Which many of us are located that are presenting?
So we are trying to get through this presentation without any hiccups, so Please be patient if there are and rejoin if necessary.
Thank you for being here and we look forward to a productive and informative session.
I will hand the presentation over to the USGS headquarters, Small business specialist, Sean Jones.
Jones, Sean M 3:32 Good morning, everybody.
My name is Sean Jones and like Trisha said, I am the headquarters small business specialist and I'm technically based out of Reston, VA.
However, I am located in Denver, so if you have any follow up questions or would like to meet or anything like that, I'm definitely able to do that on a local basis. Next slide.
So what is the small business office? The Small Business Office at the US Geological Survey is responsible for promoting and facilitating the participation of small businesses and federal contracting opportunities.
This office typically informs small businesses about available contracts, resources and assistance programs. We also provide guidance on how small businesses can navigate the federal procurement process.
And help to foster partnerships that support the US Geological Surveys scientific mission.
Now we cannot do this alone.
Small Business Office relies heavily upon other agencies such as the SBA and DUI's.
Small and disadvantaged business utilization office or ozdibu, to accomplish much of this. Additionally, in working with the SBA in Osdbu, we can help to negotiate and establish.
Established Bureau Small business goals.
In which we'll we will go over in the next slide.
Lastly, the Small Business Office serves as a contact for small businesses.
We can provide advice and guidance on how to help navigate the nuances that may hinder the procurement process.
I am also a contracting officer for the US Geological Survey.
So I do have some insight into some of the contracts.
And how small businesses, small businesses.
Should operate within those contracts as well. Next slide.
So let's take a look at the numbers for DUI.
For FY25, as shown here, DU is performance was pretty strong for the socio economic categories.
Small business exceeded its goals with 56% achieved against the 50.6 target that we had on the year. India's small business economic enterprises or isbe, fell a little short, getting 14% of the 15%.
Target for service disabled, veteran owned businesses or SDVOSBS. DOI came close to meeting its goal in achieving 4% against 5% target.
Women owned small businesses, or Wasps, exceeded expectations by hitting 11% compared to the 5% target. Hubzone performance also surpassed its goal with 6% versus the 3% and ability one remained nearly on target.
It with .4% of the .5% goal.
Overall, DOI demonstrated strong performance across nearly all categories with isbi, SDVOSB and ability 1 falling slightly short.
We anticipate that the SBA will still give us a scorecard rating that will reflect positive ratings similar to years prior.
Now I can also give this caveat that these goals were only set for DOI, and there were no Bureau specific goals that were set for FY25.
So please keep that in mind.
Next slide.
So let's take a look at exactly what the USGS buys. As you can tell from our top ten ax codes, the USGS focuses on science.
From professional services, testing, consulting and laboratory equipment, the US Geological Survey has a broad and diverse mission.
This is just a fraction of what we do here at the US Geological Survey, and this is a top ten list that represents 58.8% of all the survey buys.
Next slide.
Continuing the 1st 10X codes.
This is the next top ten or in the top 20% that makes up 14.65% of our buys. As you can see with these snakes codes. This speaks volumes because this is where science and IT kind of meet the the path together.
This was not the case 30 years ago, but times are changing and so is the US Geological Survey.
As technology improves, so does science and we must be the better to meet it head on some of the ways that things are changing are through R&D. As you can see with the next codes that have been highlighted in blue.
That is this category and there will be another category or another next code that is 541370 which is also ranked 48 and our buys from the survey last year.
In all the top 20 next codes that are utilized at the US Geological Survey make up 72.88% of our purchases.
Next slide.
So how can you do business with the US Geological Survey?
We are required by law to post our annual forecast and that goes on to the GSA acquisition gateway under the forecasting options we are currently working to get our current fiscal year posted.
We've had some nuances and caveats that have changed in regards to that, so hopefully we will have it posted by next week.
Please make sure that you are filtering by the agency and organization.
Accordingly, and that will get you to the forecast that you actually wanna see.
Next slide.
Secondly, most opportunities with the US Geological Survey are posted on to Sam.
Gov.
Others may be posted to other government points of entry or GP ES such as GSA or NASA SOUP, but most large dollar threshold contracts will be on sam.gov next slide.
