About this file
This document contains Questions and Answers (Q&A) related to a United States Geological Survey (USGS) solicitation, focusing on past performance documentation requirements. The Q&A addresses two key points: (1) the use of Contractor Performance Assessment Reporting System (CPARS) versus Past Performance Questionnaires (PPQs), and (2) form submission guidelines.
The first response clarifies that while CPARS is the primary source for past performance evaluations, PPQs are still required in specific scenarios, such as for active non-Federal contracts, completed task orders without CPARS ratings, or projects lacking interim/final CPARS reports. The key requirement is that every project listed in Section F of the SF330 form must have either a CPARS rating or an accompanying PPQ. The second response confirms that using standard default settings on the SF330 Part II will not result in submission rejection or a lower evaluation rating under the current guidelines.

Question received on January 14, 2026
1. We have submitted PPQ’s for a majority of our projects that had CPARs, this was due to a previous version of the RFP. Can we rely now that the USGS will only use CPARS even though we have previously submitted PPQ’s?
Response: No, based on the synopsis, while CPARS is the primary source for past performance evaluations and will be accessed by the Contracting Officer for Federal contracts, PPQs are still required in certain situations:
• When CPARS exists:
If a project (IDIQ or Task Order) has an interim or final CPARS rating, you do not need to submit a PPQ for that project.
• When CPARS does not exist:
o For active Federal IDIQ contracts without a final CPARS rating, an interim CPARS report is acceptable. If no interim CPARS exists, a PPQ must be submitted.
o For active non-Federal IDIQ contracts (e.g., state agency contracts) where CPARS is not applicable, a PPQ must be submitted.
o For completed Task Orders or individual projects without a CPARS rating, a PPQ must be submitted.
• Key requirement:
Every project listed in Section F of the SF330 must have either:
o A CPARS rating (interim or final), or o An accompanying PPQ.
CPARS will be used where available, but PPQs remain necessary for projects without CPARS ratings (especially active IDIQs and non-Federal contracts). The safest approach is to ensure compliance with the current instructions: submit PPQs for any project lacking
CPARS
2. Could you please confirm that using the standard default form settings on the SF330 Part II would not result in rejection of our submission or a lower evaluation rating under the current guidelines?
Response: The default settings for the SF330 will not result in a rejection of submission or lower evaluation rating under the current guidelines in the synopsis.
