About this file
This document is Amendment 0004 to Solicitation 1333ND26RNB190014 for the NIST 215 Cleanroom Rebalance project, issued by the National Institute of Standards and Technology on August 5, 2026, with an extended deadline for receipt of quotations to 1:00 PM ET on August 12, 2026.
The amendment incorporates government responses to pre-bid Requests for Information (RFIs), references compressed photographic images of facility conditions (penthouse, AHU control panels, AFMS samples, and VAV boxes), and includes a copy of the second site visit sign-in sheet. Key government responses address technical specifications including: confirmation that VAV reheat valves will be replaced with new DDC control valves per specification section 230900; contractor responsibility to verify and report control sequence differences to the COR and Engineer; removal of differential pressure sensor notation from the phasing plan as it is not included in contract documents; confirmation that RF-105 and RF-107 fans shall be rebalanced to as-found conditions; use of PSL or equivalent for HEPA filter integrity testing; non-walkable interstitial space above cleanrooms with access from the cleanroom service galley; and rejection of requests for multiple CLIN strategy, liquidated damages modification, mock bay phase, and nine-day bay completion timeline reduction. Additional responses clarify pressurization criteria and room air-exchange requirements per contract drawings and specifications, scaffolding reuse protocols with removal between outages, reduced gowning requirements (Class 1000) during isolated outages with floor-to-ceiling barriers, equipment non-de-energization during outages with heat generation considerations, and confirmation that existing AHU damper actuators and VAV box reheat valves are pneumatic with general contractor responsibility for coordination of pneumatic tubing demolition.

Please confirm that the existing VAV reheat valves shall be replaced with new DDC control valves
Not confirmed. The design intent is to replace the control valves. Since there are pnuematic controls currently, pneuematic-actuated controls shall be replaced with pneumatics, per spec section 230900 1.1 B.
There is a new sequence of operations provided for AHU’s on drawing 215-510 and -511.
Please clarify the design intent: shall the existing controls be reprogrammed to meet the new sequence, or should the ATC contractor report back on any differences between the existing and new sequence without making any modifications?
Per Contract documents, contractor shall verify and report any differences to COR and Engineer. After testing and verification of sequences in the drawings, if there are discrepencies, the COR, at that future time, will provide direction.
Note 2 on page 3 of the Phasing Plan specifies “Install differential pressure sensors across a select number of Cleanroom terminal HEPA filters to alert the BAS due to an increase in pressure drop across the filter, indicating the filters are loaded and requiring changing. This will allow for filter loading and fan energy to be monitored and trended.”
Please confirm the ‘select number’ or quanƟty of HEPA filters that shall require differenƟal pressure sensors Please confirm that these should be analog DP sensors and not binary DP filter switches
a. This notation in the phasing plan can be removed as it is not included in the contract documents. b. Refer to response a.
Note 10 on page 3 of the Phasing Plan mentions RF-105 and RF-107, however these fans do not appear on the fan rebalance schedule on Sheet 215-505. Should they be included in this project?
RF-105 & RF-107 shall be rebalanced to as-found conditions.
41 Please provide base building mechanical as-built drawings, if available.
Original mechanical design drawings can be provided upon contract award. Please use the drawings and specifications provided in the RFP.
PRE BID RFIs 2
Bonding Requirements and Contract Structure - Based on our preliminary cost assessment of the project, obtaining the required bonding may be challenging for a small business contractor.
Shared Bonding Capacity - Would NIST consider allowing bonding capacity to be shared between the Prime General Contractor and the Tier 1 Mechanical Subcontractor to help address bonding limitations while still maintaining adequate project security?
MulƟple CLIN Strategy - As an alternaƟve approach, would NIST consider structuring the project into multiple Contract Line Item Numbers (CLINs), with each CLIN consisting of approximately two to three bays? Under this approach:
a.Bonding would be provided on a CLIN-by-CLIN basis.
b.Work would be executed sequenƟally in accordance with the project phasing plan.
c.Each CLIN would be completed, accepted by NIST, and closed out prior to proceeding to the next phase.
A multiple CLIN strategy such that each CLIN represents 2-3 laboratories will not be considered.
We believe this structure could reduce bonding challenges, improve risk management, and better align with the project's phased execution. We would appreciate NIST's feedback on this strategy.
Liquidated Damages (LDs) - Liquidated damages can present a significant financial risk for small businesses that do not have the same financial resources as larger general contractors.
a.Would NIST consider modifying or eliminaƟng the liquidated damages requirement in the solicitation?
No, NIST will not consider modifying or eliminating the liquidated damages
If elimination is not feasible, would NIST consider waiving or reducing liquidated damages for the initial bays to allow the project team to become familiar with facility operations, building constraints, stakeholder coordination requirements, and any unforeseen existing conditions before rest of the bays?
No, waiving or reducing LDs is not considered.
Bay Completion Duration and Mock Bay Recommendation - The current schedule expectation of completing a bay within nine (9) days appears highly challenging given the number of trades, equipment, coordination activities, and operational constraints involved.
We recommend incorporating a mock bay at the outset of the project to establish a realistic production baseline.