If you have any further questions or information regarding small business or any information regarding USGS acquisitions, FA forecasting or small business, you can actually go to this website here.
And there should be a link to my e-mail as well and I can give you my e-mail as sm.jones@usgs.gov if you have any other questions.
Patricia.
Beals, Trisha M 10:35 Thank you, Sean.
All right, I am excited to walk you through the history and acquisition strategy of
GPSC 5.
Let's walk through some key objectives for today's acquisition session.
We'll begin with a brief history of the geospatial products and services contract, highlighting how this contract vehicle has evolved over time to meet the growing and changing needs of the USGS and its partners.
Next, we'll provide an overview of the GPSC version five A&E IDIQ requirements.
This 5th iteration will continue to support our mission critical Geospatial data acquisition efforts with a focus on quality, flexibility and partnership. A central component of GPSC version five is the Brooks Act qualification based selection process as required by law. This process ensures that firms are selected based on.
Demonstrated competence and professional qualifications rather than price for architecture and engineering services.
We'll also cover the submission requirements, giving you a clear understanding of what we're looking for and proposals to prepare a responsive and competitive submission.
Finally, we'll share key dates related to the GPSC version 5 acquisition timeline.
So you can plan accordingly and stay engaged throughout the process.
These objectives are designed to ensure transparency, promote collaboration and uphold the integrity of the federal procurement process.
We're committed to providing you with the information and tools you need to participate successfully. Next slide please.
Let's take a moment to look at where we are today with GPSC 4. Currently GPSC 4 is active, the USGS geological.
I'm sorry, the US Geological Survey is currently managing and leveraging the 4th iteration of the Geospatial Products and services contract, also known as GPSC 4.
It is an indefinite delivery, indefinite quantity contract vehicle, also known as an IDIQ.
The GPSC 4 carries a maximum contract ceiling of 850,000,000 / 5 years spanning from August of 2021 through August of 2026.
Since the inception of the GPSC Program, Combined Task Orders awards have exceeded 1 billion.
Demonstrating the scale and impact of this contract vehicle in supporting geospatial data acquisition across the country.
Task orders under GPSC 4 are negotiated directly with qualification based, selected large and small contracting firms, ensuring that the USGS data specifications are consistently met. This approach allows us to maintain high standards while fostering collaboration across a diverse vendor base.
GPSC 4 is primarily used for data acquisitions and is utilized by governments at all levels.
Federal, state, local and tribal, often through strategic partnerships.
The Amplify our reach and effectiveness.
Key USGS initiatives such as Thredup or 3D Elevation Program 3D HP 3D, which is 3D hydrography program, and Earth MRI, which is Earth mapping resources initiative, rely heavily on GPSC to fulfill their missions. As we look ahead, USGS is actively pursuing the next it.
Of this contract vehicle building on the success of GPSC 4 to continue delivering high quality geospatial products and services.
That support science.
Decision making and public safety.
Next slide please.
This slide shows the overall growth of GPSC contracts through the years since its first award in 2006. As you can see by the chart, this is we are currently going in on the 5th iteration of GPSC.
This shows the information from GPSC one all the way through current GPSC 4.
It shows the growth of the program and.
We look forward to its continued growth. Next slide please.
Let's take a look a closer look at the GPSC 5 contract opportunity. The GPSC 5 is an architecture and engineering indefinite delivery an indefinite quantity IDIQ contract which is designed to support the USGS with professional geospatial mapping services.
These services must be performed by licensed professional engineers.
Certified mapping scientists certified PHOTOGRAMMATRISTS or registered land surveyors in accordance with federal standards.
The request for qualifications for GPSC 5 is currently posted to Sam Gov. Under notice ID 140G0225R as in Robert 0022. You can also find it by using a search tool just by typing in GPS.
Five, we encourage all interested in qualified firms to review the notice and prepare their submissions accordingly.
We encourage interested vendors and stakeholders to monitor Sam Gov regularly to stay informed of any changes or clarifications that will and have been posted via amendment.
We have thus far posted several amendments for clarifications and Q&A thus far, and we anticipate there will be further amendments posted.
