Additional camera coverage may be requested by the COR or PM when one camera does not provide adequate visibility of the work, when the project is phased, or when simultaneous work activities occur in separate areas of the site.

The Contractor shall maintain an unobstructed view of active construction areas. If completed work, temporary facilities, equipment, material storage, site fencing, phasing changes, or other construction activities obstruct the camera view, the Contractor shall relocate, adjust, or supplement the camera system to restore effective observation of current work areas. Camera relocation, adjustment, added mounting, added temporary power, added connectivity, and other support required to maintain effective camera coverage shall be provided at no additional cost to the Government unless otherwise directed by the CO.

The camera system is intended for construction progress monitoring and stakeholder visibility. It does not replace Contractor safety responsibilities, site security responsibilities, QC requirements, daily logs, inspection documentation, progress photographs, or required reporting.

In addition to the fixed jobsite camera system, the Contractor shall provide weekly overhead drone photographic documentation beginning with onsite mobilization and continuing through completion of onsite construction activities. Weekly drone documentation shall include overhead flyover images of the full project site and key features of work sufficient to demonstrate construction progress, site logistics, active work areas, completed work, material staging, access routes, and major definable features of work.

Drone photographs shall be included in progress meeting materials and monthly progress reports.

The Contractor shall label drone images by date, general location, view orientation, and major work feature shown. Drone documentation shall be coordinated with the current project schedule, three-week look-ahead schedule, and monthly progress narratives.

All drone operations shall be performed in accordance with applicable Federal Aviation Administration requirements, tribal requirements, site access requirements, school security requirements, privacy requirements, and any restrictions established by the CO, COR, School Principal, or local authorities. Drone operations shall not interfere with school operations, student privacy, emergency access, construction safety, or active work. The Contractor shall not capture unnecessary close-up images of students, staff, visitors, or private residential areas. Any drone operator used for this requirement shall be properly qualified and legally authorized to perform the work.

No site-disturbing work shall begin until the (SWPPP) has been submitted and accepted, unless otherwise authorized in writing by the CO.

The Contractor shall conduct and document recurring (SWPPP) inspections throughout construction. Inspections shall occur at intervals required by the applicable permit, after qualifying storm events where required, and at any additional frequency necessary to maintain effective stormwater controls. Inspection reports, corrective action logs, photographs, and related documentation shall be maintained onsite and submitted with recurring project documentation as directed by the COR.

The Contractor shall immediately correct failed, damaged, missing, or ineffective stormwater controls. Corrective actions shall be documented in the (SWPPP) records and reported to the COR, PM, and Government QAR.

The Contractor shall ensure all subcontractors comply with the (SWPPP). The Prime Contractor remains responsible for (SWPPP) compliance, including work performed by subcontractors, suppliers, vendors, and lower-tier contractors.

The Contractor shall maintain the (SWPPP) until final stabilization, completion of required inspections, removal of temporary controls where appropriate, and completion of all permit termination or closeout requirements.
