Solicitation # 140FGA25R0012 Questions and Answers
1. Addenda 2 question #2 response tells the contractor to reference an ADF&G permit for information on in-water work and additional restrictions. We cannot locate this permit in any of the documents. Can you please provide this permit to the contractors?
Response: Permit provided as attachment of Amendment 4.
2. Addenda 2 Question 6 states (estimate award date of around August 30th with a 365-day period of performance). This 365-day performance period contradicts page 1 of SF_1442 which states a 730-day period of performance. Can you please verify that the 730-day performance period still stands. With a later season award in 2025 and in-water work restrictions during the first half of summer 2026, the contractor will need the ability to work beyond a 365-day period.
Response: The correct Period of Performance (PoP) is 730 calendar days after the notice to proceed (NTP) is issued.
3. Can CAD drawings be provided?

Dear Mr. Moss:
Pursuant to the Anadromous Fish Act at AS 16.05.871 (b), the Alaska Department of Fish and
Game (ADF&G) Habitat Section has reviewed your proposal to remove the existing dock and ramp facility and construct a replacement facility further upstream on the Naknek River.
Project Description
The existing ramp and floating dock (Sheet 2 of 7) are in an area that has been affected by shoaling from the adjacent Eskimo Creek, restricting the available water depth and draft at the facilities. Relocation further upstream will provide access to deeper water The floats will be removed seasonally to avoid damage.
Demolition includes removing the existing floats, in-water anchors and chain, wood approach platform, and associated piles. Floats and anchors will be removed using a skiff while all other demolition is anticipated to occur from land. The existing below-water concrete anchors will be completely removed (if practical) or cut off at the mudline. Existing gangway piles will be removed using a crane and vibratory pile driver.
A new abutment will be constructed at the new location (Sheet 3 of 7) with an OPEN CELL
SHEET PILETM designed structure which is a filled bulkhead with sheet piles and anchor piles

(Sheet 4 of 7). The new abutment sheet and anchor piles will be installed with a crane and vibratory hammer using a temporary steel template to facilitate installation. This template will be supported by temporary pipe piles (18-inch diameter or similar) and will be removed following bulkhead construction. The bulkhead cell will be filled with compacted, clean gravel materials using bulldozers and drum rollers. The bulkhead will be topped with a reinforced concrete surface.
A 50-foot aluminum gangway will connect the new abutment to the new floating dock (Sheet 4 of 7). A gangway lifting frame, 50 feet from the edge of the abutment, comprised of three 16-inch diameter steel pipe piles, and caps will secure the end of the float system to the shore and will be used to hoist and support the gangway when not in use. The lifting frame piles (3) will be driven using a vibratory pile driver. Final proofing of piles will be conducted using an impact pile driver. The gangway will then be lifted into place and installed using a crane.
The new floating dock will be constructed with EZ-DockTM, molded, polystyrene floats (Sheet 5 of 7). The interconnecting, modular float system will be secured by six anchor chains (Sheet 3 of
7), which will be connected individually to six 500-pound anchors. The modular floats will be removed and reinstalled seasonally, and the anchor chains will be tethered to offshore mooring buoys during the winter when not in use. The anchors will typically remain in place year-round.
Anchors and chains will be lifted in place by a crane or set from a boat.
A new launch ramp will be constructed at the new location (Sheet 3 of 7). In-water excavation will facilitate installation of the new ramp, including the side slope, and toe revetments. This is expected to occur during low water conditions using an excavator. The new launch ramp surface will consist of six inches of gravel over 18 inches of base course grading where the launch ramp is above +14.7 feet (typical summer high water mark). Where the launch ramp is below +14.7 feet,18 inches of shot rock will serve as fill (Sheet 6 of 7).
The new ramp slope was designed to best fit the existing riverbed. Therefore, the entire ramp footprint must be excavated to place shot rock fill, base course grading, geotextile fabric, surface course gravel, and riprap shoulder revetment. The gravel surface will extend into the river to an elevation +7.0 feet. The toe of the ramp includes Class II riprap keyed into the existing mudline to protect and stabilize the toe of the ramp. Riprap revetment (Class II) will be placed and keyed at the toe, and around the side slopes and shoulders to stabilize and protect the new launch ramp
(Sheet 6 of 7).
Approximately 114 cubic yards of material will be excavated from below mean high water
(MHW) and 154 cubic yards of fill (including riprap, shot rock, and gravel) will be placed below
MHW. The new floating dock is 1,648 square feet and the connecting gangway is 300 square feet. Below MHW, 28 sheet piles will be installed with a vibratory hammer and 3 piles will be installed with a vibratory hammer and finished with an impact hammer. Six abutment template piles will be temporarily installed and removed with a vibratory hammer and 2 existing piles will be removed with a vibratory hammer below MHW. Piles that cannot be extracted will be cut below the mudline. All in-water work shall occur during daylight hours.
Additionally, a new steel, double-walled, aboveground storage tank will be installed on the new abutment surface just above MHW. The capacity of the tank is 1,000 gallons and contain
AVGAS. The tank will include integral secondary containment (double-walled) and will be protected by bollards. All fueling and periodic tank inspection procedures will conform with a
Spill Prevention Controls and Countermeasures Plan and current federal, state, and local regulations.