We anticipate awarding multiple IDIQ contracts up to 10 awards to ensure that we have a strong and diverse pool of qualified firms to support our needs.
These awards will include a mix of large and small businesses in alignment with our commitment to promoting competition and supporting small business participation in federal.
Contracting.
The government estimates awarding up to the maximum threshold of 850 million, which will be applied across all awarded idiq's.
Collectively, this is a not per contract dollar value.
This will span over the five year period. Each award will include a minimum guarantee of $100,000 to ensure that every selected firm receives a baseline level of work under the contract.
It's important to note that this threshold is contingent upon full funding of USGS programs, including the national geospatial Programs 3D Elevation program.
The required services under GPSC 5 are broad and technically demanding.
They include remotely sensed data acquisitions from multiple platforms, such as crude airborne platforms, uncrewed systems, vessel based platforms and space based data sources to meet the needs of the government. Firms must demonstrate capabilities in crude airborne acquisition of remotely sensed data for multiple simultaneous large scale projects.
Each each covering of at least 1500 square miles. It's also important to clarify that this contract is not intended for IT services, hardware, or unrelated capabilities.
The focus is strictly on geospatial mapping services as defined as professional services under the Brooks Act.
The structure is designed to support a wide range of A&E services while maintaining agility, fairness and strategic alignment with our mission.
This is a significant opportunity to contribute to the USGS mission and support national geospatial initiatives, and we look forward to engaging with qualified firms and continuing our tradition of excellence in geospatial data acquisition. Next slide, please.
Let's talk about the range of acquisition services supported under GPSC 5.
The USGS requires remotely sensed data from a wide.
From a wide variety of platforms, and this diversity is intentional.
It reflects the expanding portfolio of our national programs and the evolving needs of our mission.
As you can see the some of these platforms include Uber and systems satellite derived sources, topographic and bathometric, LIDAR and radar hydrographic data extraction from LIDAR vessel based sonar, natural color, 4 band multispectral and hyperspectral imagery, airborne, electromagnetic and geophysical data and unoccupied systems.
What we really want to emphasize is that this contract is not limited to lighter or radar.
It's about leveraging any and all platforms that can support our mission, especially our national level programs like 3D3D, HP and Earth MRI.
This broad scope ensures that we can, that we can continue to deliver high quality science driven geospatial products that inform decision making across federal, state, local and tribal governments.
Next slide please.
Let's talk about NYX codes associated with this acquisition.
These codes are defined.
These codes define the types of services that we are procuring and help ensure that the qualified firms are properly categorized. The primary NAICS codes for the GPSC 5 A&E IDIQ are 541330 engineering services, 541360 geophysical surve.
And mapping services.
And 541370 surveying and mapping services accept geophysical. These codes reflect the broad range of technical expertise we're seeking from traditional engineering to specialized geophysical and mapping capabilities. It's important to note that firms must be registered and active in Sam, Gov. Under one or.
More of these snakes codes to be eligible for award.
This ensures compliance with federal regulations and confirms that vendors are properly vetted and ready to do business.
Business with the government. If your firm has not updated its Sam Gov registration recently, we strongly encourage you to review it and make sure your next codes are current and accurate.
Thank you for your time and I will turn this presentation over to contract specialist Beth Wilson.
Wilson, Beth 21:09 Thank you, Trisha, and good morning everybody.
And as Trisha said, I'm the contract specialist for the Denver acquisition branch and for GPSC.
As Trisha has mentioned earlier, this requirement will follow the Brooks Act.
The Brooks Act requires that these services be acquired through a qualification based selection.
This means that firms are selected based on their professional qualifications and technical competence, not on price.
Process begins with the part one, the SF 330 request for qualifications. Next, in Part 2, the most highly qualified firms are invited to submit their qualifications.
Their request for proposals.
A separate evaluation will be conducted for small business set aside.
Finally, once the top ranked firms are selected based on qualifications, the agency enters into price negotiations. If a fair and reasonable price cannot be agreed upon, the agency moves to the next most qualified firm.
I'd like to take a few moments to go over the weights of the evaluation criteria.
They are listed in descending order of importance and it is essential that you send that your submission clearly addresses each one.
