About this file
This document is a presentation for the U.S. Geological Survey (USGS) Geospatial Products and Services Contract version 5 (GPSCv5), a five-year Architect & Engineering (A&E) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for professional geospatial mapping services. The contract has a maximum threshold of $850M and will be awarded through a Brooks Act qualification-based selection process, with separate evaluations for large businesses and small businesses. Key requirements include remotely sensed data acquisition from multiple platforms (crewed airborne, uncrewed systems, vessel-based, and space-based sources), with a focus on geophysical surveying, mapping services, and engineering services.
Potential contractors must be registered in SAM.gov and have NAICS codes 541330, 541360, or 541370. Large businesses must demonstrate a minimum 23% small business participation, including 5% Small Disadvantaged Business (SDB), 5% Women-Owned Small Business (WOSB), 3% HUBZone, and 3% Service-Disabled Veteran-Owned Small Business (SDVOSB). Submissions are due January 14, 2026, and must include SF330 Part I and II, with a 75-page limit for narratives. The contract will support key USGS initiatives like the 3D Elevation Program (3DEP), Earth Mapping Resources Initiative (Earth MRI), and the 3D National Topography Model (3DNTM), with an emphasis on high-resolution geospatial data collection and mapping.

Topographic information to advance science, support government, enlighten citizens, and enable decision making. Provides a
Foundation of digital geospatial data representing the topography, natural landscape, and manmade environment of the United States.
Federal Geographic Data Committee (FGDC)
Provides executive, managerial, and advisory direction and oversight for geospatial decisions and initiatives across the Federal government and for the National Spatial Data Infrastructure. The FGDC is chaired by the Secretary of the Interior with the Deputy Director for Management, OMB as Vice-Chair.
Science Synthesis, Analysis, and Research Program (SSAR)
Provides analysis and synthesis of scientific data and information, interdisciplinary research to improve understanding of Earth systems, and preservation of library collections.
Provides high-performance computing capabilities and AI expertise to scientists for the acceleration and expansion of scientific discovery.
National Land Imaging Program (NLI)
Operates the Landsat satellites and provides an archive of remotely sensed land data, supplying continuous access to current and historical land images worldwide. Provides remotely sensed data and applications to assess the impact of natural disasters, monitor global agricultural production, and support national defense.
Core Science Systems Programs and Centers
National Geospatial Technical Operations Center (NGTOC)
Provides geospatial services and expertise for data acquisition, data management, product generation, and delivery supporting USGS programs.
Earth Resources Observation and Science Center (EROS)
Provides global leadership in land imaging, using remotely sensed data to track how
Earth is changing.
National Civil Applications Center (NCAC)
Provides access to Intelligence Community and military Earth observing imagery to meet DOI, USGS, and other Federal agency missions.
NGTOC GPSC Teams
● The NGTOC has a dedicated Commercial Partnerships Team (CPT) that provides programmatic oversight and management of the Geospatial Products and Services suite of contracts and oversees all associated task orders in conjunction with the DOI Contracting Officers.
○ All CPT Project Managers are certified government Contracting Officer Representatives.
○ CPT support staff are agency leaders in areas of tribal policy, intergovernmental agreements, financial management and data management.
• NGTOC Office of Operations closely supports
CPT and GPSC contractors. The office is responsible for review/validation and publication of all elevation and hydrography data contracted under the GPSC. The Office of Operations also provides technical support and guidance on technical issues with data.
Mineral Resources Program
• The US Geological Survey (USGS) Earth Mapping Resources
Initiative (Earth MRI) modernizes mapping of the Nation’s surface and subsurface, particularly in areas with potential critical mineral resources.
• This data collection and mapping provides essential support to the $106B geologic resource and mining sector.
• 90% of geophysical data acquisition utilizes the GPSC.
• EMRI seeks to complete high-resolution geophysical coverage of all known critical mineral focus areas and any new areas discovered through this mapping data.
• Supports EO14153, EO14154, SO3417, SO3418, and SO3422.
3DEP: OMB A-16 Lead for Terrestrial Elevation
3DHP: OMB A-16 Co-lead for Inland Waters
National Landslide Preparedness Act
Authorizes 3DEP and requires executive level interagency governance of the 3D National
Topography Model (3DNTM)
Geospatial Data Act of 2018 Promotes elevation and hydrography data sharing through The National Map, open data standards, and annual reporting on progress
3D National Topography Model
(3DNTM)
Full integration of 3DEP, 3DHP, and other data from The National Map
This is achieved with the 3D National Topography Model
(3DNTM) which comprises the 3DEP and 3DHP
3D National Topography Model
The NGP and NGTOC together provide, vital, trusted topographic mapping information for the United States through The National Map
Supports
EO14153, EO14154, SO3417, SO3418, and
SO3422.
National Programs Supporting Topographic Mapping
• Spatial and temporal alignment of USGS elevation and hydrography to model the Nation's topography in 3D – a landscape-level digital twin
• Together, elevation and hydrography data are estimated to support $12B annually in user benefits
• Multiple, integrated steps of development
• Fully acquire the national 3D Elevation Program
(3DEP) baseline
• Acquire 3D Hydrography Program (3DHP) baseline
• A targeted approach for 3D change using the next generation of 3DEP data
• Incorporate additional datasets that are foundational to The National Map – boundaries, structures, transportation, and others
• Deliver and distribute data in open, optimized, interoperable formats that support science and industry alike

The Next Generation 3D Elevation Program
The 3D National Topography Model Call for Action
Notable upgrades to 3DEP to meet user requirements from the 3D Nation Study
• Focus on better Quality Levels
• Support for more frequent updates
• Addition of bathymetric data
• Better integration with 3DHP
• Improved discovery, delivery and new derived products for more analysis-ready data
Next Generation 3DEP: Inland Bathymetry
As National lead for terrestrial elevation, the USGS will serve in a complementary role to other agencies to facilitate a more systematic national approach to acquiring topobathymetric lidar for inland rivers:
• Acquisition - Support and leverage inland bathymetry lidar acquisition partnerships to extend coverage
• Integration - Produce integrated topobathymetric digital elevation models where datasets are available to create a continuous coverage
• Access - Make data easily accessible to the public
• Coordination – Bring the producers and users of inland bathymetry together towards common goals, specifications, and best practices
Aiming for more systematic national approach
Hydroflattened DEM vs. topobathymetric DEM for McKenzie River, OR
• Published July 2024
• Sets the stage for 3DNTM future direction related to surface water mapping data
• Outlines the integrated steps needed to completely remap the Nation’s streams, rivers, lakes, and more
• Creates a framework to models the flow of water across landscapes and through the surface water network for analysis and tracing important to understanding flooding and water quality
3DNTM Calls for Action The 3D Hydrography Program https://pubs.usgs.gov/circ/1519/cir1519.pdf
• Entirely new approach to hydrography data acquisition and management
• Derived from and aligned with 3DEP elevation data
• Input data validated to meet an acquisition specification
• Radically simplified data model
• Flowlines match 3DEP elevation
• Catchments aggregated to build hydrologic units
Focused on hydrologic applications
