| Question 4 | Is the removal of the septic tanks included in the SOW? | As part of the Base Task 1 Follow-up Field Verification Site Visit and Site Survey, inventory the number of Water Wells and Septic Tanks located at Site 1 and Site 2 and determine and annotate the approximate coordinates of Water Wells and Septic Tanks and incorporate the inventory into the Survey Report. |
The inventory of Water Wells and Septic Tanks located on Site 1 and Site 2 will be used for De-Commissioning and/or Removal of Water Wells and Septic Tanks under separate standalone projects / contracts.
Septic Tanks may be removed and disposed of under this Contract, but the Septic Tanks Removal and Disposal is subject to the Availability of Funding allocated to this Future Project / Contract and for this reason is presented as Option Tasks.
| Refer to Revised Pricing Schedule, Revised Statement of Work, and Revised General Requirements Specifications for the Site Survey Requirement for Inventory of Water Wells and Septic Tanks and Option Tasks for Septic Tanks Removal and Disposal. | 12-Jan-21 | |
| Pre-Bid Question | ||
| 5 | Is the clearing of vegetation along the road to access the Sites with larger vehicles and equipment part of the SOW (the road is overgrown at this time)? And if not, will the road be cleared further to accommodate what size vehicles? Contractor mentioned that there will be a lot of debris removal associated with this job, so the larger the vehicles they can use for transport, the better. | One (1) Separate Option Task has been included in a Revised and Updated Pricing Schedule, Statement of Work, and General Requirements Specifications for Potential Access Road Vegetation Clearing. |
| The USFWS may exercise this Option Task under the Future Contract for Access Road Vegetation Clearing OR the USFWS may contract with a Tree Pruning Company separately to Clear the Vegetation to the required dimensions for the Largest Size Equipment to be used by the Abatement and Demolition Contractor and before Project / Contract Mobilization. | 12-Jan-21 | ||
| 1 | Does the slab in the metal building at Site 1 get removed? | Yes, the Removal of the Concrete Slab-On-Grade Floor located in the Metal Building is included in the SOW as an Option Work Task. |
For the purposes of bidding and estimating, the Removal of the Concrete Slab-On-Grade Floor will be included in the Pricing Schedule for: Metal Building, Option Task F. Demolition, Removal, and Disposal of NON-Hazardous Materials Separated and Segregated from Hazardous Materials.
[Below Grade Substructure ONLY.]
| Location: Site 1 - Metal Building. | 12-Jan-21 | ||
| 2 | We presume that there are septic tanks at both sites. Do they get removed? Abandoned in place? Or left as is? | Refer to Revised Statement of Work. Option Tasks II, JJ, KK, and LL have been inserted for either Septic Tank Removal and Disposal OR Abandonment In-Place. If no Option Task is Awarded, the Septic Tanks would be Left 'As Is' with Pipes and Holding Areas Closed Off to the Maximum Extent Feasible. |
It is thought there are septic tanks at Site 1 and Site 2. However, the location, quantity, material types, and sizes of the Septic Tanks are unknown.
It is thought the existing Septic Tanks are primitive septic tanks.
The USFWS previously did an On-Site Review to determine the location of the septic tanks, but it is difficult to determine if what was reviewed on-site were Actually Septic Tanks or another type of below ground structure.
| What appears to be the septic tanks at the two "western structures" appears to be located right next to the houses and partially caving in. The "main house" has too much vegetation around it to find the septic tank. I am not an expert on septic tanks but the ones I think I found seemed to be very low tech. I noticed no Man-Made Materials or Tanks but the below ground structures looked like they may have simply been a dug-out hole with some timbers to hold them open. | 12-Jan-21 | ||
| USFWS On-Site Review Notes | For Site 1, All of what the Refuge could find for the Main Residence |
(Residence No. 1) was a 4-Inch white pipe coming towards the slough, from under the deck, which may or may not be associated with the Septic System. The Metal Building does have a bathroom, and it is thought (but could not be confirmed) the Metal Building shares a septic system with the House.
For Site 2, please refer to separately attached Photographs. Because these houses are Old, the USFWS is wondering if the Houses connect to Primitive Underground Septic Holding Areas / Tanks / Boxes next to the Houses. It is thought the Area Circled in the picture of Residence No. 1, could be a Holding Tank (but this could not b confirmed). The arrow in the picture is pointing to what is thought to be a drain / septic pipe. Both pictures are taken just outside of the bathrooms.
The sheds and barn do not have indoor plumbing. Unfortunately, the garage is collapsed, so we can not confirm that it does not have plumbing. Since it is adjacent to the house, if it does have plumbing, hopefully it would be connected to the same system as the house.
| On another note, the cultural resources report for Site 2, indicates that both houses on this site have a post and pier foundation. | 12-Jan-21 | ||
| 3 | Are abandonment of the site water wells part of the scope of work? | Abandonment of On-Site Water Wells is Beyond the Scope of the Solicitation and Future Contract. |
Except disconnection of On-Site Water Wells supplying water to buildings is included in the Scope of the Solicitation and Future Contract.