Factors A&B are are of equal importance and represent the most heavily weighted areas of the evaluation.
Within factor B, both sub factor one and two.
Are equal.
Factor C The professional qualification is less important than factors A&B, but more important than factors D&E, which are equal in importance.
Factor F the small business participation applies only to large businesses and is the least weight factor.
We realize that factor F was not weighted in the request for qualifications.
And this will be addressed in the next amendment.
This slide shows the sub contracting plan goals. As you can see the goals are 23% for small business, 5% small disadvantage, 5% for women owned, 3% for hub zone and 3% for service disabled veteran.
A subcontracted clan is required for all large businesses.
The subcontracting goals are requirements placed on the prime contract.
Actors to ensure small businesses receive a fair share of subcontracting opportunities.
They are not performance goals for the government, but contractual obligations for the prime contractor.
Section H must be submitted as a separate attachment titled Section H Attachment.
It must include narrative responses for factors a through H the total page limit is 75 pages.
This is cumulative across all evaluation factors combined, not 70 Pi 75 pages per individual evaluation factor.
Pages beyond the limit will not be evaluated.
Clear labeling and organizations are strongly encouraged.
Non compliance may lead to rejection or lower ratings.
All submissions must be emailed to the GPSC 5 at USGS Gov by January 14th, 2026 at 5:00 PM Eastern.
Your package must include the SF 330 section A through G.
SF 330, Part 2 for each firm involved, including the prime and subcontractor.
Section H shall be submitted as a separate document and include a narrative response.
For each sub factor or for each factor, excuse me.
Also, in your submission, the teaming agreement shall be submitted as a table or a list and include participation. Percentages shall include an equipment descriptions, the subcontracting plan for large businesses only.
And Please note only one submission per team member as prime is allowed.
Are key dates that we have questions are due by December 31st, 2025.
And the PPQ's in SF Three 30s are due January 14th 2026 by 5:00 PM Eastern.
Please ensure your submissions are timely and complete.
Late submissions will not be accepted.
And that is it for me. Were there any questions regarding the acquisition slides?
I don't.
Beals, Trisha M 26:39 I'm not.
Wilson, Beth 26:39 I can't see the chat so OK.
Beals, Trisha M 26:40 Yeah, I'm not seeing any, Beth.
I was just double checking.
I'm I'm not seeing any.
Wilson, Beth 26:44
OK.
Beals, Trisha M 26:44 So we'll go ahead and continue and turn it over to Kim. And if there's any further questions, we can keep track of chat.
Thank you.
Mantey, Kimberly S 26:58 Thank you, Trisha, Beth and Sean.
Hello everyone again.
My name is Kimante and I'm the director of the National Geospatial Technical Operations Center.
I'll be using our acronym Ng talk probably to the rest of this presentation, just to save my voice.
With me today is Hannah Boggs, deputy director of the Ng Talk.
She's here as the GPSC falls under her portfolio.
Next slide please.
Please.
I am going to ask that.
Please hold your questions till the end of the slide deck and if you can also document the slide number you are referencing. This will further support our ability to effectively answer your questions.
For today, the United States Geological Survey consists of five mission areas.
The core science mission area includes several key programs and centers that are involved with the GPSC.
Today we will specifically be discussing the role of the National Geospatial program and the National Geospatial Technical Operations Center, both nested under the core Science Systems Mission area at the USGS. And I was remiss before I forgot to mention my presentation today will be a high level SY.
Of the organization's at the USGS.
That use and manage the GPSC as well as an overview of the major geospatial and mapping initiatives mentioned by Tricia at the USGS that leveraged this suite of contracts for data acquisitions and services.
Again, what you're looking at is the core science Systems area mission.
Specifically, today I'll be talking about the National Geospatial program and the National Geospatial Technical Operations Center.
Next slide please.
The NGT talk is responsible for management and oversight of the GPSC.
The GPSC serves as the primary acquisition vehicle for several major USGS programs, including the 3D Elevation Program, acronym 3 depth, the 3D hydrography program, acronym 3 DHP, and the Earth Mapping Resources Initiative acronym Earth MRI.
The GPSC 5 will continue to emphasize the importance of data quality.
