement.
4. Well Bore Diagrams Multiple diagrams are provided for each well. The first is a graphic representation of the “current state” based upon the known well history. Documentation may not be complete and subsurface conditions may have changed in the time that has elapsed since the well was shut in. The government makes no guarantees about the condition of the wells. The second schematic shows the current wellhead configuration. The third schematic represents the “desired end state” of the well and represents a suggested approach to plugging the well. It is not a strict prescription of a singular plugging method.