Anadromous Fish Act
Water Body No. 324-20-10140 has been specified as being important for the spawning, rearing, or migration of anadromous fishes pursuant to AS 16.05.871(a). The water body provides habitat for Chinook, chum, pink, coho and sockeye salmon, as well as Arctic char, Dolly Varden, rainbow smelt, and Pacific lamprey.
In accordance with AS 16.05.871(d), your project is approved subject to the project description, the following stipulations, and the permit terms.
1. All bank cuts, fills, slopes, and other earthwork arising from dock and ramp construction, operations, and maintenance shall be stabilized to prevent sedimentation which may occur during and after work completion.
2. The dock and ramp shall be constructed and maintained so as not to introduce any pollutants or debris into the Naknek River.
3. No fuel shall be stored, and no vehicles shall be fueled or serviced below MHW.
Vehicles or equipment leaking fuel, oil, hydraulic fluids, or other pollutants shall not be operated below MHW.
4. All work below MHW shall be conducted when water levels are low, preferably when the area is naturally dewatered, and the introduction of sediments can be minimized. All in-water work below MHW shall occur only during the period of July 15 through May 15.
This stipulation does not apply to anchor installation, adjustments, or attachment/detachment by hand.
5. Wooden components of the pier and pilings shall not be treated with preservatives containing pentachlorophenol or creosote. Any other wood preservative shall be applied through pressure treating and not surface painting.
6. Piles shall be driven using a vibratory hammer to the extent practicable. An impact hammer may be used for proofing.
Permit Terms
This letter constitutes a permit issued under the authority of AS 16.05.871 and must be retained on site during project activities. Please be advised that this determination applies only to activities regulated by the Habitat Section; other agencies also may have jurisdiction under their respective authorities. This determination does not relieve you of your responsibility to secure other permits; state, federal, or local. You are still required to comply with all other applicable laws.
You are responsible for the actions of contractors, agents, or other persons who perform work to accomplish the approved project. For any activity that significantly deviates from the approved plan, you shall notify the Habitat Section and obtain written approval in the form of a permit amendment before beginning the activity. Any action that increases the project's overall scope or that negates, alters, or minimizes the intent or effectiveness of any provision contained in this permit will be deemed a significant deviation from the approved plan. The final determination as to the significance of any deviation and the need for a permit amendment is the responsibility of the Habitat Section. Therefore, we recommend you consult the Habitat Section immediately before considering any deviation from the approved plan.

You shall give an authorized representative of the state free and unobstructed access to the permit site, at safe and reasonable times, for the purpose of inspecting or monitoring compliance with any provision of this permit. You shall furnish whatever assistance and information the authorized representative reasonably requires for monitoring and inspection purposes.
In addition to the penalties provided by law, this permit may be terminated or revoked for failure to comply with its provisions or failure to comply with applicable statutes and regulations. You shall mitigate any adverse effect upon fish or wildlife, their habitats, or any restriction or interference with public use that the commissioner determines was a direct result of your failure to comply with this permit or any applicable law.
You shall indemnify, save harmless, and defend the department, its agents, and its employees from any and all claims, actions, or liabilities for injuries or damages sustained by any person or property arising directly or indirectly from permitted activities or your performance under this permit. However, this provision has no effect if, and only if, the sole proximate cause of the injury is the department's negligence.
You may appeal this permit decision relating to AS 16.05.871 in accordance with the provisions of AS 44.62.330-630.