All data collected must meet rigorous specifications for accuracy, precision and consistency.
Contractors should have QAQC programs in place and be prepared to check against USGS standards.
The goal of the USGS is first time acceptance of data deliveries to ensure rapid publication to the national map where applicable.
For data acquisitions under the three DEP and three DHP, contractors will primarily work with two teams at the NGTOC the commercial partnerships team and the Office of Operations. The Ngtalk commercial partnerships team acronym, CPT, provides management and oversight of the GPSC contracts.
Hold on, excluded my notes.
CPT managers are certified contracting Officer Representatives acronym, course, and the team includes experts in tribal policy, intergovernmental agreements, financial management and data management.
The Ng talk office of Operations supports CPT and GPSC contractors by reviewing and publishing elevation and hydrography data for the three DEP and 3D HP respectively.
Contractors will engage directly with CPT and operations staff throughout the lifecycle of each task order.
Receiving technical guidance and support to ensure successful.
Delivery and acceptance of data.
Next slide please.
The USGS Mineral Resources Program acronym MRP is modernizing geologic mapping through the Earth Mapping Resources Initiative Earth MRI.
This initiative supports the $106 billion geologic resource and mining sector by identifying areas with critical mineral potential.
The GPSC is the primary vehicle for acquiring geophysical data for Earth MRI with 90% of data acquisition occurring through the GPSC suite of contracts.
The goal is to complete high resolution coverage of known and emerging mineral focus areas for the United States. For these tasks specifically, contractors will be interacting with the Ng talks, commercial partnerships Team CPT for data acquisitions and other USGS scientists outside of the Ng talk for review and.
Approval of raw data.
Next slide please.
The National Geospatial program acronym NGP is the USGS's programmatic lead for topographic mapping, including elevation and hydrography.
The National Geospatial Program is responsible for funding acquisition for the 3D national Topography model acronym 3D NTM, which will integrate data from the 3D Elevation program and the 3D Hydrography program into a larger 3D model for the nation.
These programs are authorized and supported by legislation.
Such as the national Landslides Preparedness Act and the Geospatial Data Act of 2018, the 3D NTN provides foundational data for scientific research, infrastructure planning, and hazard mitigation.
The GPSC 5 will be one of the primary acquisition mechanisms for the 3D NTM, ensuring that data is collected to meet national standards.
The Ng talk, as discussed before, is the operational hub for the National geospatial.
We provide leadership and technical expertise in geospatial data acquisition, validation and delivery.
A little bit about Ng.
Talk further.
We support a wide range of topographic mapping products and services, including the US topographic program, Topa Builder application, 3D elevation data and 3D hydrography data.
These products form the backbone of the national map and are used by federal, state and local partners for planning, emergency response and resource management.
Entitlek operates primarily from 2 locations, Denver, Co and Rolla, MO.
I'm happy to stay here in Denver, Co.
We still have Internet and power, so I'm grateful for that.
Next slide please.
So I pulled this slide and the text from, excuse me, just the text for this slide directly from our national topography model webpage.
I don't think that I can explain what this is any better than that.
Website. It really is an excellent description of what is the 3D national topography model.
Topography is defined by terrain and water, each influencing and shaping each other.
The USGS 3D national Topography Model initiative embraces this inherent relationship between the Earth's surface and the water that interacts with it.
The 3D NTM updates and integrates USGS elevation and hydrography data to model the nation in 3D. The 3D NTM is comprised of three components that respond to statutory obligations under the National Landslides Preparedness Act that authorizes the three DEP and the Geospatial Data Act of.
2018 that directs us to one, collect, maintain, disseminate, and preserve geospatial data such that resulting data, information, or products can be readily shared with other federal agencies and non federal users.
And two.
Coordinate and work in partnership with other federal agencies.
Agencies of state, tribal and local governments, institutions of higher education.
And the private sector to effectively and efficiently collect, integrate, maintain, disseminate and preserve geospatial data, building upon existing non federal geospatial data to meet the extent possible.
We need to be the primary acquisition mechanism for.
For the 3D NTM, enabling the USGS to meet national mapping goals and support programs like Earth, MRI and the National Landslides Preparedness Act.
Next slide please.
