About this file
This document is a set of Questions and Answers (Q&A) from a federal contract solicitation, received on January 15, 2026, addressing multiple clarification points about proposal submission requirements. The key points include: 1) Amendment updates to the SF330 form to include Section I (Authorized Representative), 2) Clarification on personnel requirements for Factor C, which seeks professionals such as Project Managers, licensed professional engineers, certified mapping scientists, certified photogrammetrists, and registered land surveyors, with no specific limit on the number of personnel per discipline, and 3) Confirmation that there are no page limitations for Section F project descriptions in the SF330, even when describing multiple IDIQ task orders. The responses emphasize flexibility for offerors in personnel composition while maintaining core professional qualification requirements.

Question received on January 15, 2026
1. Amendment 11, Synopsis_v9 – On page 8 of 9, you require: “All offerors must submit a complete SF330, which includes:”; you then list the various Sections and Factors.
However, there was no mention of Section I, which is the Authorized Representative. Do you want Section I to be included with Sections A through G or with Section H (i.e. at the end of all the Factors)? Response: Synopsis has been updated to state "Part I: Section A through I" in lieu "Part I: Section A through G".
2. Attachment 9, Amendment 8 – Q27:
Q27: Evaluation Criteria; Factor C: We understand you are going to evaluate Sections E and H for Factor C. You require the following: “Total team shall be submitted to Section H and titled “Additional Information Factor C.” There is not a specific listing of personnel, which means each firm must guess as to the specific disciplines and number of persons for each discipline. This puts a firm that does not guess correctly at a disadvantage. Please make a specific list of key personnel you want to evaluate for this submittal?
Response: Each firm will be submitting a different listing of personnel within each Team.
The specific disciplines submitted will vary with each submission. The synopsis provides a list of those professions we are seeking qualifications for.
We are confused by your response, which sounds like each offeror could submit different disciplines, but then your response refers to the synopsis, which provides a list of those professions. The original question asked for clarity on the specific disciplines requested, which we read the synopsis to be: “…supervision of the key personnel, a licensed professional engineer (in one or more states), certified mapping scientist, certified photogrammetrist, or registered land surveyor….” As we interpret this requirement for personnel there should be five disciplines:
• Supervisory, which we assume means a Project Manager.
• A licensed professional engineer
• Certified mapping scientist
• Certified photogrammetrist
• Registered land surveyor
Please clarify and confirm, these are the only five resumes you are looking for in Section E? Response: In Amendment 8, each firm will be submitting a different listing of personnel within the disciplines for each team. There is no limitation for each discipline, it will vary based on each firms proposed team. At least each firm should have a majority of the disciplines listed.
The original questions also asked for clarity on the number of persons for each discipline.
However, reading the current version, states “a licensed…”, which implies singular for the five disciplines. Please clarify if we submit two or three resumes for each discipline in Section E, we may be non-compliant, since you are requiring “a” or one resume? Response:
There is no limitation for each discipline. Synopsis has been updated on Page 2 to reflect the following "Qualifications Minimum Requirements: All services shall be performed under the supervision of the key personnel, licensed professional engineer(s) (in one or more states), certified mapping scientist(s), certified photogrammetrist(s), or registered land surveyor(s) in one or more states, with demonstrated proficiency...." This is reflected of what is listed in Factor C, in where each discipline could be singular or plural.
3. Attachment 9, Amendment 8 – Q31 Your response makes it clear that you are seeking a one-page resume for Section E.
However, the last sentence in your response states: “ Per the SF330 for Section F, it states 10 projects.”. We agree the GSA and OMB SF330 instructions are clear on 10 projects, but we could not find a page limitation.
One way to interpret your response is that the projects in Section F are to be one page.
Another interpretation is that you do not specifically state any page limitation, which would allow two or three pages, as long as they are clear and concise.
Please clarify if you are limiting Section F projects to one, two or three pages? Response:
There are no page limits on Section F for the SF330.
4. Attachment 9, Questions received after January 09, 2026; Question #2:
We understand you are allowing Section F projects to include IDIQ task orders, which allows many task orders to be described in Section F. The inclusion of say 10, 20, or more task orders will require a substantial narrative. Question #2 states that the offeror intends to submit “numerous” task orders, which we assume will require multiple pages of narrative.
We are trying to understand how you are limiting resumes to one page and focus on quality and relevance of information provided, not volume, when it becomes obvious an IDIQ contract in Section F will require many pages. For all offerors to be on equal footing for the evaluation of proposals, we suggest you limit Section F projects to a maximum of three pages or something reasonable to keep the narrative focused on “quality and relevance”. Response:
Thank you for your suggestion but we are not limiting page numbers for Section F.