| Refer to response provided in Pre-Bid Question 3. | 12-Jan-21 | |||
| 4 | Can the 5 projects required in the past performance factor be a combination of Prime, A/E, and subcontractor projects or will more than 5 projects be permissible to demonstrate the teaming entities’ to work on 5 similar projects in the last 5 years or would the Government like a table listing these experience of the (non-Prime) contributing subs? | The evaluation factor requires at least five projects, more examples are acceptable, but the page limit for the Past Experience Factor stands at a maximum of five pages. | 12-Jan-21 | |
| 5 | Can the proposal be submitted as one volume (no separate volume required for price) | The proposal may be submitted in one volume, as long as each section is clearly labeled. | 12-Jan-21 | |
| 6 | Do the Reps and Certs get included in the Pricing Factor? | Reps & Certs if listed in SAM do not need to be submitted as part of the solicitation response, however a completed copy of FAR 52.204-24 must be submitted as part of the solicitation response. | 12-Jan-21 | |
| 7 | Does FAR Provision 52.204-24 get included in the Pricing Factor? | Please include FAR Provision 52.204-24 as an appendix/attachment. | 12-Jan-21 | |
| 8 | Is it the intent of the RFP to require pricing in both the Attachment 01 and in the SF 1449? | Pricing must be completed on Attachment 01. The pricing does not necessarily need to be completed on the 1449, please ensure the 1449 is signed. Note: To be clear, this acquisition is an RFQ and completed under the procedures of FAR 12 & 13, not an RFP. | 12-Jan-21 | |
| 9 | Will USFWS accept previously completed PPQs to reduce our client’s repeated compliance with duplicate reference requests? | Previously Completed PPQs would be acceptable as long as the PPQs are recent and relevant. | 12-Jan-21 | |
| 10 | Does the required schedule need to include both the Base tasks as well as the Optional Tasks? | The Pricing Schedule will include All Base and Option Tasks. | 12-Jan-21 | |
| 11 | Is any soil sampling needed to assess asbestos in soil, considered above or below ground work? | Yes, soil sampling and testing to assess Hazardous Waste Contaminates in Soils is required. This Work is thought to be Above Ground and Below Ground Work, but it is separate from the Base and Option Work Tasks set up for Each Structure. |
Please note, the Task 1 - Follow-up Field Verification Site Visit and Site Survey is revised to include a Soil Sampling and Testing On-Site Survey and Survey Report.
Refer to Revised SOW for changes.
Note, an Option Task for Contaminated Soil Section Containment, Removal, and Disposal to be Price Estimated by Option Unit Price 4 as shown in the Pricing Schedule.
| As the Future Contract will be a Firm Fixed Price Lump Sum Contract with Option Unit Price Tasks, the Contractor shall be required to submit Finalized Estimates of Proposed Quantities of Hazardous Waste Contaminated Soil for Removal and Disposal and the Total Proposed Extended Amount in Dollars to USFWS for Review and Approval / Disapproval. This is because prior Authorization, Approval, and determining if Funding is Available is Required before Option Unit Price Work could be considered for obligation. | 12-Jan-21 | |||
| 12 | The RFP lists many documents that will need to be prepared. Where appropriate, needed, or for efficiency can some of the smaller documents be included in larger documents as appendices or does each document need to be a separate document submittal? | For efficiency, Submittals may be developed, prepared, and submitted as Transmittals with Combined Submttal Documents and may include Appendices with Index Tabs for each Section. | 12-Jan-21 | |
| 13 | Do sites need to be revegetated and if so is there a seed mixture approved for the site? Are there Approved Clean Fill Specifications? | Re-vegetation is Beyond the Scope of the Contract. Site 1 and Site 2 will be re-vegetated / re-seeded by the Refuge. |
| However, the Approved Clean Fill Specifications are to be developed, prepared, and submitted by the Contractor as part of the Hazardous Waste Contaminated Soils On-site Survey Report. | 12-Jan-21 | ||
| 14 | In the General Requirements Section 014300 “Testing and Inspection” one of the bullets states “Authorized to operate in the State of Washington” should this be California? | Correct. Change "Washington" to "California." |
Refer to Revised Division 01 General Requirement Specifications for change
| to text. | 12-Jan-21 | ||
| 15 | Do these sites have septic systems or are they attached to the local sanitary sewer system? If the sites have septic systems are they included in the scope for demolition and removal, and are the costs to be included in the subsurface portion of the Optional tasks? | From what I understand, the structures with indoor plumbing are connected to centralized on-site septic systems at Site 1 and Site 2. |
The selected Awardee Contractor shall be required to field verify if the Site 1 and Site 2 structures are connected to on-site septic systems or have a connection to a sanitary sewer system prior to Performing On-Site Work.
Refer to Revised Statement of Work. New Option Tasks II, JJ, KK, and LL are now incorporated for Septic Tank(s) Removal and Disposal OR Septic Tank(s) Abandonment In-Place.
Option Task II is for Septic Tank(s) Removal and Disposal at Site 1.
| Option Task JJ is for Septic Tank(s) Removal and Disposal at Site 2. | 12-Jan-21 | ||
| 16 | Does the required schedule need to include both the Base Tasks as well as the Optional Tasks? | Yes, the Price Schedule shall include All Base Tasks and Option Tasks pricing. |
After Contract Award, Project Schedules and Schedule of Values shall include All Base and Option Tasks Awarded.
Please note, Additional Un-Awarded Option Tasks maybe Awarded at a later date if not Awarded at Contract Award and subject to availability of funding.

Removal and Disposal of Medical Waste. Removal and Disposal of Loose Needles on the Ground at Site 1 and Site 2. |
| The USFWS may exercise this Option Task under the Future Contract for Potential Blood Borne Pathogen Removal and Disposal OR the USFWS may contract with a Company separately for Removal and Disposal and prior to On-Site Work being performed as it is a health and safety hazard. | 12-Jan-21 |