We've all mentioned this throughout this presentation. One of the major national programs that is currently heavily leveraging the GPSC and we anticipate continuing to leverage the GPSC 5 is the 3D Elevation program.
A bit of background on the 3D elevation program. Since the early 2000s.
The USGS has been building towards national elevation coverage one year at a time.
This effort involves more than 300 partners across federal, state, local and tribal governments.
Today, the USGS distributes over 72 trillion elevation points.
GPSC contractors have been instrumental in this success and the GPSC 5 will continue to support national scale mapping. Contractors should be prepared to engage in collaborative projects that leverage best practices and shared funding models.
The next generation of Sedep I should take a step back.
We are closing on in on completion of acquisition for the three debt baseline. Very exciting.
We're about 99% of the way there and we are shifting our focus to the next generation of three dev, the next generation of the three dev is designed to meet user requirements identified in the 3D nation study.
Key upgrades include improved quality levels, more frequent updates, integration of bathometric data.
And better alignment with the 3D HP. These enhancements will support more analysis, ready data products and improve discovery and delivery mechanisms.
The 3D NTM call to action outlines the strategic direction for these improvements and emphasizes the need for contractor support.
Contractors should be prepared to deliver high resolution data that meets evolving specifications and supports national priorities.
Next slide please.
We've increased the capacity for inland bathymetry in GPSC 5. This is due to the fact that inland bathymetry is a growing focus for the 3D. The three depth and the 3D
NTM. The USGS will serve in a complementary role to other agencies to facilitate a system.
National approach to acquiring TOPO Bathymetric Lidar for Rivers and lakes.
Key components include acquisition partnerships, integration of LIDAR and SONAR datasets, and coordination on specifications and best practices.
GPSC contractors.
Currently acquire small amounts of inland bathymetry each year and this is expected to expand significantly under the 3D NTM applications include flood modeling, dam removal, science and other scientific activities. Contractors should be prepared to support this expansion through innovative acquisition strategies and technical expertise.
Next slide please.
The second major initiative that was mentioned earlier that the GPSC 5 is intended to support is the 3D hydrography program published in July 2024. The three DHP call to action sets the stage for future surface water mapping. It outlines integrated steps needed to remap the.
Nation's streams, rivers, lakes and other water bodies.
The framework models the flow of water across landscapes and through other surface water network supporting flood.
Modeling water quality analysis and other.
GPSC.
Five contractors will play a critical role in acquiring the data needed to implement this vision.
The call to action provides clear guidance on specifications, priorities and expected outcomes for the 3D HP. Next slide, please.
The 3D HP introduces a simplified approach to hydrography data acquisition and management.
It is derived from and aligned with the three depth elevation data, ensuring spatial integration across datasets.
Input source data must meet acquisition specifications and is validated by the Ng talk before integration into the 3D HP Model Note input source data is referred to as elevation deriot hydrography.
Flowlines are designed to meet match, elevation, and catchments are aggregated to build hydrologic units.
GPSC.
Five contractors will be responsible for acquiring the foundational data elevation derived hydrography that will be ingested by the USGS into nationwide models under the three DHP and published via the national map.
Next slide please.
I think this slide is a nice visual example of the differences between the now retired national hydrography data set and HD and elevation derived hydrography lines derived from three DEP elevation models.
This line work is intended for ingest into the 3D Hydrography program national level data model. As I discussed earlier, if you cannot see the screen, I'll go ahead and walk through this for you very quickly.
The lines in teal.
Our elevation derived flow lines that are collected under the 3D hydrography program.
The lines in the purple color that have less density, less detail are the retired NHD flow lines.
Give you a minute just to look at that.
All right.
Next slide please.
In summary.
The 3D national topography Model 3 DNTM represents a strategic effort to align elevation and hydrography data under a unified framework.
Might have to click through this one.
Too.
There we go.
And keep clicking through it.
Oh, sorry. Go back one please.
My apologies everybody.
This alignment is not only about data integration, it is about harmonizing acquisition, processing and delivery workflows to create efficiencies and enable new applications.
Think of the 3D NTM as a Venn diagram where the 3D and 3D HP intersect.
