About this file

This document contains a site inspection report of the Cape Halkett legacy well located in Alaska and the related federal contract opportunity for legacy and abandoned well remediation services. The site inspection report details observations from a visit to the Cape Halkett well site, including photographs showing the well cellar surrounded by water, pilings extending into the water nearby, and areas of discolored soil observed around the well area. The estimated potential surface work area is 1.66 acres.

The related federal contract opportunity is an IDIQ solicitation set aside entirely for Indian Small Business Economic Enterprise entities. It is seeking plugging, abandonment, and remediation services for wells on federal lands in Alaska, with a guaranteed minimum of $25,000 per contract and a $200 million ceiling. Performance and payment bonds will be required on subsequent task orders.

BLM Arctic District Office Surface Inspection Cape Halkett

70.7671 N, 152.4699 W

July 2019

The Cape Halkett legacy well is within Township 16 North, Range 2 West, Section 5, Umiat Meridian (Figure 1). The BLM landed at the Cape Halkett legacy well on July 7, 2019 to perform a site inspection.

The site was inundated with water (Photo 1). We landed near the well and walked around the areas that were not wet. The cellar was surrounded by water (Photo 2) with the wellhead visible inside. There are lots of pilings extending into the water to the west of the well (Photo 3). There were areas of discolored soil observed east and north of the well cellar (Photos 4 and 5).

We did not land at the area north of the well and it was inaccessible by foot due to the water.

Estimation of the potential area of surface work is estimated at 1.66 acres (Figure 2).
