About this file

This document contains a solicitation amendment and related federal contract opportunity. The solicitation amendment provides responses to contractor questions about specifications for a pre-engineered metal building shop to be constructed. It clarifies that self-tapping fasteners are acceptable, a standing seam roof is required with no exposed fasteners, and any primer meeting FS TT-P-664 standards is acceptable. It also lists additional interested contractors. The related federal contract opportunity is for the construction of a 55' x 80' pre-engineered metal building to serve as a maintenance shop for the Madison Wetland Management District. Some equipment from the existing shop will be relocated. Offerors must acknowledge the amendment by June 30, 2020 at 1900 local time. The Fish and Wildlife Service is the contracting agency.

Solicitation Amendment

Document 140F0620R0017-0003

Document Title CONSTRUCT SHOP BUILDING, MADISON WMD Page 2 of 3

A. The purpose of this amendment is to respond to contractor questions and update the interested vendor list.

B. The following is provided in response to contractor questions:

CONTRACTOR: 1) Do you have specifications for the translucent wall panels that are called out on the plans?

GOVERNMENT RESPONSE: Refer to section 088000-Glass and Glazing.

CONTRACTOR: 2) Specification section 2.01, B, typical metal building wall panels are attached to the wall girts using self-drilling exposed fasteners. Is this acceptable?

GOVERNMENT RESPONSE: Self-tapping fasteners are acceptable.

CONTRACTOR: 3) Specification section 2.01, B; can you provide a better description of the panel you're looking for such as width? I'm not sure what interlocking seam exactly is. Would a lapped seam qualify? Panels that have a concealed or tongue and grove side seam typically do not have exposed fasteners as called for in the specs.

GOVERNMENT RESPONSE: We are looking for a standing seam type of metal roof, or similar.

Overlapped panels do not meet this requirements. No exposed fasteners. The width is flexible as it varies from manufacturer to manufacturer.

CONTRACTOR: 4) Does the Buy American Act apply?

GOVERNMENT RESPONSE: Yes. The BAA clauses are on pages 19-22 of the solicitation;

Federal Acquisition Regulation (FAR) 52.225-9 BUY AMERICAN-CONSTRUCTION MATERIALS (MAY 2014) and 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT-CONSTRUCTION

MATERIALS (MAY 2014).

CONTRACTOR: 5) Specification section 2.04, D, Gutter systems will be standard PEMB manufacturer's gutter. They cannot be installed to provide positive drainage and they do not have a design to allow water but prevent snow and debris from entering the gutter. We can probably find something to accomplish the snow and debris guard this but again it will void their warranty.

GOVERNMENT RESPONSE: The gutter system is to be provided as part of the PEMB system and the warranty is to cover them. So long as the warranty covers possible damage due to snow and ice, we would accept that.

CONTRACTOR: 6) Do you know what pound hoist is to be relocated?

GOVERNMENT RESPONSE: It is not clear as to what they mean by "hoist." If they are referring to the automobile lift referenced in Section 016400-Government Furnished Products, it is a 4-post ramp lift rated for 12,000 pounds, 10'-6.5" wide by 22' long.

CONTRACTOR: 7) Regarding the PEMB; my suppliers cannot meet the primer (FS TT-P-664) as specified in section 2.01, A.

GOVERNMENT RESPONSE: The citation is for a Chemsol product:

https://chemsol.com/products/primers/tt-p-664-primer-coating-alkyd-corrosion-inhibiting-lead-and-chromate-free-voc-compliant/

Any primer or metal priming system that meets the same standards would be acceptable.

D. The response due date and time is not extended and remains Tuesday, 30 Jun 2020 at 1900 hours local mountain time. Please provide acknowledgement of this amendment. Offerors are reminded of the Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the government.