Our goal is to streamline operations and ensure that both data sets share common accuracy standards, enabling more powerful modeling and analysis.
Next slide please.
To round out this presentation, why are we doing this?
Why do we have this contract?
Why are we here?
The USGS has provided topographic maps for over 140 years.
This began with hand drawn maps in the late 1800s and has evolved into today's digital products.
These maps are a synthesis of all the national map data sets, which are maintained by the National Geospatial Technical Operations Center, including elevation, hydrography, boundaries, structures, and transportation.
The quote from John Wesley Powell underscores the enduring value of topographic mapping to the American public.
The GPSC 5 will continue this legacy by enabling acquisition of high quality geospatial data that supports the modern mapping products for the nation.
Thank you for your time and attention. Any questions?
Beals, Trisha M 42:29 Kim, I'm not seeing any in the chat.
There was one question, not technical related in regards that the meeting will be recorded for those who wanted to attend but couldn't.
Yes, it is being recorded.
OK, I'm still not seeing any come through.
I want to thank each of you for attending this presentation today.
Your time is valuable and we appreciate it if you have further questions.
Oh, we have one question.
Let's see.
Kim, this question would be technical.
Do you anticipate Dave?
Nielsen asked.
Do you anticipate much sonar based bathymetry?
Mantey, Kimberly S 43:29 Thank you. That is a good question.
I'm going to answer it and we will also follow up with more detail.
We anticipate the possibility of much sooner based path imagery.
We don't know what we don't know in terms of inland rivers and water bodies, so.
We expect an increase in this from the GPSC 4. I would be unable to provide you with a percentage of what we would be looking for in the GPSC 5 and we will follow up with more information on that question.
Beals, Trisha M 44:15 OK, we did receive one question from Colin Collins.
Beth, this is more of our will be more of our question.
Question is, when requesting a copy of the completed PPQ for a section F project, we were informed by USGS that instructions were explicit.
They don't want to send the forms while the procurement is active.
Are you ensuring that USGS PPQ evaluators are aware that they must provide the?
Offer with the completed copy of the PPQ form to include the offer submission.
If so, could you confirm that USGS will be providing copies of completed PPQ forms to offers before the response date?
There is a lot to that question.
So we will go ahead and table that and answer that one via amendment.
Next question, do you see?
Any this is technical. Kim, do you see any CMMC language or requirements throughout the life of GPSC? Five question is from Carlos Prieto.
Mantey, Kimberly S 45:29 Carlos, can you specify via chat the acronym CMMC?
So I can better answer your question.
Beals, Trisha M 45:45 While we're waiting on that one, Kim will go to another one.
And Carlos, if you want, we can.
You can always ask that GPS C5 at USGS Gov.
And we can answer there as well.
With the holidays coming and more amendments coming, can you extend the proposals due dates to the end of January?
That question was by a Altman.
We will take that into consideration if the proposal due date will be extended.
That will be posted via amendment.
Circling back to Carlos's question in regards to what CMMC stands for, Kim means cybersecurity maturity model certification.
Mantey, Kimberly S 46:33 Carlos, thank you for asking this question.
We were wondering if it was going to come up.
We will follow up with this one via amendment to make sure we get it right.
Beals, Trisha M 46:44
OK.
Next question, technical.
From Nathan Nathan, I'm probably going to butcher your last name. Eek.
Nathan Eek is there a breakdown of the expected budgets for three DEP versus 3 DHP projects?
And then there's follow on to that as well, once you answer.
Mantey, Kimberly S 47:08
OK.
Thank you, Trisha.
So my answer to this one is going to be a little bit long.
Give me a second.
I'm making a few notes to collect my thoughts.
I want to try to limit all the words I'm going to use.
Simply put, at this time we don't have a breakout of budget for three DEP and 3D HP acquisition.
The reason for this is we currently are operating under a continuing resolution through January 31st of 2026.
We are waiting to receive an actual budget for fiscal year 2026 at that time, based on congressional appropriation. We then figure out what our budget is going to be for three DEP and three DHP collections.
There is some language in both the House and Senate marks that are public record that you can always take a look at.
For this contract, the GPSC 5, which will be starting in 2027, we do not yet have a proposed budget from Congress for 2027.
