Alaska Peninsula NWR Floatplane Dock Replacement
Solicitation # 140FGA25R0012 Questions and Answers
1. Will the contractor be allowed to work a 7/10’s schedule, which is standard for Alaska construction projects?
Response: Yes, contractor will be allowed to work 7/10’s schedule.
2. Are there any in-water work restrictions due to salmon or other conditions?
Response: Yes, please refer to ADF&G permit. All work below MHW shall be conducted when water levels are low, preferably when the area is naturally dewatered, and the introduction of sediments can be minimized. All in water work below MHW shall occur only during the period of July 15 through May 15. This stipulation does not apply to anchor installation, adjustments, or attachment/detachment by hand.
3. Are there any noise restrictions?
Response: Although not a restriction Section 7 documents state “General mitigation measures - The use of a vibratory hammer, when possible, to drive pile associated with the installation of the new dock will decrease noise intensity and associated impacts. Additionally, the timing of dock construction activities will be scheduled to minimize impacts to aquatic wildlife.” All in-water work will occur during daylight hours. 3) " Beluga whales forage in the Naknek River for rainbow smelt after spring breakup while harbor seals remain to fish for salmon during summer. Mitigation of noise impacts could be accomplished by timing construction activities to avoid overlap with in-river beluga presence." So begula whales are typically in river march/april depending upon when the river break ups and spring weather conditions.
4. If any materials or equipment ship to King Salmon this fall can they be staged at the site over winter?
Response: Yes, the Refuge will allow for materials and equipment to be stated on site over the winter. Must coordinate with Refuge for location.
5. Are the Alaska Peninsula NWR Float Plane Dock Replacement Phase 1 & 2 to be bid as one project and as according to the attached provided “Price Schedule?”
Response: This project was previously planned to be phased for the bulkhead on phase 1 and the float plane dock as phase 2. If there is any wording in the solicitation regarding phasing it can be ignored. Now the project base contains both the bulkhead and floatplane dock (although we are asking for pricing for each individually for cost evaluation purposes) and an optional item for the replacement of the boat ramp, this is the only optional item that may or may not be awarded.
6. If so, on question #1, what is the approximate start date and time frame?

Response: I don’t see where there is any breaking out of a Phase 1 or Phase 2 for this project.
There are two base items on the Price Schedule that are fully funded and one option item. We will decide at the time of award, if we are going to exercise that option depending on how the pricing comes in. Approximate start time for the project will be after award (estimate award date of around August 30th with a 365-day period of performance).
