Sealed bids will be received online through the PennBid Program until 10:00 AM on February 13, 2026, with bidding documents available beginning January 26, 2025. All bidders must be PennDOT Pre-Qualified as Prime Contractors per AIA document A305-2020. Bids must include a 10% bid bond with corporate surety authorized in Pennsylvania, and the successful bidder must furnish a Performance and Payment Bond equal to 100% of the contract value. A Certificate of Insurance demonstrating Worker's Compensation coverage is required, with General Liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate. Prevailing wage rates apply to this project, and bids remain executable for up to 60 days following award.
The lowest responsible bidder definition extends beyond the lowest dollar amount to include evaluation of the bidder's financial capability, performance history on other contracts, payment promptness to subcontractors and suppliers, integrity, efficiency, industry experience, and demonstrated capacity to complete the project according to specifications. The evaluation criteria emphasize that bidders must demonstrate faithfulness and promptness alongside financial responsibility and ability to successfully deliver the project as defined by the Project Developer.

DEFINITION OF LOWEST RESPONSIBLE BIDDER
The bid documents shall define the term “lowest responsible bidder” to include consideration of the bidder's performance of other contracts including the history of payments to subcontractors and suppliers, and whether the bidder is financially capable to guarantee contract completion.
The term “lowest responsible bidder” means more than that the bidder has the financial ability to supply and deliver the Project. The term “lowest responsible bidder” includes other factors such as promptness, faithfulness, and the capacity and ability to supply and deliver the Project according to the specifications. The term “lowest responsible bidder” does not necessarily mean the bid lowest in dollars but also includes factors such as financial responsibility, integrity, efficiency, industry, experience, promptness, and ability to successfully complete the Project in question. The lowest responsible bidder, however, must meet the delineation of the Project’s specifications as determined by the Project Developer.