We only have the President's budget, which is embargoed right now, so I can't talk about that.
So unfortunately, no, I can't give you a projected budget for three deport 3 DHP. This is this is part of just the federal budget process and we receive our information and our allocations after that.
In terms of are the three DEP and three DHP collections expected to coincide or be separate areas? Slash projects? I have multiple answers on that one.
Let's start out with collecting of three DHP over existing 3D baseline data.
So when I'm referring to that what I'm talking about is anything that has been provisionally accepted for three dev and exists on the national map or we're getting ready to publish it on the national map.
In those cases, what we've seen is 3 DHP collection off of that data, either off of source data rasters in their native resolution and coordinate reference system.
Or off of a product called the seamless 1M that USGS is currently producing.
It's it's really dependent on project right now.
We're still working through this operationally. We are seeing instances where three DEP data is currently going.
Through our validation process and there is an ask to be concurrently collecting 3
DHP.
These are not frequent at this time, but there is definitely a possibility that it is going to continue into the future and then the third answer to this question is moving forward. Would you be flying for three DEP data and then collecting the three DHP concurrently off of?
That I think that that is a direction that the USGS wants to go.
Were not there yet, with issuing task orders, but it is absolutely something that Ng talk and NGP are taking under advisement and figuring out how we can incorporate incorporate that into our specifications.
So I hope that that effectively answers the question.
In summary, it's all of the above it it does happen and it doesn't happen right now.
Beals, Trisha M 50:22 Thank you, Kim.
We have another question technical from Richard Roller for satellite based data.
Will the USGS require the contractor to task for satellite data, or will this solely be processing from existing satellite data provided by USGS?
Mantey, Kimberly S 50:41 This one's for me, right?
Beals, Trisha M 50:43 Yes, sorry.
Mantey, Kimberly S 50:44
OK.
No, no, that's fine.
We're gonna follow up with this one on amendment there is.
This is a great question.
I understand why this is being asked.
I wanna make sure that we get the language very specific and very correct.
So this is something we're gonna go back and follow up on and put out via amendment.
Beals, Trisha M 51:05 There are two questions that are very similar in nature.
One is from Vladimir.
Can you confirm 10 firms total will be selected?
Could you indicate how many small business versus large business?
The second question from Carlos Prieto.
Historically, we have seen six large business and four small business IDAQ awarded.
Do you see any changes for GPSC 5?
So I'll address those together.
We do not anticipate seeing any changes for GPSC 5.
However, it is all dependent on the submissions and the submissions of what we get, so there is a.
A high probability. It'll be very much like GPSC 4 so, but keep in mind it's all dependent on what we receive.
Next question from Colin Collins.
Could you inform us of file size limits and file type expectations for submission contents?
We will go ahead and follow that up via amendment.
We'll go ahead and check file size limits to ensure that we can receive everything that is being submitted.
Those are all of the questions that have come in thus far.
Are there any other questions?
That anybody would like to have addressed today, if we can.
OK.
I am not seeing any further questions, Kim.
I.
I kid, I kid one more.
Technical in nature.
Kim from Kerry Mapes.
Concerning satellite data, will the government be providing access to G e.g. D?
Mantey, Kimberly S 53:05 Carrie, if you can spell out the acronym again to make sure that we appropriately answer the question, that would be fantastic.
And Tricia, there was a key point to the satellite question above with solely that, I want to make sure we focus on too in our amendment.
Beals, Trisha M 53:23
OK.
OK.
And again, all of the questions that are being asked, even those that we have answered will be posted via amendment.
Mantey, Kimberly S 53:56 Thank you, Carrie.
Beals, Trisha M 53:56
OK.
Mantey, Kimberly S 53:57 This is one we'll definitely have to answer with amendment.
Beals, Trisha M 54:07 Thank you, Kim.
OK.
I'm going to go ahead and call it for any further questions for today.
If more follow through via the chat feature, we will go ahead and include those also in the amendment.
We do encourage you, after the end of this phone call or this call, that you submit all the questions.
Any further questions via GPSC 5 at USGS Gov.
I thank you for your time and attendance.
And if again, if you have any further questions, please feel free to reach out. Thank you so much.
