About this file
This amendment to solicitation 140F0620R0017 provides responses to contractor questions and extends the proposal due date for the MADISON WMD SHOP BUILDING project. The Fish and Wildlife Service seeks a contractor to construct a new 55' x 80' pre-engineered metal building at the Madison Wetland Management District in South Dakota to replace an existing maintenance shop. Interested vendors must acknowledge receipt of this amendment by June 29, 2020 at 1900 hours. Solicitation Amendment
Document 140F0620R0017-0001
Document Title CONSTRUCT SHOP BUILDING, MADISON WMD Page 2 of 4
A. The purpose of this amendment is to respond to contractor questions, provide list of interested vendors and extend the proposal due date.
B. The following is provided in response to contractor questions:
CONTRACTOR: 1) I see on page A32 the elevations show windows on the Sectional Doors. I also read in the spec that refers to 5/8” glazing. I do not see the size of windows that are wanted.
GOVERNMENT RESPONSE: The windows are roughly 24" wide and 12" tall. The glazing is a clear polycarbonate piece.
CONTRACTOR: 2) Will refeeding the electrical services to all the existing buildings be part of the electrical scope? See sheet C11?
GOVERNMENT RESPONSE: Yes, the electrical site distribution system is part of the project to be awarded.
CONTRACTOR: 3) 1.03, A 1. I assume the reference to an engineer registered in the state of Montana is a typo?
GOVERNMENT RESPONSE: Yes, this is a typo, the engineer of record should be registered in the State of South Dakota.
CONTRACTOR: 4) Will you preapprove materials or equipment?
GOVERNEMNT RESPONSE: The Government does not preapprove material or equipment during the solicitation phase. It is successful awardee/contractor’s responsibility to comply with the project documents. The design documents specified materials and equipment are meant to establish a quality standard and typically allow approved equal products, which meet the design criteria, and quality standards. The approved equal material and equipment are reviewed and approved during the submittal phase of the project, after contract award.
CONTRACTOR: 5) What is required for the Furnace (CFM/MBH Gas) / Air Conditioner (Tonnage) and the Registers, Grilles and Diffusers (Size & Flow). Typically these are also on the schedule page and airflows are marked by each air outlet.
GOVERNMENT RESPONSE: Contractors will need to size according to the local needs and conditions.
CONTRACTOR: 6) What are the current mechanical systems being utilized in the current building?
GOVERNMENT RESPONSE: The prospective bidders should visit the site and assess the building to be demolished prior to bidding in order to understand the project.

CONTRACTOR: 7) Underground Plumbing; will the entire concrete slab be removed or be left in place?
GOVERNMENT RESPONSE: Refer to sheet C10 and the notes on that sheet. The building is to be completely demolished
CONTRACTOR: 8) Air Hose Reel; Specifications?
GOVERNMENT RESPONSE: Heavy duty wall mount hose reel, spring return, power coated metal body, 50' 1/2" hose.
CONTRACTOR: 9) Hose bibb; Specifications? Hose bibb or wall hydrant on the exterior of the building?
GOVERNMENT RESPONSE: Refer to specification section 221116.
CONTRACTOR: 10) Since soils test will be completed after the project is awarded we do not intend on doing over excavations, only a “scratch” amount of added excavation below the footings. Is this the correct method to interpret from the plans / specs as we didn’t see any comments anywhere or maybe oversight?
GOVERNMENT RESPONSE: Refer to the Structural drawings for expectations about the foundation system. The Soils report is to be used to verify the assumptions.
CONTRACTOR: 11) Plan sheet C12 has the note “new shop yard gravel surface approx. 16,000 SF, RE: 2 /C10” is the whole site area to be reworked to this condition? Or just build up areas that don’t meet these conditions?
GOVERNMENT RESPONSE: Refer to Sheet C12 and the outline of the area to be reworked.
CONTRACTOR: 12) Plan sheet E51 shows the ground connection. Is there a riser that we should use or reference the NEC for conductor sizing for the building feeders?
GOVERNMENT RESPONSE: Size the electrical service and provide grounding per NEC rules and regulations.
CONTRACTOR: 13) Is there a specification for the site distribution center?
GOVERNMENT RESPONSE: Refer to the specifications for general guidelines. Provide and install electrical system components per NEC and local regulations.