Benefits of a mock bay include:
ValidaƟon of the construcƟon sequence and logisƟcs plan.
IdenƟficaƟon of unforeseen condiƟons and coordinaƟon challenges.
Opportunity for NIST stakeholders and the project team to observe work execuƟon in real time.
Establishment of a data-driven and achievable schedule for the remaining bays.
Would NIST consider allowing a mock bay phase before establishing the final production duration requirements for subsequent bays?
No, the phasing plan and nine (9) day schedule shall be adhered.
46 Is the required leak test standard PAO or PSL? PSL or equivalent shall be utlized for HEPA filter integrity testing
Is the interstitial above the cleanrooms, walkable?
a.Is there a way to get on top of the cleanroom in areas with no ceiling access?
No, the interstitial space above the cleanrooms is not walkable. Areas will need to be initially accessed from the cleanroom service galley.
Please re-confirm the scope of work. For instance, the initial RFP does not mention the ceiling grid gel to be replaced.
Refer to the RFP for the SOW.
Ceiling grid gel is to be replaced. Per Specification 234000, Part 3.2.B, "Prior to the installation of new HEPA filters the existing housing shall be cleaned, resealed, if required, and all existing gel seal removed."
My firm’s scope of work [Remove Filters, Clear/Prep U-Channels to Receive New Gel, Gel Pour & Cure, HEPA Install, Leak Test, Air Flows, Particle Counting] will take 8 days. In that, I can commit to being done in 9 days; I will not be held responsible for any other scope’s deadlines – please confirm.
The Prime Contractor shall be responsible for meeting all requirements of the project, and shall manage any subcontractors to ensure that those requirements are met in the timelines specificed.
50 What is the pressurization criteria and room air-exchange-rate criteria? Refer to contract drawings and specifications for requirements.
If the aged air handlers can't achieve the historical air-change rates, what's the backup plan?
Contractor to assume original airflows are achievable. If airflows are found to be deficient and additional repairs are required, contractor shall submit findings in writing to COR and Engineer.
52 Are there other reference documents for this RFP GC’s and Subs have not seen yet?
Original mechanical design drawings can be provided upon contract award. All other documentation that is currently available has been provided.
Please provide all information possible on the HEPA filters: Makes, Models, Sizes and quantities of each.
Shop drawings and manufacturer information are not available currently; if information becomes available, it will be provided. Sizing shall match existing filter sizes.
Performance shall meet or exceed requirements as specified.
Does NIST have a list of cleaning materials acceptable for the scaffolding or a SOP to bring material in?
Anything brought into the Cleanroom needs to be wiped down with contractor-provided isopropyl alcohol (i.e., IPA wipes). The SOP for bringing materials into the Cleanroom will be discussed during the Cleanroom Training and Orientation. Major pieces of equipment that cannot be brought through the Gowning Room (ex. scaffolding), will require a staging area to be developed with Cleanroom Operations so that double-doors can be utilized.
Can the cleaned scaffolding be Phase 1 corridor during the duration of this project to avoid additional cleaning per room?
Scaffolding could be reused. However, if construction does not proceed with back-to-back outages, scaffolding will need to be removed so that the corridors/laboratories can be accessed unimpeded by scaffolding. In other words, if there are any breaks in time between outages, scaffolding must be removed from the Cleanroom and cleaned again upon re-entering the Cleanroom.
Can full gowning requirements be reduced since the clean rooms will be exposed during shut down. Please provide exact gowning requirements and if NIST will be providing those or if the contractor will be providing.
During an outage, if a space (laboratory/corridor) can be fully isolated from the remainder of the cleanroom (a floor-to-ceiling, taped barrier), gowning requirements could be reduced to Class 1000 requirements (i.e., beard cover/facial mask, shoe covers, hairnet, gloves, safety eye protection, etc.).
The contractor is responsible for providing their own gowns and protection, after approval from the COR and Cleanroom Manager.
When operating in the clean rooms will the equipment be de-energized or should we assume there is minor heat load coming from? Is there any equipment that would cause a heat concern with plastic tarping?
During outages, NIST will not be de-energizing equipment. It has been the government's experience that when equipment is de-energized, it will likely require a restart from a manufacturer's representative, incurring additional costs and delays.
Therefore, heat will be generated by the equipment, as power will remain on.
Any plastic tarping shall ensure that heat can escape nor cause damage to the equipment.
Several of the floors have common returns. Is it acceptable to cover these floors during each phase with a plastic tarp?
Yes. The returns/underfloor plenum should be isolated during each phase to ensure that any construction debris does not leave the construction area.
Where exhaust air dampers are specified to be removed and replaced with exhaust air boxes, the boxes are specified to be equivalent to Pheonix Air Valves (lab air valves). Please confirm the controls to be provided with the air valves.
Confirmed
60 Are the existing AHU control damper actuators pneumatic? Confirmed
Are existing to be replaced VAV box reheat valves pneumatic? If so, please confirm which trade should carry demolition of pneumatic tubing/conduit.
Confirmed, reheat control valves are pneumatic. It is the General Contractor's responsbility to coordinate which contractor completes this scope
