About this file
This document is a set of Questions and Answers (Q&A) for a GPSC5 solicitation, providing clarifications on various aspects of the procurement. Key details include: Industry Day is scheduled for 9:00 AM MT, and potential vendors must RSVP to confirm attendance. Federal Funded Research and Development Centers (FFRDCs) are not permitted to join teams for this solicitation. For Small Business prime contracts, RFP Task Orders will be negotiated with the highest graded firm. PPQs must be submitted by January 14, 2025, at 5:00 PM ET, and teaming agreements should be summarized in Section H of the proposal. Emergency Tasks require shipment of processed products within 48 hours of collection, and prior to award, slated firms may need to demonstrate their capabilities, potentially through a virtual meeting with government representatives.

Additional GPSC5 Questions and Response:
Q. What time zone is Industry Day scheduled for?
A. Industry Day is scheduled for 9:00 AM MT. If you RSVP for the original Industry Day, RSVP again to ensure we have a correct list of attendees.
Q. I write to inquire about the rules permitting us to team with a commercial entity on this solicitation. I have read the instructions and did not see anything related to FFRDC participation. However, I wanted to double check because Aerospace does provide direct support to USGS. The last thing we want to do is to cause harm—to you, the solicitation, to industry, or our company-- through a conflict of interest.
Could you advise if FFRDCs are permitted to join a team for this solicitation, please?
A. FFRDS’s are NOT permitted to join a team for this solicitation.
Q. What is intended by/or to be included in “Ancillary Sources”?
A. “Ancillary Sources” are additional supporting datasets that are not part of the primary data acquisition but are used to enhance, validate, or interpret the main remotely sensed data.
Q. For Small Business prime contracts will RFP Task Orders be competitively bid or negotiated with the highest graded firm?
A. RFP Task Orders will be negotiated with the highest graded firm.
Q. Factor A, 4: At what time are the PPQs (Attachment 1) to be submitted to the Contracting Officer?
A. PPQ’s must be submitted by January 14, 2025, 5:00 PM ET.
Q. Where are the Teaming Agreements to be submitted in the proposal for Small Business primes?
A. Teaming agreements can be summarized with a list of the vendors the teaming agreements are with. Please submit Teaming Agreements in Section H.
Q. Under the Emergency Tasks Section of the RFQ the following is stated " These services are defined as shipment of processed products from the contractor within a few hours of collection." Can this timeframe be better defined i.e. within 12 hours or 24 hours or 48 hours etc.?
A. Within 48 hours.
Q. Under Factor F, Small Business participation a note stating the following is provided: “Prior to award, the slated firms may be required to demonstrate at their facility the capability to perform the services required by this contract.” As there will potentially be many members of teams providing diverse services in different geographic areas of the country, would it be acceptable for the prime to host a virtual meeting, including team members and government representatives at their facility?
A. If this requirement is needed, a virtual meeting would be held.
