About this file
This document is an Attachment containing Questions and Answers (Q&A) for a USGS (U.S. Geological Survey) procurement process dated 11/21/2025. The Q&A addresses key clarifications for offerors regarding the submission requirements for SF330 Part I, including guidance on project examples, past performance, and evaluation factors. Specific details include:
Submission requirements mandate that offerors can list up to ten projects in Section F, with all projects having a Period of Performance between January 1, 2020, and December 31, 2025. Active and completed IDIQ contracts and task orders are permitted, but must include a Past Performance Questionnaire (PPQ). The evaluation will consider Factor A (Past Performance), Factor B (Specialized Experience and Technological Competence), and Factor C (Team Qualifications). Key submission instructions require two documents: a completed SF330 Part I and Part II in PDF, and a separate Section H document. Teaming agreements should be summarized in a table or list and made available upon request, with key personnel details submitted in Section E of the SF330.

Attachment Four Questions Received 11/21/2025
1. Several questions have been answered with new information not reflected in the amended pre-solicitation synopsis. For example, the synopsis does not state that projects must be completed (e.g., answer to the fifth question to the first QA on 11.20.25). During this procurement process, when there is a conflict, discrepancy, or for instance, new direction provided in QA that is not reflected in the amended synopsis, which document takes precedence? In the event of a conflict or discrepancy between the amended synopsis and the responses provided in the Q&A, the most current and formally issued synopsis documents (including any amendments take precedence. If there is any uncertainty, offerors are encouraged to submit clarification questions in writing to GPSC5@usgs.gov.
2. Are active IDIQs (for example GPSC4) that include multiple completed individual task orders permitted to use as a project for Section F (projects)?
Factor A has been revised to reflect the following regarding acceptable Active IDIQ’s and Task Order’s:
FACTOR A. Past performance on similar prior contracts for the USGS, and other Federal and State agencies, relating to the required services as described in this announcement Contract Requirements. Demonstration of the capability of the firm through the submitter’s SF330 Part 1, Section F, Key project examples.
CPARS will be pulled by the Contracting Officer and accessed by DOI/USGS to support the evaluation. CPARS does not need to be submitted in Section H.
CPARS Reports that shall be evaluated must have a Period of Performance that falls within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025. For an active Federal IDIQ or IDIQ type Contract that may not end prior to December 31, 2025 may be submitted if there are Interim CPARS reports available to evaluate. Interim CPARS reports are only acceptable for Active Federal IDIQ’s.
For active IDIQ-type contracts that are not federal and where there are no CPARS, offers may list projects for Section F, as long as a PPQ is submitted by the state agency. If an active IDIQ does not have an interim or final rating in CPARS, a PPQ must be submitted.
IDIQ’s and Task Order’s may be submitted separately.
IDIQ’s must have a period of performance that falls within the last five years.
(e.g. 2018 – 2023, or 2022 – 2027, etc.)
Fully completed Task Orders or Individual Projects that are submitted must have a Period of Performance that falls within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025.
mailto:GPSC5@usgs.gov
Completed Task Orders must have a final rating in CPARS or a PPQ submitted.
Offeror is responsible for ensuring that the customer references cited in Section F of the SF330 receive, complete, and return the Attachment 1 Past Performance Questionnaire (PPQ) (provided with the synopsis). A maximum of ten (10) projects for (Active and Completed IDIQ’s, and Completed Task Order’s/Individual Projects) must be listed in Section F. A PPQ must be accompanied by each project listed in Section F. If an active IDIQ does not have an interim or final rating in CPARS, a PPQ must be submitted. Projects and PPQs submitted must be for projects (Active and Completed IDIQ’s and Completed Task Order’s/Individual Projects) that have a Period of Performance that falls within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025. Active IDIQ’s that include multiple completed individual Task Orders are permitted to be used as a project for Section F.
PPQ’s must be submitted to the Contracting Officer no later than January 14, 2025, 5:00 PM ET via email to GPSC5@usgs.gov. PPQs are required for each project listed even if CPARS is available.
3. Are active IDIQs (for example GPSC4) that include multiple completed individual task orders permitted to use as a project for Section E (resumes)? Yes, Active IDIQ’s that include multiple completed individual Task Orders are permitted to be used as a project for Section E (Resumes).
4. Synopsis amendment, top of page 5, states "Projects and PPQs submitted must be for projects that have a Period of Performance start date in Calendar Year 2020 through the present Calendar Year 2025". 2 questions: 1) Can no project have started prior to 2020 if it was completed in the time period 2020-2025? 2) this statement reads that all projects must have a PoP of 2020 - 2025 (i.e., a 5 year project). Can you clarify this to be true, or is this an error?
If utilized, completed IDIQ’s must fall within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025
If utilized, active IDIQ’s must have a start date on or after January 1, 2020.
If utilized, fully completed Task Orders or Individual Projects must be submitted and have a Period of Performance that falls within the dates starting on or after January 1, 2020, and ending on or before December 31, 2025.
5. The answer to the 6th, 15th, 17th, and 18th question is "Factor B, including sub-factor 1 and sub-factor 2 shall be submitted under Section F" and this has been updated in synopsis top of page 5: "This information shall be submitted in Section F of the SF330 Part I, and title the information pertaining to this as “FACTOR B” Specialized Experience and Technological Competence (Subfactor 1)" According to sf330 instructions, section F is supposed to cover 'Example Projects Which Best Illustrate Proposed Team's Qualifications for this Contract' and these are directly associated with team's Past Performance through PPQs. You have elsewhere in the synopsis asked for FACTOR B Subfactor 1 content to be placed in Section H, which is typically where it goes in an SF330. Are you certain of your correction that content for FACTOR B should be presented in F and not H? Section F was referenced by error. Factor B has been revised in the request for SF330 to reflect the correction.
6. We believe the updated synopsis on page 7 is in error, which reads "The evaluation will consider certifications, education, training, registration, overall and relevant experience, ability to keep pace with evolving technology and product specifications, longevity with the firm, and personnel strength. This information shall be submitted in Section E of the SF330 Part I"(changed from Section H original synopsis). According to sf330 instructions, Section E is to include resumes only and not team-wide summaries of Professional Qualifications (Factor C). Please confirm this change is an error. Total team shall be submitted to Section H and titled “Additional Information Factor C”. In addition, Key Personnel shall be submitted to Section E of the SF 330 Part I. Government shall review SF330 Part I, Section E and H for Factor C.
7. Under submission instructions, page 10, amended synopsis is not fully clear. Can you confirm that the submission should include 2 documents: 1) Completed SF330 Part I and Part II (pdf), and 2) SF330 Part I Section H only (pdf)? That is, Section H should be included within the completed SF330 itself and submitted as a separate document? Yes, Section H shall be submitted as a separate document. The Request for SF330 has been revised to reflect this.
8. In the second Q&A attachment (11.21.25), you state that teaming agreements can be summarized with a list of the vendors the teaming agreements are with. But you also say to please submit the teaming agreements in Section H. We want to confirm that you want a table or list, and not the teaming agreements themselves. If teaming agreements are required, can we assume they do not count against the Section H 75-page limit? Including the actual teaming agreements in Section H would amount to well over 75 pages just by themselves. Please provide teaming agreements as a table or list. Teaming agreements shall be available upon request.
